Book excerpt: Excerpt from First Biennial Report of the Railroad Commissioner of the State of Wisconsin: Embracing the Period Ending June 30, 1884 In compliance with chapter 320, laws of 1883, I submit herewith the first biennial report of this department, cover ing the years ending June 3oth, 1883, and June 3oth, 1884. The former plan of printing the reports of companies in full has been abandoned in order to bring the published report within the limits of two hundred pages prescribed by the law of 1883 above referred to. To compensate for this loss tabulations have been made Of all items Of importance and these will be found under their proper heads. Companies report annually to the commissioner, as heretofore. The only statistical matter contained in this report relates to the taxes paid by the several roads due February, 1905. Other statis tical reports were not required to be made by the railroad com panies until June 30th, 1905, at which time Chapter 362 was in force and, consequently, are to be reported by the State Board of Railroad Commissioners. Book excerpt: Excerpt from Biennial Report of the Railroad Commissioner of the State of Wisconsin for the Fiscal Years Ending June 30, 1897 and 1898 The northern part of this state has many railroads known as logging roads. The most of these roads we're in the first place built with the intention of using them wholly as private roads for the hauling in of logs for manufactur ing purposes. Gradually they drift away from the inten tion of the original builder and become common carriers. Under the present law it is almost impossible to detect them. Several have come to the surface during the last two years, their discovery being entirely accidental. I believe it would be to the best interests of the people if a law was enacted compelling every railroad, public or priv ate, to make a report to the Railroad Commissioner. He will then be able to determine whether or not they come under the head of common carriers. And in order that this department might have a fair start I would suggest that a law be enacted requiring the assessor in each assess ing district in the state of Wisconsin to report, on blanks' to be furnished him by the Secretary of State, the name and location of each railroad, whether public or private, in his district.
