For some of the short comings this may be held responsible. It is based almost exclusively upon official sources; these had remained prae tically unused in other publications relating to the state, and upon the latter therefore little reliance has been placed. In the present monograph two chapters, dealing respec tively with Internal Improvements and Local Finance, were omitted because of limitations of space; but it is hoped they may be published at some future time. A History of the State Debt of Ohio has already appeared in the Journal of Political Economy, April, May, June, 1911. The charge can be as truthfully made of this volume as of the other. Though such a method may show that he does not seem to be sufficiently equipped as an economist, he has attempted to do nothing more than to assemble the facts of our financial history in an orderly manner, uncolored by economic theories. N o attempt has been made to play the part of the dogmatist or the schoolmaster, or to make the crooked paths straight. If the author possesses economic opinions, he has had no desire to give them an airing in this volume, contenting himself with giving the facts lying within the proper field of inquiry, whatever they may be. Whether the facts are consistent is no concern of his; whether they sustain or undermine any economic or other principle that he may hold, is also, he believes, of small consequence to the public. The important thing is to state the facts fairly, and, as far as possible, their surroundings; and if, in attempting to do this, he has erred, correction shall be made as speedlly as possible. It may also be stated that the additions of figures in the tables include the cents which have been omitted. This statement is made here to avoid repetitions wherever the tables occur. It is no small pleasure to make a grateful acknowledgment to several gentlemen for many of the books used in preparing this volume, especially to Mr. Robbins Little, Superintendent of the Astor Library, Messrs. A ruling class needs a citizenship which knows the laws of health. It needs skilled workman, and it should above all, surround its workers with decent local conditions. All of these things the German ruling class has provided. But knowledge of large national affairs, skill in the use of political methods for the attainment of economic ends are not given to the working class, for once it has secured these weapons, the days of a ruling class are numbered. To teach community civics in the junior high school is to teach the working people of the country a political philosophy which takes from them the political skill necessary to the control of their own government and gives them in return the ability merely to keep their immediate community in good order. The German ruling class care fully planned and executed such a system with the result that a well-fed but politically incompetent ruling class stood for a long time with its back to the Rhine defending a political system which menaced the whole future of democracy. It may be truthfully said that the German government knew the value of community civics long be fore our own community educators began their work. Before the panic the body of the Government debt bore interest at 6 per cent. In gold; corporations in fair credit paid 8 to 10 per cent. And individuals - especially in the West - mortgaged their farms at from 10 to 12 per cent. The current rate of interest may be said to have been 10 per cent. The utmost recklessness in contracting debts was then universal, not only by individuals, but by cities, counties, towns, and all kinds of private corporations. It was an era of wild and reckless waste and improvidence. In those speculative times the tonnage of American vessels in foreign trade dwindled from in 1860, to tons in 1873. Wherever we were brought in competition with countries doing business upon a specie basis, we were driven from competition, either on the ocean or in workshops. Book excerpt: Excerpt from Address to the Ladies of Ohio We cannot away with the ferocious spirit of presumtuous superiority, in which sentiments so degrading to the dignity, and so libellous upon the influence of woman, originate. We must ever rebuke that selfish exclusiveness, which - arrogating to man the peculiar endowments of intellect and heart - designates every exercise of the same on the part of woman, as impertinent and assuming; which frowns upon her noble efforts to elevate and happily the world, and strives, by ridicule, inuendoes, taunts and abuse, to re-plunge her into the insignificancy in which Despotism has always held her. We have no sympathy with such sentiments - no congeniality with such a spirit. The former are as far from the dictates of humanity and the councils of courtesy, as is the latter from the genius of christianity and the spirit of liberty. In utter opposition to these monstrous and oppressive views, we hold that it is 'the chief end' of woman as well as 'of man to glorify God' - that it is her duty to contribute to the general happiness of mankind - that she is bound to be active in furthering every moral enterprize which promotes the common welfare - that it is her duty, therefore, to inquire into the merits of every such cause, which is before the public mind. Here is woman's sphere! Her duties consist no more of domestic cares, than man's duties consist of his merchandize, his professional, mechanical, and other business pursuits. These all are but parts of that humble machinery which supports our humble bodies. There are more worthy cares, more elevating employments, more ennobling duties, growing out of our sublime relations to God and our fellow-man, and also springing up from our own immortality, which should enlist the energies of both woman and man. To deny these responsibilities to woman, while we impose, with scrupulous exactness, domestic duties, - is to sacrifice the rational to the animal part of woman. And furthermore: as the pursuit of these high duties comprises the peculiar happiness of intelligent beings, consequently, the act which cuts off one half of the rational creation from participating in these duties, dries up all the springs of their rational enjoyments. Whether this injustice has not been virtually perpetrated upon woman, is a question of solemn import. That it is committed in those countries where woman is made a drudge, no one doubts; and we would submit - whether it is not as effectually, if not so grossly, perpetrated in our country, by that odious sentiment which makes her a painted puppet or a gilded butterfly?
