Although the gender gap is shrinking, progress remains uneven across many regions of the world. Gender budgeting allows fiscal authorities to ensure that tax spending and policies address inequality and the advancement of women in areas such as education, health, and economic empowerment. Gender budgeting has been targeted to a variety of goals such as access to education, childcare, and health services; raising female labor force participation; and eradicating violence against women. There are still many lessons to be learned in implementing the appropriate government policies and fiscal measures to continue promoting women’s development and gender equality.

Gender-Responsive Budgeting in Practice: Lessons from Nigeria and Selected Developing Countries argues that, although justified by the high costs of gender inequality to economic growth and development, the use of GRB as a tool to achieve global and regional gender equality goals has seen little progress in the twenty-first century, especially in developing countries. Through analyses of government budgets and the budgeting process, and gender equality outcomes in Nigeria and the selected countries from 2000 to 2020, the contributors show that GRB has failed to gain traction or thrive in developing countries. Using these analyses, the contributors identify critical success factors that are missing in policy-making and planning in the developing world and must be integrated in order to further facilitate inclusive growth and sustainable development.

CFMs in Indonesia are attentive to poverty alleviation, but gender equality has not received commensurate attention. Systems for monitoring, evaluating and learning from gender and poverty outcomes are weak or nonexistent. Few feedback mechanisms channels. Indonesia’s national level policies support gender equality, but people implementing them in CFMs do not have a common understanding of what it is and why it matters. Performance-based budgeting (PBB) can help advance gender equality and poverty reduction if government ministries and agencies agree on the importance of gender equality, acknowledge the vital role of women and the poor, and learn from experiences. We recommend improvements in the way CFMs are conceptualized and designed, and funds are allocated and used. Monitoring, evaluation and learning systems need to focus on impact, give voice for women and the poor, and enable improvements with time.
