The literature review identified the barriers and methods to accessing the mobility impaired segment of the community. Through literature review the primary and secondary risk reduction needs of the mobility impaired were also identified. This information was then referenced to develop a questionnaire for other fire departments. Partnerships with entities having potential contact with the mobility impaired were the best avenue for access to the mobility impaired. The restrictions of the Health Insurance Portability and Accountability Act (HIPAA) presented the greatest barrier. The primary and secondary risk reduction issues were similar to those of the mainstream population; however the restrictions imposed by the mobility impairment placed greater emphasis on the need for fire department involvement.
