This book was released on 1988 with total page 250 pages. Available in PDF, EPUB and Kindle. Book excerpt: With The Growing Pace Of Urbani¬Zation And The Continuing Accent On Democratic Decentralisation, The Local Authorities Have Assumed Their Impor¬Tance And They Can Be Assigned A Useful And Effective Role In Implemen¬Ting Local Development Programmes. But Finance Is The Key Determining Factor And This Is What The Author Has Sought To Study About. The Author Has Examined Some Very Controversial Issues Relating To Devolution Of Resour¬Ces In Depth. The General Apathy Of The Higher Level Of Governments In Giving Grants And Loans To The Lower Level Of Governments Has Also Been Verified. The Author Contends That The Rate Of Growth Of Economic Develop¬Ment Can Be Accelerated If Local Governments Are Associated With The Planning Process And Has Suggested The Ways In Which Federal Fiscal Devo¬Lution Can Help To Achieve The Broader Economic And Social Objectives. Credit Goes To The Author In Examining Urban Local Finance Rather Neglected In The Study Of Government Finances Which Now Seeks To Concentrate On The Finances Of Union And State Govern¬Ments Only.

Book Financing State and Local Governments

Download or read book Financing State and Local Governments written by J. Richard Aronson and published by Brookings Institution Press. This book was released on 2010-12-01 with total page 286 pages. Available in PDF, EPUB and Kindle. Book excerpt: State and local governments are at a financial crossroads. As the federal government attempts to reduce its deficits, state governments will have to provide a greater share of support for mandatory social programs. Local governments face demands for new initiatives in education and for civic improvements. Both have obligations to employee pension plans that are large and still relatively untested. Running counter to these claims on state and local budgets is a voter effort to limit the amounts that governments may tax or spend. This fourth edition of James A. Maxwell's classic and widely acclaimed book will help both layman and lawmaker understand the choices open to their governments. It provides a lucid, nontechnical analysis of state and local finance. It gives concise descriptions of the taxes, grants, debt issues, and user charges that finance state and local government and discusses their relative virtues and drawbacks. It traces the history of state and local finance and presents statistical data on expenditures, federal aid, revenue from taxes and user charges, debt, and pension funds. The new edition, in recognition of changes since the mid-1970s, also includes a separate chapter on financing education and broadened analyses of federal grant programs, employee retirement systems, and nonguaranteed municipal debt.

Book Finance and Governance of Capital Cities in Federal Systems

Download or read book Finance and Governance of Capital Cities in Federal Systems written by Naomi Enid Slack and published by McGill Queens Univ. This book was released on 2009 with total page 342 pages. Available in PDF, EPUB and Kindle. Book excerpt: Capital cities are unique because they are the seat of the national government as well as the host for national institutions - legislative buildings, museums, arts centres - for which the federal government is responsible. They take on political, administrative, and cultural/symbolic roles that are different from those of other cities. At the same time, they are cities in which people live, use local services, and engage in local political activity. Although many of the political, cultural, and symbolic functions of capital cities in federal countries are similar, there is considerable variation in many of the other characteristics of these cities. In terms of finance and governance, national capitals differ with respect To The local governing structure; their roles, responsibilities, and revenues; and their fiscal relationship with the federal government. These distinguishing features reflect differences in national cultures, historical development, constitutions, political structures, and ideologies. Using capital cities in Australia, Belgium, Canada, Ethiopia, Germany, India, Mexico, Nigeria, South Africa, Switzerland, And The United States as case studies, contributors examine federal policies towards capital cities, with a particular emphasis on how capital cities are funded and governed, And The extent to which the federal government compensates them for their unique role. Contributors include Mario Delgado Carrillo (Secretary of Finance, Mexico City), Rupak Chattopadhyay (Forum of Federations), Isawa Elaigwu (Institute of Governance and Social Research, Nigeria), Assefa Fiseha (Ethiopian Civil Service College, Ethiopia), Natwar M. Gandhi (Chief Financial Officer, Washington D.C.), Daniel Kuebler (University of Zürich, Switzerland), Om Prakash Mathur (National Institute of Public Finance and Policy, India), Graham Sansom (University of Technology Sydney, Australia), Enid Slack (University of Toronto), Nicolaas Steytler (University of the Western Cape), Almos Tassonyi (Government of Ontario), Caroline Van Wynsberghe (Université Catholique de Louvain), and Horst Zimmermann (Philipps Universität)
