Book excerpt: Housing cycles and their impact on the financial system and the macroeconomy have become the center of attention following the global financial crisis. This paper documents the characteristics of housing cycles in a large set of countries, and examines the determinants of house price movements. Empirical analysis shows that house price dynamics are mostly driven by income and demographics but fluctuations in these fundamentals and credit conditions can create deviations from the implied equilibrium path. We conclude with a discussion of the macroeconomic implications of house price corrections.

With Africa’s urban population growing rapidly, this study highlights how broad demographic shifts and rapid urbanization are placing enormous pressure on the limited infrastructure in many cities and stretching the economic and social fabric of municipalities to their breaking point. But beyond providing a snapshot of the present conditions of the African housing market, the book offers recommendations and actionable measures for policy makers and other stakeholders on how best to provide affordable housing and alleviate Africa’s housing deficit. This work will be of particular interest to practitioners, non-governmental organizations, private sector actors, students and researchers of economic policy, international development, and urban development.

Book excerpt: This report considers the case for Parliament to be able to initiate and conduct inquiries into serious and significant matters of public concern. It takes up the recommendationmade by this committiee's predecessor Committee (in the Government by Inquiry Report) that there should be a parliamentary mechanism for initiating inquiries. These would take the form of Parliamentary Commissions of Inquiry, composed of parliamentarians and others. In the Report, the committee examines the justification for creating Parliamentary Commissions of Inquiry in particular, that they would enable Parliament to hold the Executive to account more effectively. Then it covers some of the practical issues involved in setting up inquiries of this nature: how Parliament could instigate an inquiry, its composition, and its operation and powers. The committee concludes that it is crucial, in constitutional sense, that Parliament has the necessary powers and abilities to scrutinise the Executive and hold it to account. Proper parliamentary scrutiny should include the ability to establish and undertake inquiries into significant matters of public concern. Parliament has, in the past, conducted investigationsof this kind and as the great forum of the nation, should be expected to do so. The committee's recommendation for Parliamentary Commissions of Inquiry would promoteeffective parliamentary accountability by creating a process for Parliament to initiate inquirieswhere it rather than the Executive sees fit.

Book excerpt: This report concludes that the Government must employ a basket of measures, covering all tenures of housing, if sufficient finance is ever to be available to tackle the country's housing crisis. For decades, successive Governments have failed to deliver sufficient homes to meet demand. The country faces a significant housing shortfall, and the financial crisis has amplified the problem. 232,000 new households are forming each year in England, and yet in 2011 fewer than 110,000 new homes were completed. The Committee sets out four key areas for action, which, taken together, could go a long way to raising the finance needed to meet the housing shortfall: large-scale investment from institutions and pension funds; changes to the financing of housing associations, including a new role for the historic grant on their balance sheets; greater financial freedoms for local authorities; new and innovative models, including a massive expansion of self build housing.

The authorities have taken incremental policy steps to achieve these objectives, but a comprehensive and balanced policy approach is needed to manage the challenges facing the economy.

Book excerpt: After more than 20 years of freedom in South Africa we have to ask ourselves difficult questions: are we willing to perpetuate a lie, search for facts or think wishfully? Freedom has been enabled by apartheid’s end, but at the same time some of apartheid’s key institutions and social relations are reproduced under the guise of ‘democracy’. This collection of essays acknowledges the enormous expectations placed on the shoulders of the South African revolution to produce an alternative political regime in response to apartheid and global neo-liberalism. It does not lament the inability of South Africa’s democracy to provide deeper freedoms, or suggest that since it hasn't this is some form of betrayal. Freedom is made possible and/or limited by local political choices, contemporary global conditions and the complexities of social change. This book explores the multiplicity of spaces within which the dynamics of social change unfold, and the complex ways in which power is produced and reproduced. In this way, it seeks to understand the often non-linear practices through which alternative possibilities emerge, the lengthy and often indirect ways in which new communities are imagined and new solidarities are built. In this sense, this book is not a collection of hope or despair. Nor is it a book that seeks to situate itself between these two poles. Instead it aims to read the present historically, critically and politically, and to offer insights into the ongoing, iterative and often messy struggles for freedom.

There is a need to deepen the knowledge on the links between public goods and services and equitable economic growth and how to support such processes, in policy and strategic terms, locally and globally. Against this background, this publication developed in the collaboration between Cities Alliance’s Equitable Economic Growth Cities Campaign initiative and three international research networks N-AERUS, AURI, REDEUS_LAC. The research explores how the interface between urban research and policymaking can be redefined to ensure that public goods and services foster equitable growth. It reveals a richness of practices that provide a broad and lasting positive impact in terms of equitable economic growth in urban development. One of them shows that collaborative efforts between academia, policy makers, communities, and practitioners can play a crucial role in enriching these debates and processes. Städte gelten als „Motoren des Wirtschaftswachstums“. Im globalen Süden kämpfen viele Städte darum, die ansässige Produktivität zu steigern um der wachsenden Stadtbevölkerung bessere wirtschaftliche Möglichkeiten zu bieten. Deshalb ist es erforderlich, Wissen über die Verbindungen zwischen öffentlichen Gütern und Dienstleistungen und gerechten Wirtschaftswachstum zu vertiefen, um Prozesse auf politischer und strategischer Hinsicht und lokaler und globaler Ebene zu unterstützen. Diese Publikation als Ergebnis der Zusammenarbeit zwischen Cities Alliance, über das Equitable Economic Growth Cities Programm und der internationalen Forschungsnetzwerke N-AERUS, AURI, REDEUS_LAC, untersucht wie die Schnittstelle zwischen Stadtforschung und Politikgestaltung neu definiert werden kann, so dass öffentliche Güter und Dienstleistungen gerechtes Wachstum fördern können. Die Forschung weist auf Praktiken, die einen breiten und dauerhaften positiven Einfluss auf ein gerechtes Wirtschaftswachstum in der Stadtentwicklung haben hin. Sie zeigt u.a., wie gemeinsame Bemühungen zwischen Hochschulen, politische Akteure, Gemeinden und Praktikern eine entscheidende Rolle bei der Bereicherung dieser Debatten und den laufenden Prozessen spielen können.
