Book Financing European Local Government

Download or read book Financing European Local Government written by Richard Batley and published by Routledge. This book was released on 2014-01-14 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: First Published in 1993. This is the second of two collections devoted to the question of local government in Europe. This volume deals with the financing of local (including, where applicable, state, provincial, and regional) governments in western Europe. The eight sections bring together an unusually large number of country studies in one volume: France, Germany, Great Britain, Italy, The Netherlands, four Nordic countries - Denmark, Finland, Norway, Sweden, - and Spain, as well as a comprehensive survey of grant systems in western Europe. The studies reflect the diversity of both the inherited finance systems and, despite a general trend of greater fiscal pressure in the 1980s, some diversity of the changes in the levels of financial discretion between countries.

Available in PDF, EPUB and Kindle. Book excerpt: This book is based upon a comparative public administration research project, initiated by the Hertie School of Governance (Germany) and the Bertelsmann Foundation (Germany) and supported by a network of researchers from many EU countries. It analyzes both the regimes and the practices of local fiscal regulation in 21 European countries. The book brings together key findings of this research project. The regulatory discussion is not limited to the prominent issue of fiscal rules but focuses on every component of regulation. Beyond this, the book covers affiliated topics such as the impact of regulation for local governments, evolution of regulation, administrative costs and crisis prevention. The various book chapters throughout provide a broad picture of local public finance regulation in theory and in practice, using different theoretical and national lenses for the analysis. Furthermore, the authors investigate the effects of budgetary constraints and higher-level regulatory efforts on local governments and on democracy and public services in every European country. This book fills a gap with respect to the lack of discussion on local government finance from an international, comparative perspective and, in particular, the regulation of local public finance. With its mix of authors, this book will be useful for practitioners as well as for scholars and for theory-driven research.

Book Fiscal Austerity and Innovation in Local Governance in Europe

Download or read book Fiscal Austerity and Innovation in Local Governance in Europe written by Carlos Nunes Silva and published by Routledge. This book was released on 2016-04-15 with total page 214 pages. Available in PDF, EPUB and Kindle. Book excerpt: Following the financial crisis and subsequent impacts of economic slowdown and austerity, the emergence of new local governance models and innovation is a very timely issue. The same goes for identifying new types of funding schemes and fiscal models prompted by austerity with the reduction in financial resources for local governments. This book offers a broad perspective on some of the organizational and financial problems faced by cities and local governments across Europe and analyses the reactions and reforms implemented to address current economic and public finance conditions. The geographical coverage of the case studies, multidisciplinary background of the contributing authors and focus on a multiplicity of issues and challenges that confront local governments, not just financial issues as is often the case, means this book is relevant to a wide readership. The book is written for post-graduate students, advanced undergraduates, and researchers in the multidisciplinary field of local government studies (Public Administration, Geography, Political Science, Law, Economy and Sociology), as well as practitioners working in local government institutions.

Book Local Public Finance in Europe

Download or read book Local Public Finance in Europe written by Bernard Dafflon and published by Edward Elgar Publishing. This book was released on 2002-01-01 with total page 320 pages. Available in PDF, EPUB and Kindle. Book excerpt: '...the book contains a good deal of useful information about local government finance in Europe.' - John Fender, Local Government Studies '...I would like to thank you for publishing the great book Local Public Finance in Europe. It is a rare source of institutional information and also great insights on the subject.' - Andrey Timofeev, Georgia State University, US 'In respect of the hard budget constraint imposed by the stability pact for Maastricht...and the fact that European central governments can no longer bail out sub-federal obligations for more than 3% deficit to GNP annually and 60% debt to GDP...the volume edited by B. Dafflon is important and highly welcome.... Insofar, it represents an interesting and important milestone in the evaluation of the success of local budget rules in European countries.' - C.A. Schaltegger, Kyklos Most countries apply some form of restrictions to local government budgeting and borrowing, but in various forms and to varying degrees. These restrictions are considered necessary components of a fiscal federalism involving some sort of central government control in local affairs, a design which can be termed 'administrative federalism'. In this comprehensive book Bernard Dafflon introduces the reader to the institutional complexities of fiscal controls in European local public finance. The authors comprehensively explore the issues of government budgeting and borrowing, with the ultimate aim of understanding how mechanisms of fiscal discipline are established and function. Ten European countries are scrutinised on the basis of ten key issues including local budgetary policy-making, the policy effects of local budget deficits and public debt, the rules of amortisation and debt instalment, whether extensive fiscal controls promote budget accountability and discipline, and how the Maastricht criteria concerning deficit and debt can be implemented. They go on to highlight the complicated mix of rules, administrative routines and co-operative arrangements through which each country implements their individual budget controls. Although these arrangements have been successful in avoiding serious fiscal imbalance in the last twenty years, the authors argue that their impact on the broader goals of the government sector remains a more contentious question. This book offers a broad understanding of the rich institutional variations and elaborate fiscal designs in Europe from a comparative perspective. It will be welcomed by political scientists, public sector managers and economists, and scholars, practitioners and advanced students of public policy and fiscal studies.

