Scope: The Combat Hunter Trainer Course enhances the safety and security of Marines across the range of military operations, whether in garrison, on liberty, or on the battlefield. Marines are trained to observe and recognize human behaviors, patterns and trends that are indicative of a threat and to act on that threat quickly and decisively through an improved and matured decision-making process. The Marine receives training in planning, conducting, and evaluating training events to include classes on small unit training and unit training management. Combat Hunter training includes Introduction to Combat Hunter, Observation Devices, Criminal and Insurgent Networks, Decision Cycle, Enhanced Observation, KIM Technique, Introduction to Profiling, Heuristics, Profiling Domains, Terrorist Planning Cycle, Tactical Questioning, Analyze and Interpret Spoor, Individual Actions in a Tracking Team, Track Exploitation, Leading a Tracking Team, and Tactical Site Exploitation. DEFINITION AND MISSION OF THE COMBAT HUNTER. A combat hunter selects, uses, and maximizes the appropriate optics available to see objects and events, both hidden and distant. These optics range from the naked eye to advanced optical systems. A combat hunter, through attention to detail, establishes a baseline of an environment and detects the anomalies located within that environment. A combat hunter tracks humans and vehicles by reading the natural terrain. He pursues an armed enemy and gathers data that may suggest the enemy’s action and intent. The combat hunter is the creation of a mindset through the integration of enhanced observation, combat profiling, and combat tracking. This mindset will enable Marines to locate, close with, and destroy an elusive enemy that hides among the population and uses asymmetric tactics to attack our forces. By utilizing enhanced observation, combat profiling, and combat tracking, a Marine is more lethal, survivable, and tactically cunning. He becomes a force multiplier to his unit’s operations. OBSERVATION. Observation begins with the gathering and processing of information obtained through the senses. The five sensory systems are sight, hearing, smell, touch, and taste that allow information to be collected from the environment. Perception is the process that the mind uses to organize the sensory information into an understandable interpretation of the environment. Central to all these skills is a critically-thinking Marine whose decisions can be affected by numerous factors, both external and internal. The Marine refines his decision making capabilities by understanding the decision cycle process and his awareness of the physical and biological responses he goes through when faced with a dynamic situation. Refining these skills and understanding the effects they have on his mind and body make him more capable and more lethal.

Technology is creating new opportunities for different types of command and control, and new types of command and control are creating new aspirations for technology. The question is how to manage this process, how to achieve a jointly optimised blend of socio and technical and create the kind of agility and self-synchronisation that modern forms of command and control promise. The answer put forward in this book is to re-visit sociotechnical systems theory. In doing so, the problems of 21st century command and control can be approached from an alternative, multi-disciplinary and above all human-centred perspective. Human factors (HF) is also co-evolving. The traditional conception of the field is to serve as a conduit for knowledge between engineering and psychology yet 21st century command and control presents an altogether different challenge. Viewing military command and control through the lens of sociotechnical theory forces us to confront difficult questions about the non-linear nature of people and technology: technology is changing, from platform centric to network centric; the interaction with that technology is changing, from prescribed to exploratory; and complexity is increasing, from behaviour that is linear to that which is emergent. The various chapters look at this transition and draw out ways in which sociotechnical systems theory can help to understand it. The sociotechnical perspective reveals itself as part of a conceptual toolkit through which military command and control can be transitioned, from notions of bureaucratic, hierarchical ways of operating to the devolved, agile, self-synchronising behaviour promised by modern forms of command and control like Network Enabled Capability (NEC). Sociotechnical system theory brings with it a sixty year legacy of practical application and this real-world grounding in business process re-engineering underlies the entire book. An attempt has been made to bring a set of sometimes abstract (but no less useful) principles down to the level of easy examples, design principles, evaluation criteria and actionable models. All of these are based on an extensive review of the current state of the art, new sociotechnical/NEC studies conducted by the authors, and insights derived from field studies of real-life command and control. Time and again, what emerges is a realisation that the most agile, self-synchronising component of all in command and control settings is the human.

Book excerpt: "This report describes a preliminary research effort to: (1) determine the effectiveness of using a virtual environment to train real world decision- making skills; (2) examine the feasibility of using a virtual environment as a test bed for developing situation awareness (SA) measurement instruments and; (3) empirically assess the role of SA in decision-making in simulated dismounted infantry environments. Seven experienced and seven inexperienced officers, role- playing a dismounted infantry platoon leader, individually conducted four urban operation scenarios (missions) in a virtual environment setting. Decision-making capability and SA were assessed for each mission. Objective decision-point accuracy improved significantly over missions. Level of experience did not impact the rate of learning. Experience did play a significant role in SA assessments. Selected SA measures also predicted a significant portion of the variance in objective decision-point scores. The research showed that real world decision-making skills could be trained using virtual environment technologies. To insure maximum benefit, virtual training must be combined with the appropriate field experience and mentoring. Conducting research in a controlled virtual environment setting permitted closer empirical scrutiny of the linkage between decision-making and SA in dismounted infantry operations and suggested new directions for further work in these areas."--DTIC.
