The study will be limited to remedial blowout control, i.e. controlling a blowout after it has occurred. The key situations to be addressed by the study are as follows: Technology and equipment for most relief well scenarios from a floater does not exist. Implementation is not considered possible at this time. Shallow gas blowouts in some situations cannot be controlled in a short period of time. Technology and equipment for capping a blowout in deep water (300 ft. to 10,000 ft.) does not exist for most scenarios. No current means exist to address pollution from a deep-water blowout. This program will study these issues and other related topics. The phase I program will contain three (3) major tasks. Task I - Evaluate the special requirements and prepare preliminary system guidelines for relief well drilling from a floating vessel in deepwater environments. Subtasks include conceptual riser and piping designs for high volume pumping. Task 2 - Development of vertical intervention and capping techniques for deepwater blowouts. Shallow gas blowouts will be addressed also. Procedures for handling gas or oil blowouts will be developed. Task 3 - Preliminary evaluation of potential pollution scenarios and exploratory investigations of new pollution control techniques for a deepwater blowout. The results from the study will be documented in a report. Phase I is structured as a 10 month program. It is designed for a minimum of 10 participants"--Leaves [3]-4.

There were also enormous consequences for the companies involved in the drilling operations, to the Gulf of Mexico environment, and to the economy of the region and beyond. The flow continued for nearly 3 months before the well could be completely killed, during which time, nearly 5 million barrels of oil spilled into the gulf. Macondo Well-Deepwater Horizon Blowout examines the causes of the blowout and provides a series of recommendations, for both the oil and gas industry and government regulators, intended to reduce the likelihood and impact of any future losses of well control during offshore drilling. According to this report, companies involved in offshore drilling should take a "system safety" approach to anticipating and managing possible dangers at every level of operation-from ensuring the integrity of wells to designing blowout preventers that function under all foreseeable conditions-in order to reduce the risk of another accident as catastrophic as the Deepwater Horizon explosion and oil spill.
