This book was released on 2006-02-23 with total page 152 pages. Available in PDF, EPUB and Kindle. Book excerpt: Eastern European, Caucasus and Central Asian (EECCA) countries are at an environmental crossroad. The current environmental situation is dire and challenges are mounting, but there are also new opportunities. EECCA countries need to set clear priorities and targets to guide both their own action programmes and multi-stakeholder partnerships. Knowledge transfer and institutional development are required to facilitate policy reform, and to tackle strategic and operational bottlenecks, including much needed investments in environmental infrastructure and modern technologies. This report explains the environmental challenges that these transition economies face, and assesses the financial tools and resources available to tackle them. The publication of this report is part of the OECD programme of work with non-member economies, in the context of the Task Force for the Implementation of the Environmental Action Plan for Central and Eastern Europe, the Caucasus and Central Asia (EAP Task Force). It is directly related to a series of projects on environmental finance in transition economies, which was initiated in 1993 and that has focused on EECCA since 1998.

Book Weather and Climate Services in Europe and Central Asia

Download or read book Weather and Climate Services in Europe and Central Asia written by and published by World Bank Publications. This book was released on 2008-01-01 with total page 114 pages. Available in PDF, EPUB and Kindle. Book excerpt: Weather and Climate Services in Europe and Central Asia is part of the World Bank Working Paper series. These papers are published to communicate the results of the Bank's ongoing research and to stimulate public discussion. Worldwide, the accuracy and value of weather and climate services are rising, bringing great economic benefits. However, many national hydrometeorological services in Europe and Central Asia are in decline. As a result, these potential gains are often missed. Much more could be done to mitigate weather disasters, support the productivity of smallholding and commercial agriculture, conserve energy, and promote safe aviation and transport by road and rail. Although capacity deficiencies are serious, they could be remedied significantly by relatively modest-but sustained-investments. Chapter 1 describes the worldwide growth in weather forecasting skill, presents principal issues and questions in Europe and Central Asia (ECA), and sets out the study's organization. Chapter 2 assesses the needs of the key sectoral clients of the national hydrometeorological services in the region. Chapter 3 addresses ECA's natural weather and climate issues: vulnerability to transboundary weather events, extreme weather, variable weather, and projected climate change. Chapter 4 presents the forecasting workflow, and then presents key regional and national capacity gaps. Chapter 5 discusses ways to estimate the economic benefit of existing and upgraded forecasting capacity. This study is part of an ongoing Regional Working Paper Series sponsored by the Chief Economist's Office in the Europe and Central Asia Region of the World Bank.

Book Engaging Central Asia

Download or read book Engaging Central Asia written by Bhavna Dave and published by CEPS. This book was released on 2008 with total page 196 pages. Available in PDF, EPUB and Kindle. Book excerpt: "In July 2007, the European Union initiated a fundamentally new approach to the countries of Central Asia. The launch of the EU Strategy for Central Asia signals a qualitative shift in the Union's relations with a region of the world that is of growing importance as a supplier of energy, is geographically situated in a politically sensitive area - between China, Russia, Iran, Afghanistan and the south Caucasus - and contains some of the most authoritarian political regimes in the world. In this volume, leading specialists from Europe, the United States and Central Asia explore the key challenges facing the European Union as it seeks to balance its policies between enhancing the Union's energy, business and security interests in the region while strengthening social justice, democratisation efforts and the protection of human rights. With chapters devoted to the Union's bilateral relations with Kazakhstan, Uzbekistan, Turkmenistan and Tajikistan and to the vital issues of security and democratisation, 'Engaging Central Asia' provides the first comprehensive analysis of the EU's strategic initiative in a part of the world that is fast emerging as one of the key regions of the 21st century."--BOOK JACKET.

Book Harnessing Quality for Global Competitiveness in Eastern Europe and Central Asia

