China is the sole exception, and it is fast emerging into a global superpower that could rival, if not eclipse, the United States. What does China want, does it have a grand strategy to achieve it, and what should the United States do about it? In The Long Game, Rush Doshi draws from a rich base of Chinese primary sources, including decades worth of party documents, leaked materials, memoirs by party leaders, and a careful analysis of China's conduct to provide a history of China's grand strategy since the end of the Cold War. Taking readers behind the Party's closed doors, he uncovers Beijing's long, methodical game to displace America from its hegemonic position in both the East Asia regional and global orders through three sequential "strategies of displacement." Beginning in the 1980s, China focused for two decades on "hiding capabilities and biding time." After the 2008 Global Financial Crisis, it became more assertive regionally, following a policy of "actively accomplishing something." Finally, in the aftermath populist elections of 2016, China shifted to an even more aggressive strategy for undermining US hegemony, adopting the phrase "great changes unseen in century." After charting how China's long game has evolved, Doshi offers a comprehensive yet asymmetric plan for an effective US response. Ironically, his proposed approach takes a page from Beijing's own strategic playbook to undermine China's ambitions and strengthen American order without competing dollar-for-dollar, ship-for-ship, or loan-for-loan.

On the Chinese side, normalization of relations was instrumental to Beijing's effort to enhance its security vis- -vis the Soviet Union and was seen as a tactical necessity to promote Chinese military and economic interests. The United States was equally motivated by national security concerns. In the wake of Vietnam, policymakers saw normalization as a means of forestalling Soviet power. As the essays in this volume show, normalization was far from a foregone conclusion.

Mann begins with an account of the process by which Richard Nixon and Henry Kissinger first courted and built up ties to China's Communist government in an attempt to find a way out of the war in Vietnam. At first, the aim was to create flexibility for the United States in dealing with both the Soviet Union and China; but gradually, as the 1970s progressed, the opening to China took on a life and momentum of its own. During the Carter and Reagan administrations, American leaders saw China as an ally against the Soviet Union, and a tacit understanding emerged that the United States would not subject China to the standards and principles applied to other countries. We are shown how subsequent administrations failed to construct a new framework for dealing with China--President Bush tried to preserve the old American relationship with Beijing, and President Clinton has been unsuccessful in his efforts to create something new. Mann also reveals little-known episodes in the history of U.S.-China relations: that the price of Kissinger's first visit to China in 1971 was a secret promise that the United States would never support independence for Taiwan; how the United States and China worked together in guerrilla operations in Afghanistan and Cambodia; how the movement to restrict China's tradebenefits originated and how Bill Clinton came to support these efforts during his1992 presidential campaign. Some go so far as to predict a future of conflict, driven by the inevitable rivalry between an established and a rising power, and urge their leaders to prepare now for a future showdown. Others argue that the deep economic interdependence between the two countries and the many areas of shared interests will lead to more collaborative relations in the coming decades. In this book, James Steinberg and Michael O'Hanlon stake out a third, less deterministic position. They argue that there are powerful domestic and international factors, especially in the military and security realms, that could well push the bilateral relationship toward an arms race and confrontation, even though both sides will be far worse off if such a future comes to pass. They contend that this pessimistic scenario can be confidently avoided only if China and the United States adopt deliberate policies designed to address the security dilemma that besets the relationship between a rising and an established power. Consequently, they have a decisive role to play in the world's clean energy future. Both countries are also motivated by related goals, namely diversified energy portfolios, job creation, energy security, and pollution reduction, making renewable energy development an important strategy with wide-ranging implications. Given the size of their energy markets, any substantial progress the two countries make in advancing use of renewable energy will provide global benefits, in terms of enhanced technological understanding, reduced costs through expanded deployment, and reduced greenhouse gas (GHG) emissions relative to conventional generation from fossil fuels. Within this context, the U.S. National Academies, in collaboration with the Chinese Academy of Sciences (CAS) and Chinese Academy of Engineering (CAE), reviewed renewable energy development and deployment in the two countries, to highlight prospects for collaboration across the research to deployment chain and to suggest strategies which would promote more rapid and economical attainment of renewable energy goals. Main findings and concerning renewable resource assessments, technology development, environmental impacts, market infrastructure, among others, are presented. Specific recommendations have been limited to those judged to be most likely to accelerate the pace of deployment, increase cost-competitiveness, or shape the future market for renewable energy. The recommendations presented here are also pragmatic and achievable.
