Book excerpt: Excerpt from Fire Control Notes, Vol. 3: A Periodical Devoted to the Technique of Forest Fire Control; January, 1939 Previous to 1933 lookout towers purchased on the basis of plans and specifications were of structural steel. About that time there were coming into use in this country, timber connectors which, in comparison with ordinary bolted or spiked joints, greatly facilitated the transmission of stress through joints in timber structures. The connectors as used in Forest Service lookout-tower construction consist of metal rings which are placed between two timbers, the connecting bolt passing through the center of the ring. The ring, with half its width projecting into the contacting face of each timber, transmits the stress from one timber to the other. These connectors are commonly used in CCC portable camp buildings. The development of the timber connectors and resultant increased possibilities for economical use of timber led to its consideration for lookout towers, a matter in which the lumber industry and the Forest Service were much interested. An attempt to purchase towers showed that the industry was not prepared to produce prefabricated timber in competition with the steel industry, where prefabrication was a long established practice. However, in view of the Forest Service's interest in developing the economical utilization of woods, eight towers were purchased on a specification restricted to timber, as an experimental project. Reports of this project indicated that fabrication was decid edly defective, causing long delays during erection. As a result, tower bids were again limited to steel. Pressure on the Forest Service to consider timber gradually ih creased as the timber industry improved its methods of prefabrication and the large purchases of towers in connection with the CCC program so stimulated this pressure that the subject was reopened. Then effective attack with conventional control equipment would be pos sible. In situations where advance deployment of forces can be made, some lessening of the intensity of the fire head may result even when complete success is not achieved. Crown fires moving in natural or planted stands of red, white, and jack pine constitute an immediate and growing fire control problem in the Lake States. Open ings of 50 to 150 feet wide provided by roadways, power lines, and fire lanes provide little hindrance to progress of such fires if the cover burns to the border of the opening. Flaming brands of cones and branches blow freely across the open; updrafts carry burning materials for substantial distances across the openings. Many of these brands rise vertically from intensely burning fuels and are carried aloft and over the tops; however, many more are cast horizontally and only short distances. It did all that it was asked to do, but it worked under the tight wraps of the test conclusions. Nobody stepped out into the field of what can the damned thing do? The golden opportunity for a test of positive performance under trying field conditions came with the Bryant fire on August 5, 1947 This fire started in Big Tujunga Canyon Of the Angeles Forest, which is an area characterized by very high watershed values, considerable home investments, rapid rate Of fire spread, and steep, inaccessible country. Further, the fire was a direct threat to all of the suburban development on the north side Of Los Angeles. The Forest Service was not disposed to leave any possible resource unused. There were available the two Bell helicopters owned by the man who had partici pated in the earlier tests of the Bell and who was very much interested in proving the worth of the helicopter. These were pressed into service. Two Of the primary physical factors affecting the performance of helicopters which were encountered exceeded substantially the condi tions of the earlier test operations. Temperatures were up to 107 de grees as compared to the 100-degree temperatures under which the tests were conducted, and elevations were operated successfully up to feet as compared to the - foot elevation which was felt to be about the upper limit under the test conditions. Wind, a third important factor affecting the performance Of the machine, was, of course, vari able but generally exceeded the 0 to 5 miles employed under test conditions. With this set of conditions, and with two helicopters, two willing, skilled, and courageous pilots, and an experimentally minded fire manager, a fresh chapter in fire suppression history was written.
