Book excerpt: The Department for Communities and Local Government should work with other government departments to improve the evaluation of the impact of decisions on local authority finances and services. Local authorities have, so far, managed with reduced funding, but more are facing the challenge of avoiding financial difficulties while meeting their obligations. Central government planned at the 2010 spending review to reduce funding of local authorities by £7.6 billion (26 per cent) in real terms between April 2011 and March 2015. The effects on local authorities vary. In 2012-13, the overall reduction in spending power ranges from 1.1 per cent to 8.8 per cent. At the same time, demand for high-cost services, such as adult and children's social care, is increasing. The scope is diminishing for absorbing cost pressures through reducing other, lower cost, services given that spending on these services has already been reduced. Departments have assessed the impact of changes to local authority funding, but their approach needs to be more comprehensive in the future. The accountability framework for addressing widespread financial failure in local government is untested. Where there have been one-off failures requiring central government intervention, the failure regime has managed to resolve them. It is not known how the system would respond in the case of multiple financial failures in more challenging times for local authorities.

Book excerpt: The Department for Communities and Local Government does not have a good enough understanding of the impact of funding cuts, either on local authorities' finances or on services. It is unclear whether the Department is exercising a cross government leadership role with respect to local government. It relies on data on spending and has little information on service levels, service quality, and financial sustainability. HM Treasury should better support the Department by ensuring compliance with its requests for information at future spending reviews. While the Department has identified that local authorities will need to change the way they deliver services to remain financially sustainable, it is unclear if it is providing sufficient leadership to ensure they can implement service transformation programmes successfully. Furthermore, if funding reductions were to continue following the next spending review, we question whether the Department would be in a position to provide assurance that all local authorities could maintain the full range of their statutory services. Overall, as pressure from cuts grows, so do the risks to local authorities' finances and their provision of services. The depth and quality of the Department's insight into these issues needs to keep pace with these changes, something it has struggled to achieve so far.

Book excerpt: Central government grant funding to local authorities is being cut by over a quarter in real terms (£7.6 billion) between 2011 and 2015. The Department for Communities and Local Government is also introducing fundamental changes to the local government finance system with reforms to business rates and council tax benefits, so the pressures on the sector are set to increase. The Department does not properly understand the overall impact on local services that will result from the funding reductions, nor has it modelled how funding changes may adversely affect other areas of the public sector. It must improve its ability to foresee what effects the full package of funding reductions and reforms will have on local authority areas, particularly for those authorities which face higher deprivation levels. Local authorities' statutory duties have stayed broadly the same, and in some areas, such as adult social care, the demand for services is increasing. There is a risk that the worst-affected councils will be unable to meet their statutory obligations, threatening their viability. The Department must clarify its plans to respond if councils become unviable. More information is needed to understand councils' spending and performance. The Department did not make clear how it will monitor councils' ability to cope with funding changes, or the extent to which they are able to do this by increasing efficiency rather than reducing services. Neither has it demonstrated that the information published is sufficient to provide assurance on the value for money with which councils spend their resources.

In attempting to maintain service levels, most local authorities have invested too little in local infrastructure maintenance and renewal. The main symptom of this malaise has been a burgeoning infrastructure backlog, which now far exceeds the fiscal capacity of a majority of councils. Various remedial policy measures have been espoused to relieve this financial distress, most notably structural reform programs based on forced mergers. However, compulsory consolidation has failed to achieve its intended aims, and financial unsustainability has become more acute. Obviously other avenues must now be pursued if Australian local government is to remain viable.Funding the Future represents a pioneering attempt to comprehensively explore and assess financial sustainability in Australian local government. It focuses on Australian fiscal federalism and the place of local government in this structure, it provides a critical assessment of methodologies and findings of the various national and state public inquiries into financial sustainability in local government, it offers an exploration of 'holistic sustainability' as distinct from the narrower 'financial sustainability' in local government, and it presents a detailed assessment of different approaches to local infrastructure funding, including an Australian municipal bond market, a Commonwealth local infrastructure fund, municipal banking and an Australian municipal bond bank. Book excerpt: Local Governments’ Financial Vulnerability presents a conceptual framework developed to examine how vulnerable local finances were before and in the immediate aftermath of the COVID-19 pandemic crisis by mapping and systematising its dimensions and sources. The model is then applied to eight countries with different administrative models and traditions: Australia, Austria, Bosnia and Herzegovina, Germany, Italy, Portugal, Spain, and the United States. Comparative results reveal not only that COVID-19 impacts and policy tools had a lot of similarities across countries, but also that financial vulnerability has an inherently contingent nature in time and space and can lead to paradoxical outcomes. The book shows that the impact of the crisis on local governments’ finances has been postponed and that financial vulnerability is expected to increase dramatically for a few years following the pandemic, especially in larger and richer municipalities which are traditionally more autonomous and less financially vulnerable. The authors provide timely insights and analytical tools that can be useful for both academic and public policy purposes, to further appreciate local governments’ financial vulnerability, especially during crises. This book is a valuable resource for practitioners and academics, as well as students of public policy, public management, financial management, and public accounting. Local governments can use the framework to better appreciate and manage their financial vulnerability, while oversight authorities can use it to help local governments become less financially vulnerable or, at least, more aware of their financial vulnerability. Financial institutions, advisors, and rating agencies may use this publication to refine or revise their models of credit risk assessment.
