Book excerpt: The aim of this paper is to assess the impact of selected financial regulations on the share of private financing in higher education institutions (HEIs). The regulations increasing the stability of financing should be preferred by countries reducing the stable part of budgetary funds because their use can mitigate lower amount of available public funds and increase the private-source-financing at the expense of public-source financing. When universities have the right to utilize their property and freely dispose their assets, we can expect lower diversification and more public-origin financing. The predictions are based on the model tightly related to the portfolio theory of Markowitz, where risk-averse management of HEIs minimize the variance of the amount of available funds. These hypotheses are verified econometrically on data from 17 EU countries - members of OECD. The analysis covers the generalized linear model which explains the impact of selected financial regulations on the private financing of tertiary level education. The components of financial regulations are distinguished upon the investigation of primary legislation acts. Precisely, on the basis of the legal comparative study, we identify four financial regulations whose prevalence can spur the diversification of universities' financing and indirectly improve their financial stability. The estimation results suggest that three components are significant and explain the share of private funding in higher education sector. It should be stressed that two of them positively affect the share of non-public financing, and one is positive but slightly insignificant.

Book excerpt: The paper analyzes the implications of the financial regulations implementing a state order (standards of budget financing based on one student) in the higher education system and the use of them to regulate fees in the universities. It is demonstrated that the establishment of standards in the field of budgetary financing (field of study) does not allow to pay attention to differences in historical property complexes, schools, differences in socio-economic position of the Russian Federation where universities are located affecting the wages of faculty in relation to the average for the economy of the region, raises the question of the adequacy of the state accreditation of higher education institutions. Purely economic approach in the allocation of budget funds obscures difficult political decisions on restructuring the higher education network: the elimination of schools that do not meet the requirements for licensing and accreditation of universities, uniting weak with strong ones, opening of new schools on the basis of material liquidation, the implementation of programs to support the weak, but necessary institutions, replacing weak management in universities, etc. Accordingly, the regulation of fees would have a negative economic and social consequences.

Tuition fee policies and the accompanying provisions for student support illustrate the contemporary tensions between marketisation and social justice. Among the major transformations higher education systems have undergone in the last two decades, the emergence of marketisation, and in particular the introduction of tuition fees, have received a lot of attention. In Europe, these trends seemingly break with a long-dominant representation of higher education as a public good, which has been at the centre of the process of massification of higher education access in most European countries since the 1960s. Against this background, the volume examines recent changes in tuition fee policies in a number of western European countries, Canada, the United States and China, and investigates the impacts of these changes on access to higher education. There are two main contributions the volume makes: first, it provides an overview of recent reforms in a comparative perspective, including a diverse range of national contexts; second, it elaborates a systematic analysis of tuition fee policies’ rationales, instruments and outcomes in terms of access to higher education. The volume argues that tuition fee policies provide fruitful grounds to explore the variety of neoliberal trends in higher education, that is, how marketisation and concerns regarding social justice are intertwined in contemporary higher education systems.

It discusses the sources of funding for HEIs, focusing on philanthropic instruments through endowment and waqf funds. Since both forms of income are obtained via contributions from third parties, such as alumni, individuals, business corporations etc., it is essential that they are managed in such a way to ensure their sustainability and that their benefits can be accessed without interruption. It explains the theory of successful endowment and waqf at HEIs, namely appropriate investment planning, superior investment committees, highly skilled investment managers, alumni networks, diversity of income sources and effective fundraising. These elements have been studied empirically in this book through case studies of several selected Malaysian public universities. The book considers policy implications and offers recommendations of strategies that Universities can adopt, such as the appointment of fund managers. No specific guidelines currently exist for appointing fund managers to enable universities to invest in assets such as bonds, equities, and property. Therefore, the book encourages universities to grow the endowment and waqf funds through proper investment strategies executed by professional fund managers. Book excerpt: This discussion paper examines mechanisms through which governments allocate resources to higher education, particularly in developing countries, in order to establish effective means to transfer these subsidies to institutions. The discussion of funding mechanisms develops within the context of three major types of government restrictions which have had an impact on institutional behavior: (1) controlling student enrollments; (2) imposing high financial dependency on universities through prohibiting revenue diversification; and (3) imposing restrictions on the extent to which institutions are able to allocate their funding as they see fit. These restrictions have resulted in institutional deterioration. The challenge is to find a way to grant universities more autonomy over decision making while ensuring accountability to the providers of the funding. One solution is seen in the use of buffer funding bodies that lie between the government and the institutions. Another solution is to change the criteria for allocation of resources. The paper goes on to review the experience with different categories of funding criteria. The paper also looks at Chile's approach which has been to transfer funds via students through loans or grants rather than directly to institutions. Included are numerous tables and 38 references.
