On the contrary, it allows stakeholders to formulate their own strategies based on an holistic set of potential implementation scenarios. Furthermore, by including cases of projects that have been influenced by the recent financial crisis, the book aims to capitalise on experiences and provide guidelines as to the design and implementation of resilient projects delivered both through traditional as well as Public Private Partnership (PPP) models. Finally, the book proposes a new Transport Infrastructure Resilience Indicator and a corresponding project rating system that can be assessed with an eye to the future, ultimately aiming to support the successful delivery of transport infrastructure projects for all stakeholders involved.

Book excerpt: This paper describes the characteristics of public investment management (PIM) in seven EU countries as it applies to a single sector transport infrastructure. The report highlights some of the common challenges that four relatively new EU member states Poland, Slovakia, Slovenia, and Latvia face as they plan and execute their transport infrastructure projects. It recognizes the importance that EU-mandated processes and procedures have in shaping national systems in the new member states (NMS), but the report finds that actual practices often fall short of EU goals due to capacity constraints, weak institutional structures, and other factors. The experiences of the NMS are compared with those of more developed economies (namely Spain, the UK, and Ireland) to assess whether the later countries have faced similar challenges in managing public investment, and if so, what measures they have adopted to overcome them. This comparative analysis serves to draw out several good practice examples that are relevant for all countries. How those practices are applied in each country is a matter for further study, as each country considers its own political culture and administrative tradition. This paper is a first step toward building dialogue among public finance practitioners in Central and Eastern Europe on how to make public investment projects more effective and efficient over the long term.

A somewhat surprising outcome is that a general appraisal bias can be identified in the following sense: Experts from countries which have introduced concession schemes for managing and financing of their motorways are very critical of these schemes, stressing their shortcomings and caveats. Some even conclude that public management under a regime of welfare maximisation would be desirable as a sustainable option. Experts from countries which have been sticking to public procurement and tax finance of motorways strongly attack the inefficiency of public planning regimes and the general tendency to allocate the revenues from special transport related taxes to the public budget, eventually spending them on other purposes rather than transport. A typical feature of the latter regime seems to be the chronic lack of funds for infrastructure investment. Although a single ideal country concept for motorway procurement and finance obviously cannot be identified, every paper gives some insights into possible future improvements. Therefore, beyond the rich documentation of national solutions it is the perspective on workable future concepts which makes the book a valuable guide through the jungle of manifold options for public/private partnerships. This book is a selection of papers presented to the international conference "Highways: Costs and Regulation in Europe", held in Bergamo on the 26th - 27th of November 2004. The Conference was organised by the University of Bergamo, and sponsored by the European Investment Bank.

The Court found that only 11 out of the 27 projects were effective in supporting transport policy objectives. In addition, some constructions had not been completed, some were not in use and others will need considerable further investment before they can be put into effective use. The Court's report puts forward various reasons to explain these findings and makes recommendations to address the shortcomings noted so as to improve future EU spending on seaports."--P. The attainment of these networks stretches across many different areas of European policy and economy. The development of TENs is about establishing a series of infrastructure networks that complement the broad changes in the European economy facilitated by the development of the Single European Market. The book examines the development of TENs in the three key sectors: transport, energy and telecommunications, noting key themes and issues that need to be faced in their attainment. Attention is also paid to common problems in their realisation most notably the financing problems. The EU's strategy to develop these networks is essentially market-led yet, as the financing issues indicate, a consensus between the states in allowing commercial investment in infrastructure is proving elusive.

This publication examines main principles for determining the most appropriate models for financing transport infrastructure expenditures but also illustrates and analyses many innovative ways to finance transport infrastructure. Financing, in this context, means the provision of money at the time and in the quantity, that is needed to meet society's transport infrastructure and transport service provision needs. Thus, financing is a basic underpinning of the entire process of providing and operating transport infrastructure. Accepting the view, that transport infrastructure is needed to provide a well-defined set of public services, at the highest-level financing the transport sector, including transport infrastructure expenditures, is fundamentally a sovereign task, which involves determining how much of the government's available (public) resources will be channelled into the transport infrastructure, during a given period, as opposed to other policy priorities. However, this report proves that this is not the case anymore. There are many other innovative ways from which transport infrastructure construction could be funded other than the government's available (public) resources.
