Book excerpt: Les politiques de libéralisation qui affectent depuis quelques années l'Afrique de l'Ouest comme d'autres parties du monde se sont accompagnées d'une renaissance de dispositifs de soutien aux secteurs privés. Ceux-ci se sont multipliés à un rythme si rapide et dans un désordre si grand qu'il en résulte d'une part un déficit de connaissance sur les intervenants et les stratégies d'action en vigueur, d'autre part une certaine opacité quant à la mesure de leur efficacité. Ni les États, ni les bailleurs, ni les opérateurs de l'aide ne semblent maîtriser les outils et les effets de ces soutiens, au point que les logiques propres à ces institutions se déploient bien souvent sans rapport avec les attentes et les besoins des petits patrons. Ce livre collectif est tiré d'enquêtes de terrain menées auprès de 600 petits entrepreneurs et d'une analyse interne d'une vingtaine de systèmes de soutien au Burkina Faso et en Côte-d'Ivoire. Ces deux pays présentent, aux plans de leur structure macroéconomique et des caractéristiques de leurs milieux d'opérateurs privés, des points de contraste suffisamment forts pour éclairer la diversité des situations prévalant, en Afrique de l'Ouest, dans le monde des entreprises et dans le domaine de l'appui. L'étude est sous-tendue par une série d'interrogations qui ne laissent pas de troubler ceux qui s'intéressent aux contextes de développement et aux changements d'environnement : les choix arrêtés en matière de soutien aux entreprises tiennent-ils réellement compte des paramètres nationaux et locaux, notamment réglementaires et socio-économiques et des opportunités de croissance des secteurs privés concernés ? Dans quelle mesure les organismes d'appui intègrent-ils les multiples facteurs limitant la création ou l'essor des exploitations qui ne se réduisent pas, loin s'en faut, aux seuls problèmes de financement ? La prolifération des concours actuels garantit-elle contre les échecs largement avérés des dispositifs publics d'aide au cours des décennies passées ? Elément-clé des nouvelles politiques de développement, l'appui au secteur privé semble, dans l'immédiat, manquer son but et ses insuffisances alimentent l'éternel débat : faut-il cesser d'aider ou doit-on réguler ? Si le retour de l'interventionnisme est exclu, il faut aussi prendre acte des limites d'un libéralisme dépourvu de marchés, d'acteurs et de régulations. Ainsi, entre appui et laisser-faire, la position des petits patrons africains est-elle l'une des plus inconfortables qui soit dans les systèmes socio-économiques contemporains du continent.

Book excerpt: This Poverty Reduction Strategy Paper highlights that Togo’s Strategy for Boosting Growth and Promoting Employment offers a medium-term development framework for implementing the Government’s General Policy Statement, the Millennium Development Goals, and the Government’s vision for making Togo an emerging economy in 15 to 20 years, as well as making it a country that respects human rights and promotes the rule of law. The return of political stability and peace to the country created a favorable environment for better governance, resumption of international assistance, and significant reduction in exterior public debt. The Government’s medium-term economic policy for 2013–2017 will essentially be used to build and consolidate the foundations for Togo’s future economic emergence. The focus will be on new priorities: boosting growth; employment and inclusion; strengthening governance; and reducing regional disparities and promoting grassroots development. Designing a national land-use plan will territorialize development by creating a more balanced national economic space. The new land-use scheme will be based on dynamic, competitive, regional economies in which the urbanization of regional capitals and secondary towns is sufficiently controlled to allow true development hubs to emerge.

Recent literature points to a number of factors as obstacles to growth. Inefficient functioning of financial markets, inadequate security and enforcement of property rights, poor provision of infrastructure, inefficient regulation and taxation, and broader governance features such as corruption and macroeconomic stability are discussed without any comparative evidence on their ordering. In this paper, the authors use firm level survey data to present evidence on the relative importance of different features of the business environment. They find that although firms report many obstacles to growth, not all the obstacles are equally constraining. Some affect firm growth only indirectly through their influence on other obstacles, or not at all. Using Directed Acyclic Graph methodology as well as regressions, the authors find that only obstacles related to finance, crime, and political instability directly affect the growth rate of firms. Robustness tests further show that the finance result is the most robust of the three. These results have important policy implications for the priority of reform efforts. They show that maintaining political stability, keeping crime under control, and undertaking financial sector reforms to relax financing constraints are likely to be the most effective routes to promote firm growth.