This is a timely and important book' - Political Studies `Local governance have gained massive attention among scholars and practitioners during the past several years. Peter John's book fills a void in the literature by tracing the historical roots of local governance and by placing his findings in a comparative perspective' - Professor Jon Pierre, University of Gothenburg, Sweden `Peter John has produced a fascinating and stimulating book in which he assesses current developments in urban politics and local government in Europe and suggests how these changes are leading to different patterns of sub-national territorial politics in the EU today. What he has to say is of important interest to all students of local government; comparative politics and of territorial politics more generally' - Michael Goldsmith, University of Salford `this book offers a fascinating comparative analysis... themes such as New Public Management, globalisation, regionalism and privatisation will be relevant to numerous courses in government, politics, public administration and public policy' - West European Politics This text provides a comprehensive introduction to local government and urban politics in contemporary Western Europe. It is the first book to map and explain the change in local political systems and to place these in comparative context. The book introduces students to the traditional structures and institutions of local government and shows how these have been transformed in response to increased economic and political competition, new ideas, institutional reform and the Europeanization of public policy. At the book's core is the perceived transition from local government to local governance. The book traces this key development thematically across a wide range of West European states including: Belgium, France, Greece, Italy, Germany, the Netherlands, Norway, Portugal, Spain and the United Kingdom.

Download or read book Local Government in Europe written by Carlo Panara and published by Routledge. This book was released on 2013-12-04 with total page 473 pages. Available in PDF, EPUB and Kindle. Book excerpt: This work considers the role of local government in 13 EU Member States (Austria, Belgium, Czech Republic, France, Germany, Greece, Hungary, Italy, Netherlands, Poland, Spain, Sweden and the United Kingdom. The book aims to provide an account of the system of local government in each of the countries studied along with a critical and contextual approach to the level of autonomy that local government enjoys. The approach is comparative, based on a questionnaire which all of the authors considered. There is then a detailed conclusion to the book which offers a detailed summary and comparative analysis of the responses in order to better consider the role of local authorities as the ‘fourth level’ of governance in the EU. The book aims to offer a detailed introduction to and account of each system of local government which may appeal to those seeking an overview of the area, but also a critical and contextual approach that will be of interest to those actively researching in the areas of local and regional government or EU-central-local government relations. The book contains details of reform in local government up to November 2012, including an analysis of the impact of austerity measures on local autonomy where these have become significant.

Book Organization and Financing of Public Health Services in Europe

Download or read book Organization and Financing of Public Health Services in Europe written by Who Regional Office for Europe and published by World Health Organization. This book was released on 2018-06-29 with total page 148 pages. Available in PDF, EPUB and Kindle. Book excerpt: What are public health services? Countries across Europe understand what they are or what they should include differently. This study describes the experiences of nine countries detailing the ways they have opted to organize and finance public health services and train and employ their public health workforce. It covers England France Germany Italy the Netherlands Slovenia Sweden Poland and the Republic of Moldova and aims to give insights into current practice that will support decision-makers in their efforts to strengthen public health capacities and services. Each country chapter captures the historical background of public health services and the context in which they operate; sets out the main organizational structures; assesses the sources of public health financing and how it is allocated; explains the training and employment of the public health workforce; and analyses existing frameworks for quality and performance assessment. The study reveals a wide range of experience and variation across Europe and clearly illustrates two fundamentally different approaches to public health services: integration with curative health services (as in Slovenia or Sweden) or organization and provision through a separate parallel structure (Republic of Moldova). The case studies explore the context that explain this divergence and its implications. This study is the result of close collaboration between the European Observatory on Health Systems and Policies and the WHO Regional Office for Europe Division of Health Systems and Public Health. It accompanies two other Observatory publications Organization and financing of public health services in Europe and The role of public health organizations in addressing public health problems in Europe: the case of obesity alcohol and antimicrobial resistance (both forthcoming).