Download or read book Harnessing Quality for Global Competitiveness in Eastern Europe and Central Asia written by Jean-Louis Racine and published by World Bank Publications. This book was released on 2011-05-05 with total page 360 pages. Available in PDF, EPUB and Kindle. Book excerpt: Standards are everywhere, yet go mostly unnoticed. They define how products, processes, and people interact, assessing these entities’ features and performance and signaling their level of quality and reliability. They can convey important benefits to trade, productivity, and technological progress and play an important role in the health and safety of individual consumers and the environment. Firms’ ability to produce competitive products depends on the availability of adequate quality-support services. A “national quality infrastructure” denotes the chain of public and private services (standardization, metrology, inspection, testing, certification, and accreditation) needed to ascertain that products and services introduced in the marketplace meet defined requirements, whether demanded by authorities or by consumers. In much of Eastern Europe and Central Asia, national quality infrastructure systems are underdeveloped and not harmonized with those of their trading partners. This imbalance increases trade costs, hinders local firms’ competitiveness, and weakens overall export performance. The objective of Harnessing Quality for Global Competitiveness in Eastern Europe and Central Asia is to highlight the need to reform and modernize the institutions in the region toward better quality and standards. The book ties in with much of the work done in the World Bank on the business environment, trade facilitation, economic diversification, and enterprise innovation. The countries in the region can improve this situation, revising mandatory standards, streamlining technical regulations, and harmonizing their national quality infrastructure with those of regional and international trade partners. Most governments will need to invest strategically in their national quality infrastructure, including pooling services with neighboring countries and stimulating local awareness and demand for quality. Specifically for the countries of the former Soviet Union, the restructuring process will need to improve governance, thus eliminating conflicts of interest and providing technically credible services to the economy.

Book The Central Asian Economies in the Twenty First Century

Download or read book The Central Asian Economies in the Twenty First Century written by Richard Pomfret and published by Princeton University Press. This book was released on 2019-01-15 with total page 329 pages. Available in PDF, EPUB and Kindle. Book excerpt: This book analyzes the Central Asian economies of Kazakhstan, the Kyrgyz Republic, Tajikistan, Turkmenistan, and Uzbekistan, from their buffeting by the commodity boom of the early 2000s to its collapse in 2014. Richard Pomfret examines the countries’ relations with external powers and the possibilities for development offered by infrastructure projects as well as rail links between China and Europe. The transition of these nations from centrally planned to market-based economic systems was essentially complete by the early 2000s, when the region experienced a massive increase in world prices for energy and mineral exports. This raised incomes in the main oil and gas exporters, Kazakhstan and Turkmenistan; brought more benefits to the most populous country, Uzbekistan; and left the poorest countries, the Kyrgyz Republic and Tajikistan, dependent on remittances from migrant workers in oil-rich Russia and Kazakhstan. Pomfret considers the enhanced role of the Central Asian nations in the global economy and their varied ties to China, the European Union, Russia, and the United States. With improved infrastructure and connectivity between China and Europe (reflected in regular rail freight services since 2011 and China’s announcement of its Belt and Road Initiative in 2013), relaxation of United Nations sanctions against Iran in 2016, and the change in Uzbekistan’s presidency in late 2016, a window of opportunity appears to have opened for Central Asian countries to achieve more sustainable economic futures.

Book Rural Environment and Social Development Strategies for the Europe and Central Asia Region

Download or read book Rural Environment and Social Development Strategies for the Europe and Central Asia Region written by and published by World Bank Publications. This book was released on 2000-01-01 with total page 60 pages. Available in PDF, EPUB and Kindle. Book excerpt: This report proposes a World Bank strategy for assisting the rural, environmental, and social development of Eastern Europe and Central Asia. It has been produced for a general audience partly for consultation purposes, and is therefore a work in progress. Each of the three areas of development is examined in separate chapters, and each summarises the World Bank assistance strategy in that area. The conclusion is that the challenge posed by the objectives of this report are far beyond the World Bank's abilities to achieve on its own.

Book Energy Wealth and Governance in the Caucasus and Central Asia

Download or read book Energy Wealth and Governance in the Caucasus and Central Asia written by Richard Auty and published by Routledge. This book was released on 2006-08-21 with total page 327 pages. Available in PDF, EPUB and Kindle. Book excerpt: Drawing upon recent progress in development economics and political science, the book provides fresh analysis of the Caucasus and Central Asia (CCA) countries transition to a market economy by tracing the impact of natural resource endowment. The book examines the synergies between energy-rich and energy-poor states and highlights the practical consequences of both well-managed and poorly-managed deployment of energy. Featuring contributions from prominent specialists on resource-driven economies, the book argues that unless CCA elites change the way in which they deploy natural resource, revenues regional development will fall short of its potential with possible disastrous consequences. The contributors apply the experience of the developing market economies to demonstrate that the region still holds considerable potential to become an important, stable supplier of raw materials and a source of industrial demand to the global economy. However, the CCA is equally likely to become a threat to the global economy as a consequence of the misuse of energy revenues to promote the interests of predatory political elites.
