Book excerpt: The size of the highway network has grown beyond the manageable capabilities of transportation agencies and stakeholders who are concerned with maintaining their assets using limited funding abilities. For that reason, pavement preservation programs have become very popular because they offer cost-effective spending schemes that maximize the service life of roads. Seal coats are one of the most popular pavement preventative treatments used around the world due to their high durability and low cost compared to other surface treatments. Their performance depends on the adequate computation of the aggregate and binder application rates. Misestimating these rates leads to raveling, bleeding, or other distresses. Accordingly, numerous design methods have been developed and are being implemented worldwide. This research assesses the different design philosophies and considers the assumptions adopted by each. It is challenging to design a seal coat when several design methods recommend different and inconsistent application rates. For the first time, the three-dimensional laser is incorporated in the design of seal coats in order to provide a fast, objective, and reliable approach. A predictive model is developed to determine the adequate aggregate application rate based on the size of the aggregates, i.e. the average least dimension, and their density. This study also assesses the contemporary texture characterization techniques and analyzes the variance of the sand patch test. The findings indicate that the sand patch test is not a reliable estimator of the volume of voids in the surface texture, which negatively affects the calculation of the binder application rate. The study recommends an algorithm that accurately measures the volume of voids in the existing surface texture using 3D surface scans. The outcome enhances the estimation of the binder application rate, and the findings can be applied to the existing design methods to improve the performance of the seal coat. Finally, highway agencies could incorporate the 3D laser within the binder sprayer to measure the surface texture during construction and automatically adjust the rate

Book excerpt: The primary objectives of this study were to establish design and construction guidelines for multiple seal coats for the Texas State Department of Highways and Public Transportation. A multiple seal coat is a bituminous surface that results from two or more successive alternating applications of bituminous binder and cover aggregate to an existing paved surface, usually with the smaller aggregate sizes used in each successive layer. From a thorough review of the literature, it was concluded that the key to executing an effective design for multiple seal coats was in the ability to measure the available void space in multiple stone layers that could be filled with binder. A design method developed by the NITRR of South Africa which included a test procedure (Modified Tray Test) for measuring the void content and effective thickness of a stone layer was chosen for further field and laboratory investigation.

The primary objectives of this research are 1) to evaluate seal coat performance from various combinations of aggregates and emulsions in terms of aggregate loss; 2) to evaluate how the properties of aggregates and emulsions affect seal coat performance; 3) to evaluate current seal coat design methods based on INDOT seal coat practice; and 4) to develop seal coat design software incorporating Indiana practice. To evaluate the effects of aggregate and emulsion types on aggregate loss performance of seal coat, three emulsions and eight aggregates including CRS-2P, RS-2P, and AE-90S for emulsions and Trap Rock, Sandstone, Blast Furnace Slag, Steel Slag, Limestone, Dolomite, Crushed Gravel (one face), and Crushed Gravel (two faces) were tested utilizing the sweep test and Vialit test. In addition, to explore influential factors (i.e., electrical surface charge interaction, water evaporation change in emulsion, water affinity of aggregate, etc.), the Zeta potential, water content, and X-ray deflection (XRD) tests were also conducted.
