This arises in the content of the responsibility of the respective goals to look after the welfare of the people. In order to finance these expenditures, governments have to mobilize funds by way of taxes in addition to receiving financial assistance from the central and state governments and other institutions. Mobilization of necessary financial resources and the proper spending of the amounts are the major responsibilities of the governments concerned. The administrative efficiency of a government depends upon the manner in which public finance is successfully managed to the best advantage of the society. This is a difficult task requiring dedication and honesty on the part of the governments at all levels.

The review concluded that the lack of compliance and poor implementation of the regulations is the single most important problem that affects public sector financial accountability of Nepal. With respect to public funds, the report reviews the government's budgeting, financial planning, cash flow management, accounting and financial reporting, at the central and local government level. It assesses what it would take to qualify the country for programmatic lending or budgetary support in replacement of individual project lending. With respect to the private sector, the report examines accounting and auditing standards and practices, the development of the Institute of the Chartered Accountants of Nepal, the demand for, and the supply and training of accountants and auditors. The report also assesses the framework for corporate governance and reviews the activities of the Registrar of Companies, the Securities Exchange Board, and the Stock Exchange. With respect to non-governmental sector, it examines the financial accountability aspect of non-governmental organizations.

Book excerpt: The book aims to quantify and analyze how two water scarce but ideologically different Middle Eastern political economies, Saudi Arabia and Syria, addressed water sector investment between 1980 and 2000. The study examines how narrow-coalitions of decision-makers obsessed by impossible-to-achieve food self-sufficiency goals, lacking environmental consideration and safe political processes contributed to massively waste scarce resources and unsustainable water policies. The book shows that of Saudi Arabia's US$1,034 billion in oil revenues (1974-2001), 48% was spent on security, plus 10% on the ruling family. Nominal Per capita income dropped by 42% (1981-2000). Syria's per capita income dropped (1985-2000) by 17%, to US$1,200. Armaments' consumed (1970-1990) 13% of GDP. Agricultural investment was wasteful. Saudis produced wheat at five times the international price, depleted 300 billion m3 of mainly non-renewable groundwater and degraded aquifers' quality. 53% of Saudis have no municipal water connections. Syria's Government return on agricultural investment in 2000 was estimated at US$150 million loss. Aquifers' quality was degraded, leaving most urban households enduring acute water shortages.
