Download or read book Firearms and Violence written by National Research Council and published by National Academies Press. This book was released on 2005-01-13 with total page 341 pages. Available in PDF, EPUB and Kindle. Book excerpt: For years proposals for gun control and the ownership of firearms have been among the most contentious issues in American politics. For public authorities to make reasonable decisions on these matters, they must take into account facts about the relationship between guns and violence as well as conflicting constitutional claims and divided public opinion. In performing these tasks, legislators need adequate data and research to judge both the effects of firearms on violence and the effects of different violence control policies. Readers of the research literature on firearms may sometimes find themselves unable to distinguish scholarship from advocacy. Given the importance of this issue, there is a pressing need for a clear and unbiased assessment of the existing portfolio of data and research. Firearms and Violence uses conventional standards of science to examine three major themes - firearms and violence, the quality of research, and the quality of data available. The book assesses the strengths and limitations of current databases, examining current research studies on firearm use and the efforts to reduce unjustified firearm use and suggests ways in which they can be improved.

Book Firearm Safety Certificate Manual for California Firearms Dealers and DOJ Certified Instructors

Download or read book Firearm Safety Certificate Manual for California Firearms Dealers and DOJ Certified Instructors written by California Department of Justice and published by . This book was released on 2016-12 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: The growing concern over the number of accidental firearm shootings, especially those involving children, prompted passage of the initial handgun safety law which went into effect in 1994. The stated intent of the California Legislature in enacting the current FSC law is for persons who obtain firearms to have a basic familiarity with those firearms, including, but not limited to, the safe handling and storage of those firearms. The statutory authority for this program is contained in Penal Code sections 26840 and 31610 through 31700. These statutes mandate DOJ to develop, implement and maintain the FSC Program. Pursuant to Penal Code section 26840, a firearms dealer cannot deliver a firearm unless the person receiving the firearm presents a valid FSC, which is obtained by passing a written test on firearm safety. Prior to taking delivery of a firearm from a licensed firearms dealer, the purchaser/recipient must also successfully perform a safe handling demonstration with that firearm..

Book excerpt: In the past decade, no individual act of violence has killed more people in the United States than the mass shooting. This well-researched, forcefully argued book answers some of the most pressing questions facing our society: Why do people go on killing sprees? Are gun-free zones magnets for deadly rampages? What can we do to curb the carnage of this disturbing form of firearm violence? Contrary to conventional wisdom, the author shows that gun possession often prods aggrieved, mentally unstable individuals to go on shooting sprees; these attacks largely occur in places where guns are not prohibited by law; and sensible gun-control measures like the federal Assault Weapons Ban—which helped drastically reduce rampage violence when it was in effect—are instrumental to keeping Americans safe from mass shootings in the future. To stem gun massacres, the author proposes several original policy prescriptions, ranging from the enactment of sensible firearm safety reforms to an overhaul of how the justice system investigates potential active-shooter threats and prosecutes violent crimes. Calling attention to the growing problem of mass shootings, Rampage Nation demonstrates that this unique form of gun violence is more than just a criminal justice offense or public health scourge. It is a threat to American security.

Book California Gun Laws

    Book Details:
  • Author : C. D. Michel
  • Publisher :
  • Release : 2012-11-01

Download or read book California Gun Laws written by C. D. Michel and published by . This book was released on 2012-11-01 with total page 322 pages. Available in PDF, EPUB and Kindle. Book excerpt: If you choose to have a gun in California, this book could keep you out of jail. Firearm ownership, possession, and use are individual constitutional rights that carry extraordinary responsibilities. Along with your responsibility to know and follow safety procedures, you also have increased responsibility to comply with all applicable state, federal, and local laws. Because of the complexity of these laws, inadvertent gun law violations by well-intentioned good people are increasingly common. In the politicized legal environment of California "gun-control" laws, the consequences of even an inadvertent violation can be severe. To protect yourself, you need to know the law. This book will help. This book explores, explains, and summarizes the firearm laws affecting firearm owners in California, and warns about common legal "traps" that California firearm owners often unintentionally fall into. When can you use deadly force? Who can possess a gun? When are you permitted to have a gun? Where can you have a gun? How must a gun be possessed? How do you get your gun rights back? Which guns are banned? How do you get your guns back from the police? Can you carry a gun in public? This book answers these questions, and many others. There are over 800 California state statutes regulating the manufacture, distribution, sale, possession, and use of firearms. There are thousands of overlapping federal laws regulating firearms that apply in California. And there are hundreds of administrative regulations, local ordinances, and California Department Justice Firearms Bureau written and unwritten policies that also apply. With all the overlapping regulations, its no wonder that confusion runs rampant among California gun owners, as well as among police, prosecutors, and judges. This book will inform those who are subject to California's complex firearms laws so that they can avoid inadvertently violating them, and will educate those tasked with enforcing those laws so they can avoid mistaken arrests and prosecutions. Written by C.D. "Chuck" Michel, a firearms attorney with 20 years of experience representing the NRA, as well as firearm manufacturers, wholesalers, retailers, and gun owners, California Gun Laws: A Guide to State and Federal Firearm Regulations is an invaluable resource. Michel has been litigating civil and criminal firearm cases since 1991, many of which were high profile and attracted state and national media attention. His clients include the National Rifle Association (NRA), the California Rifle and Pistol Association Foundation (CRPAF), FFL Guard, gun manufacturers, wholesalers, retailers, and individual gun owners. He has represented thousands of individuals and companies charged with violating California's confusing firearms laws. He has litigated hundreds of firearms cases involving constitutional issues, including Second Amendment challenges, in both state and federal trial and appellate courts. Available in PDF, EPUB and Kindle. Book excerpt: This casebook is the first and only traditional law school casebook to cover the subject. It provides a comprehensive treatment of cases and materials before and after the U.S. Supreme Court’s landmark cases in District of Columbia v. Heller (2008) and McDonald v. Chicago (2010), which affirmed the constitutional right to private firearm possession and use, and made the right enforceable against the states. From days of Anglo-Saxon King Alfred’s militia in the eighth century through the latest cases on electric stun guns and 3-D printed firearms, this casebook covers all aspects of firearms law, policy, and regulation. Key Benefits: Comprehensive coverage of all aspects of firearms law, from early English origins to present-day debates.
