Book Congress Should Increase Financial Protection to the Public from Accidents at DOE Nuclear Operations

Download or read book Congress Should Increase Financial Protection to the Public from Accidents at DOE Nuclear Operations written by GENERAL ACCOUNTING OFFICE WASHINGTON DC ENERGY AND MINERALS DIV. and published by . This book was released on 1981 with total page 27 pages. Available in PDF, EPUB and Kindle. Book excerpt: Since the Federal Government is still committed to fostering private industry involvement in nuclear energy, and since alternative methods for insuring the public against the potential hazards of a catastrophic nuclear accident do not provide as much financial protection as does the Price-Anderson Act, we believe that the financial protection provided DOE-contractor operations is still needed. Differences in the treatment of DOE-contractor operations under the Price-Anderson Act, however, serve to provide less financial protection to the public against losses from nuclear accidents from DOE-contractor operations than from licensed commercial activities. Because DOE contractors are covered by only one layer of financial protection, current coverage is $60 million lower than for commercial licensees. Thus, the public may not be equally compensated if damages exceed $500 million. Further, as more commercial reactors are licensed to operate and the limit on liability rises on the commercial side, this gap in coverage will widen. In our opinion, public financial protection should be consistently applied, regardless of who is performing the nuclear activity.

Book Handbook on Nuclear Law

Download or read book Handbook on Nuclear Law written by Carlton Stoiber and published by . This book was released on 2010 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: This handbook is a practical aid to legislative drafting that brings together, for the first time, model texts of provisions covering all aspects of nuclear law in a consolidated form. Organized along the same lines as the Handbook on Nuclear Law, published by the IAEA in 2003, and containing updated material on new legal developments, this publication represents an important companion resource for the development of new or revised nuclear legislation, as well as for instruction in the fundamentals of nuclear law. It will be particularly useful for those Member States embarking on new or expanding existing nuclear programmes.

Book Advanced Security and Safeguarding in the Nuclear Power Industry

Book excerpt: Advanced Security and Safeguarding in the Nuclear Power Industry: State of the art and future challenges presents an overview of a wide ranging scientific, engineering, policy, regulatory, and legal issues facing the nuclear power industry. Editor Victor Nian and his team of contributors deliver a much needed review of the latest developments in safety, security and safeguards ("Three S's”) as well as other related and important subject matters within and beyond the nuclear power industry. This book is particularly insightful to countries with an interest in developing a nuclear power industry as well as countries where education to improve society's opinion on nuclear energy is crucial to its future success. Advanced Security and Safeguarding in the Nuclear Power Industry covers the foundations of nuclear power production as well as the benefits and impacts of radiation to human society, international conventions, treaties, and standards on the "Three S's”, emergency preparedness and response, and civil liability in the event of a nuclear accident. The socio-technical and economic risks of civilian and military applications of atomic energy Putting into perspective the hazards of radioactive sources and health impacts of exposure to radiation Prevention and protection against severe nuclear accidents with a much needed update on lessons learnt from "Fukushima” International conventions, treaties, legal frameworks, standards and best practices on "Three S's”, emergency preparedness and response, and civil liability Evolving technological and institutional challenges facing the nuclear power industry in the future

Book Lessons Learned from the Fukushima Nuclear Accident for Improving Safety of U S Nuclear Plants

Download or read book Lessons Learned from the Fukushima Nuclear Accident for Improving Safety of U S Nuclear Plants written by National Research Council (U.S.). Committee on Lessons Learned from the Fukushima Nuclear Accident for Improving Safety and Security of U.S. Nuclear Plants and published by National Academy Press. This book was released on 2014-10-29 with total page 394 pages. Available in PDF, EPUB and Kindle. Book excerpt: The March 11, 2011, Great East Japan Earthquake and tsunami sparked a humanitarian disaster in northeastern Japan. They were responsible for more than 15,900 deaths and 2,600 missing persons as well as physical infrastructure damages exceeding $200 billion. The earthquake and tsunami also initiated a severe nuclear accident at the Fukushima Daiichi Nuclear Power Station. Three of the six reactors at the plant sustained severe core damage and released hydrogen and radioactive materials. Explosion of the released hydrogen damaged three reactor buildings and impeded onsite emergency response efforts. The accident prompted widespread evacuations of local populations, large economic losses, and the eventual shutdown of all nuclear power plants in Japan. "Lessons Learned from the Fukushima Nuclear Accident for Improving Safety and Security of U.S. Nuclear Plants" is a study of the Fukushima Daiichi accident. This report examines the causes of the crisis, the performance of safety systems at the plant, and the responses of its operators following the earthquake and tsunami. The report then considers the lessons that can be learned and their implications for U.S. safety and storage of spent nuclear fuel and high-level waste, commercial nuclear reactor safety and security regulations, and design improvements. "Lessons Learned" makes recommendations to improve plant systems, resources, and operator training to enable effective ad hoc responses to severe accidents. This report's recommendations to incorporate modern risk concepts into safety regulations and improve the nuclear safety culture will help the industry prepare for events that could challenge the design of plant structures and lead to a loss of critical safety functions. In providing a broad-scope, high-level examination of the accident, "Lessons Learned" is meant to complement earlier evaluations by industry and regulators. This in-depth review will be an essential resource for the nuclear power industry, policy makers, and anyone interested in the state of U.S. preparedness and response in the face of crisis situations.
