There is a great deal of academic knowledge about the role of the international financial institutions, powerful states and capital markets in international development, but there is little understanding of how regional dynamics and regional institutions influence global governance and developing countries. This book offers an independent and grounded investigation concerning the political economic role of Regional Development Banks through a study of the world’s leading regional development bank, the Inter-American Development Bank (IDB). The book examines the political economy of the IDB and its role in regional and national development during the neoliberalisation processes of the 1990s. In particular, the investigations explore the IDB’s power in regional and national development – via its technical, political and financial interventions – to frame policy alternatives, absorb opposition forces, support specific coalition forces and justify a particular direction of development, all in order to legitimize specific political economic projects directed by market-led pro-reform coalitions aligned with global financial forces and financial development guidelines. This book will be relevant to scholars and professionals interested in the international and regional political economy of development financing.

It is based on lessons learned and evolving standards, and has been prepared as a joint publication by several Multilateral Finance Institutions (MFIs). While the note is informed by, and intended to be consistent with, core principles and approaches shared by many MFIs and other institutions, it does not represent official policy or formal requirements of any of the participating MFIs. The note summarizes core principles and elements of international good practice, but there may be cases where either national law or specific requirements of MFIs or other institutions have stricter or more specific requirements than the approach suggested in this note. In such cases, the formal requirements should be met. The note’s primary intended audience are practitioners tasked with organizing consultations and stakeholder engagement as part of preparing and implementing projects. The emphasis in the note is on integrating stakeholder engagement into project design and implementation. In some projects, there may be one or more dedicated persons responsible for stakeholder engagement, while in other projects this function may be combined with the role of social and environmental specialists responsible for risk management or other project aspects. The note may also be of relevance for staff in financial institutions responsible for due diligence and advice to clients and borrowers; for licensing authorities; and for managers and others responsible for ensuring that the stakeholder engagement process is appropriately resourced and integrated into project decision-making.

Book excerpt: This book explores the evolution of the 30 functioning multilateral development banks (MDBs). MDBs have their roots in the growing system of international finance and multilateral cooperation, with the first recognisable MDB being proposed by Latin America in financial cooperation with the US in the late 1930s. That Inter-American Bank did not eventuate but was a precursor to the World Bank being negotiated at Bretton Woods in 1944. Since then, a complex network of regional, sub-regional, and specialised development banks has progressively emerged across the globe, including two significant recent entrants established by China and the BRICS. MDBs arrange loans, credits, and guarantees for investment in member states, generally with the stated aim of fostering economic growth. They operate in both the Global North and South, though there are more MDBs focusing on emerging and developing states. While the World Bank and some of the larger regional banks have been scrutinised, little attention has been paid to the smaller banks or the overall system. This book provides the first study of all 30 MDBs and it evaluates their interrelationships. It analyses the emergence of the MDBs in relation to geopolitics, development paradigms and debt. It includes sections on each of the banks as well as on how MDBs have approached the key sectors of infrastructure, human development, and climate. This book will be of particular interest to researchers of development finance, global governance, and international political economy.
