Book Federal Finance in India

Download or read book Federal Finance in India written by Ghazala Aziz and published by . This book was released on 2012 with total page 0 pages. Available in PDF, EPUB and Kindle. Book excerpt: Although India's federal polity provides for divided governmental functions and powers, imbalances have arisen between the functional responsibilities and financial resources of the central and state governments. This is because revenue-raising capacities of the states are lower than their revenue needs. The mismatch between functions and financial powers has occurred partly because of increasing responsibilities of the states and partly due to the dominant position of the central government in regard to taxation and debt-raising powers. Therefore, vertical imbalances of resources and expenditure responsibilities have emerged between the central and state governments, calling for a transfer of resources from the center to the states. Financial imbalances at the vertical level (center vs. states) and at the horizontal level (among the states) need to be removed/reduced through constitutional and institutional arrangements. This book provides an in-depth analysis of the magnitude and manner of fiscal transfers from the center to the states in India, including a case study of Uttar Pradesh, India's most populous state.

Book Costs of Democracy

Download or read book Costs of Democracy written by Devesh Kapur and published by Oxford University Press. This book was released on 2018-06-13 with total page 326 pages. Available in PDF, EPUB and Kindle. Book excerpt: One of the most troubling critiques of contemporary democracy is the inability of representative governments to regulate the deluge of money in politics. If it is impossible to conceive of democracies without elections, it is equally impractical to imagine elections without money. Costs of Democracy is an exhaustive, ground-breaking study of money in Indian politics that opens readers’ eyes to the opaque and enigmatic ways in which money flows through the political veins of the world’s largest democracy. Through original, in-depth investigation—drawing from extensive fieldwork on political campaigns, pioneering surveys, and innovative data analysis—the contributors in this volume uncover the institutional and regulatory contexts governing the torrent of money in politics; the sources of political finance; the reasons for such large spending; and how money flows, influences, and interacts with different tiers of government. The book raises uncomfortable questions about whether the flood of money risks washing away electoral democracy itself.

Book excerpt: Fiscal federalism deals with financial arrangements and their working in a federal polity. In India, federalism is not only a unifying force, but also a levelling up force, because considerable economic inequalities exist among different states of India. This book provides broad contours - including historical evolution - of fiscal relations between the central and state governments in India. The book explains operational aspects of fiscal federalism in India. More importantly, it empirically examines the effects of federal transfers on tax efforts of 14 major Indian states. The analysis has been done in the context of the use of tax efforts as a criterion for inter-se distribution of the states' share of central revenues by various finance commissions. The book provides an in-depth understanding of the two vital concepts of tax effort and tax capacity and the alternative quantitative techniques that can be employed to estimate them.

As government finances play an important role in the social and economic development of a nation, it focuses on public budgeting in the context of India. The respective chapters not only discuss the underlying principles of budgeting, but also address the practical issues related to the government’s financial operations and their macro-economic implications. Recently there has been considerable debate surrounding the size of government, with the neo-liberal framework advocating a very limited governmental role. This book provides comprehensive information on the practical aspects of public budgeting with regard to how governments raise revenues, how they are spent, the nature of public services provided, and their implications for the social and economic development of the country against the backdrop of public budgeting theory. The topics covered include the constitutional fiscal framework; theories, structure and issues related to budgets; mechanisms of budget construction, budget execution, public budgeting and performance assessment; government accounting; and financial accountability.
