Book excerpt: It is widely recognised that much of the energy we use in buildings is largely wasted due to old construction practices, many of which preceded the adoption of energy performance standards. With over 80% of today's buildings expected to be still in use in Europe by 2050, the building sector must be at the centre of decarbonisation efforts in the EU. Energy upgrades through comprehensive renovations can drive much needed energy savings in the sector, boost economic growth, generate new jobs, support local businesses and strengthen industrial competitiveness. Renovations can also play a crucial role in the European recovery of the COVID-19 pandemic due to the labour-intensive nature of the building sector and large domination of local businesses. In light of the close link of regional and local authorities with European citizens, this report assesses the role of municipalities and regions in stimulating energy upgrades in residential, commercial and public buildings today. Based on data collected through a survey conducted with the help over 80 experts across European regions and municipalities, the report assesses the main financial and fiscal instruments and identifies their main characteristics. Good practices are discussed based on the selection of various design, implementation and impact criteria, ranging from funding sustainability to scalability and success at addressing hard-to-reach groups.

Book excerpt: Buildings are responsible for 40 % of final energy consumption and 36 % of all CO2 emissions in the EU, and therefore present an enormous potential for contributing to climate neutrality objectives mainly through improvements to their energy efficiency and use of renewable energies for heating and cooling purposes. Given most of the EU building stock was built before 1970, renovation of these buildings is an opportunity to deliver energy savings and further integrate use of renewable energies in the building sector. Furthermore, the benefits of building renovations go beyond the immediate cost savings: they improve living conditions, tackle indoor air quality, create synergies in addressing wider social issues and stimulate local economies by creating jobs. As such, they present a very promising venue of action, especially in the aftermath of the COVID-19 crisis which pushes Europe to reconcile its transition to climate-neutrality with economic recovery. This study aims to contribute to the on-going discussions by providing an overview of the legal and policy framework in place, existing EU initiatives that can be used by LRAs, barriers to a larger uptake of renovation at local and regional level, examples of good practice at Member State level which have the potential to support the policy work of the LRAs, a selection of case studies from individual projects that successfully tackled the barriers and an assessment of the Renovation Wave Strategy as to what extent it facilitates the efforts at different policy levels. It concludes with recommendations which would help to overcome the barriers.

Book excerpt: With the right set of policy tools, it is generally accepted that governments can play a crucial role in promoting energy efficiency and leveraging more investments in the building sector, especially in the existing stock. Indeed there is a wide range of policies at EU level which require Member States to set a number of regulatory, informative and economic measures with the aim to improve the energy performance of buildings. What is clear is that the existing policy mix needs to be reviewed as experience shows that actual energy efficiency investments in this segment of the building stock neither meet the scale nor the quality aligned with its overall potential. For now, economic instruments appear to dominate the policy framework for existing buildings, while the need for more market action and enhanced private sector involvement is increasingly highlighted as this offers the only sustainable route for scaling up existing efforts. This report deals with the importance of existing economic instruments in leveraging energy efficiency investments in buildings, examines their effectiveness in delivering energy savings as well as relation with other policy types. Based on experiences drawn from current practices, it increases our understanding of the type, scope and mix of economic instruments best suited to tackle demand-side energy use in existing buildings. The report also identifies innovative financing mechanisms and proposes other measures beyond current practices, which can further stimulate the market and offer more scalable solutions.

Various private and public financial and fiscal mechanisms for energy renovations in buildings are currently available in Europe in the form of non-repayable rewards, debt financing, equity financing, etc. This report provides a country-by-country overview of the most important public schemes identified across the EU, and investigates new private financial products in place to stimulate more energy efficiency investments in residential, commercial and public buildings. Good practices are identified based on the criteria of impact, cost effectiveness, ambition level of energy efficiency upgrades, funding sustainability/continuity, scalability and outreach to hard-to-reach groups.
