Although financial inclusion for rural women has been linked with poverty eradication and economic empowerment, the delivery of financial products and services to rural women has been at a disadvantageous position. Some of the barriers women experience in accessing financial resources are embedded in the patriarchal bias of the society.Gender related barriers are those barriers that are specific to women which arise due to discrimination and societal norms. Gender related barriers that inhibit women's ability to access to financial services and block women empowerment should be considered carefully while preparing these programs. A feminist analysis was done to understand the causes of gender related barriers and measures adopted worldwide to devise innovative strategies.Gender-transformative approaches to financial inclusion go beyond focussing on access to financial services to challenging the existing gender inequalities that impede women's financial inclusion and economic empowerment.

It then offers a summary of best practices for addressing the main barriers to rural women’s access to and use of financial services, and offers various case studies to illustrate these best practices in action. The annex contains additional guidance and tools for conducting gender-focused diagnostic assessments and analysis.

Book excerpt: In recent years, along with the growing recognition of the rural gender gap in financial access as a key constraint to rural development, research has focused increasingly more towards analysing in depth the financial habits and patterns followed by women in rural areas, in order to produce observations and insights that could foster a more gender-sensitive policy approach towards financial inclusion. In line with this trend, this paper sets to explore the financial habits and constraints of rural women in two Sub-Saharan African countries (Mozambique, Tanzania), both at country and village level, with the objective of answering how, and why, they differ from those of their male counterparts. Building on the results achieved through this analysis, as well as on the general literature available on the topic, this paper aims to develop a range of general recommendations that can assist both local policymakers and other public stakeholders, as well as formal financial service providers, in shaping their approach towards a more gender-sensitive provision of rural financial services.

I hypothesize that gender empowerment can expand female financial inclusion through affecting women’s status in society, increasing the percentage of women owning a bank account and account usage, and thus catalyze women empowerment and reduce gender barriers for female financial inclusion. Specifically, using panel data from the Global Findex Database (Global Findex 2017), the World Bank’s Women, Business and Law Database and Quality of Government Database, I conclude that for countries where women are better educated, and socially and politically empowered, a larger percentage of women have a bank account, use digital transfer and own a credit card. From a policy perspective, the paper underscores the importance of developing financial inclusion infrastructure, enhancing women’s financial literacy, and promoting world-wide gender equality.

Book excerpt: In 2011 the World Bank—with funding from the Bill and Melinda Gates Foundation—launched the Global Findex database, the world's most comprehensive data set on how adults save, borrow, make payments, and manage risk. Drawing on survey data collected in collaboration with Gallup, Inc., the Global Findex database covers more than 140 economies around the world. The initial survey round was followed by a second one in 2014 and by a third in 2017. Compiled using nationally representative surveys of more than 150,000 adults age 15 and above in over 140 economies, The Global Findex Database 2017: Measuring Financial Inclusion and the Fintech Revolution includes updated indicators on access to and use of formal and informal financial services. It has additional data on the use of financial technology (or fintech), including the use of mobile phones and the Internet to conduct financial transactions. The data reveal opportunities to expand access to financial services among people who do not have an account—the unbanked—as well as to promote greater use of digital financial services among those who do have an account. The Global Findex database has become a mainstay of global efforts to promote financial inclusion. In addition to being widely cited by scholars and development practitioners, Global Findex data are used to track progress toward the World Bank goal of Universal Financial Access by 2020 and the United Nations Sustainable Development Goals. The database, the full text of the report, and the underlying country-level data for all figures—along with the questionnaire, the survey methodology, and other relevant materials—are available at www.worldbank.org/globalfindex.

The data, drawn from the Global Financial Inclusion (Global Findex) database, highlight the existence of significant gender gaps in ownership of accounts and usage of savings and credit products. Even after controlling for a host of individual characteristics including income, education, employment status, rural residency and age, gender remains significantly related to usage of financial services. This study also finds that legal discrimination against women and gender norms may explain some of the cross-country variation in access to finance for women. The analysis finds that in countries where women face legal restrictions in their ability to work, head a household, choose where to live, and receive inheritance, women are less likely to own an account, relative to men, as well as to save and borrow. The results also confirm that manifestations of gender norms, such as the level of violence against women and the incidence of early marriage for women, contribute to explaining the variation in the use of financial services between men and women, after controlling for other individual and country characteristics.

Book excerpt: For the last decade, economic growth in Latin America and the Caribbean (LAC) has sharply accelerated, pushing poverty and inequality to historic lows in the most unequal region in the world. In 2012, as the world\2019s ongoing economic problems make optimistic predictions less certain and threaten to undermine gains against poverty and inequality, it is critical to understand the structural forces that have promoted recent positive social outcomes. This report explores how women in the region have played a critical role in achieving the poverty declines of the last decade, with their labor market participation rates growing 15 percent from 2000 to 2010. It further considers how future progress will require increased female economic power and more effective policies to promote it. If female labor income had remained the same during this period, holding all else constant, extreme poverty in Latin America and the Caribbean would have been 30 percent higher in 2010. In other words, 17.7 percent of the population in the region would have been below the extreme poverty rate, compared to the actual 14.6 percent. The report suggests focusing public policy on three priorities: expanding female labor market opportunities; improving female agency which - while important in its own right - has important potential benefits for equality of economic opportunities and assets, and supporting the growing number of poor single female-headed households. Along with these suggested policy priorities, strong monitoring and evaluation systems should be included to every extent possible.

Book excerpt: We investigate the link between gender inequality in financial inclusion and income inequality, with three contributions to the recent literature. First, using a micro-dataset covering 146,000 individuals in over 140 countries, we construct novel, synthetic indices of the intensity of financial inclusion at the individual and country level. Second, we derive the distribution of individual financial access “scores” across countries to document a “Kuznets”-curve in financial inclusion. Third, cross-country regressions confirm that our measure of inequality in financial access is significantly related to income inequality, above and beyond other factors previously highlighted in the literature.
