However, it does not seem to have an efficient exhaust system to allow combustion and pressure to escape in a controlled way, when required. The energy generated by the machine moves the economy forward but, too much or too little regulation can put the machine in disarray. If the financial components of the economy are significantly misaligned with the others it can cause a major economic disruption. I argue, that was the case of the U.S. economy during 2007-08 “Great Recession,” resulting in significant gear changes between the White House and Congress to develop a catalytic converter to reduce systemic risks and regulate the financial industry that had harmed consumers and the economy. The Obama administration, in a manner like a wellmaintained catalytic converter that improves vehicle efficiency, sought to establish a strongly regulated financial system that would protect consumers, improve markets, and provide better efficiency to the U.S. economy. The resulting bill was a direct response to regulate banks, savings and loans, and insurance companies, and it created the Bureau of Consumer Financial Protection (BCFP) to safeguard consumers from predatory lending and the inherent risks in the securities markets. I think the true measure of a healthy economy is when goods and services, employment and salaries, interest rates and inflation, and consumer confidence in the markets are closely aligned. This paper will look at the financial and economic conditions in the 2008 crisis and examine some of the key legislative struggles between the White House and Congress that led to the passage of H.R. 4173 Dodd-Frank Wall Street Reform and Consumer Protection Act (Dodd-Frank Act) of 2010 (P.L.111-203). The paper will also examine how President Obama’s executive authority prompted congressional actions to institute regulatory changes in the financial service industry and assess whether that same strategy could be employed successfully, today."--Introduction.

A version of the legislation was introduced in the House in July 2009. On December 2, 2009, revised versions were introduced in the House of Representatives by Barney Frank, and in the Senate Banking Committee by Chairman Chris Dodd.
