Book excerpt: The LDC Waiver is a legal tool that enables WTO Members to sidestep their obligation to treat all services imports equally under the Most-Favoured Nation (MFN) clause through the granting preferential treatment to services and service exporters from a Least Developed Country (LDC). It is similar to the “Enabling Clause” for goods within the Generalized System of Preferences (GSP), except that the Waiver only benefits LDCs, not all developing countries. It operates thus as an “LDC-only Enabling Clause for services”. The Waiver only enables preferences, it does not require WTO Members to grant them, nor provide them with specific ideas or tools to facilitate LDCs’ exports into their markets. This paper presents the findings of the pilot study on Cambodia. Focusing on a selection of services sectors of particular export interest to Cambodia, this case-study assesses, where appropriate on an anecdotal basis, whether and to what extent the preferences granted by WTO Members respond to the market access, regulatory and other barriers experienced by Cambodia’s services exporters in their export market(s). By converging all available sources of information, the analysis aims to identify the relevance of the notified preferences for Cambodia’s services exports, possible gaps and opportunities for further development of improved market access mechanisms, as well as its utilization by LDCS’ services exporters.

Book excerpt: During the 1990s, Emerging Europe and Central Asia (ECA) opted for a model of rapid financial development focused on bank credit expansion often funded by foreign capital. This model helped boost the financial inclusion of firms and households, but was also accompanied by lower financial efficiency and increased vulnerability to banking crises. The need for financial sector reforms has become more urgent as stagnating income growth, particularly of middle- to lower-income earners, is leading to increased dissatisfaction with the status quo of low productivity growth and limited access to opportunities. This demand for change can be the impetus for rebalancing financial policies to support higher and more inclusive growth. A healthy and balanced financial sector is needed to support structural adjustment in the oil dependent economies of the eastern side ECA and greater innovation in the countries of the western part of ECA. This report argues that financial development must reach beyond increasing access to credit. ECA countries should strive to build balanced financial systems integrating both bank and non-bank markets, enabling prudent financial inclusion. Most importantly, ECA falls significantly behind other world regions in the use of saving products. Striking the right balance across all dimensions of financial development (stability, efficiency, inclusion, and overall depth) is crucial for achieving and sustaining inclusive growth.

It uses the micro-level data collected through nationwide surveys conducted jointly by the National Bank of Cambodia and JICA Ogata Sadako Research Institute in 2014 and 2017. By applying econometric analysis to collected data, the book analyses in detail the structures and mechanisms of dollarization in households, companies, and financial institutions. It also provides detailed information on the historical development of Cambodian dollarization, international comparisons with various cases of dollarization in countries around the world, and the impact of NBC's digital payment platforms (particularly Bakong) on the use of local and foeign currencies. The Cambodian case shows that financial development of low- and middle-income countries is promoted mutually by dollarization and that policies to separate the two are necessary to curb dollarization. This book will be of interest to students, researchers and policy-makers concerned with dollarization and economics in Southeast Asia.

Book excerpt: This 2015 Article IV Consultation highlights that economic activity in Cambodia remained strong with a growth rate at 7 percent in 2014, notwithstanding appreciation of the real effective exchange rate following U.S. dollar strengthening and growing competition from other low-cost garment producers. Inflation fell in 2014 and through 2015, owing to strong external disinflationary pressures from lower food and oil prices. The short-term outlook remains broadly favorable. Growth is projected to remain robust at 7 percent in 2015, while inflation is projected to rise gradually to about 2 percent by end-2015. The fiscal deficit is projected to rise modestly to 2 percent in 2015 as a result of strong measures to improve revenue administration.
