Book excerpt: In recognition of the well-understood challenges with promoting rural and agricultural finance, the need for a more systemic approach to promoting financial inclusion is gaining traction in the thinking and programming approaches of the community of practice. Within this system-level view, the concept of de-risking the overall operating environment of agricultural value chains is recognized as a critically important factor. Accordingly, numerous project-based and stand-alone “de-risking” arrangements have recently been launched or are at various stages of design throughout sub-Saharan Africa. The generation of evidence of performance, impact and cost effectiveness is critical to validating the relevance of these types of schemes, as well as to informing design improvement and implementation, for the sake of scalability and replicability. This study takes stock of these experiences in an effort to contribute to building up the evidence base to help inform the future strategy and design of similar programmatic interventions.

Using the vector error correction model (VECM), the study finds that financial development is cointegrated with economic growth in the selected ten countries in sub-Saharan Africa. That is there is a long run relationship between financial development and economic growth in the selected sub-Saharan African countries. The results show that financial development Granger causes economic growth in Central African Republic, Congo Republic, Gabon, and Nigeria while economic growth Granger causes financial development in Zambia. However, bidirectional relationship between financial development and economic growth was found in Kenya, Chad, South Africa, Sierra Leone and Swaziland. The results show the need to develop the financial sector through appropriate regulatory and macroeconomic policies. However, in Zambia emphasis needs to be placed on economic growth to propel financial development.

Book excerpt: Master's Thesis from the year 2011 in the subject Business economics - Investment and Finance, Usmanu Danfodiyo University, Sokoto (-), course: Economics, language: English, abstract: Access to finance is widely acknowledged as a catalyst for the reduction of poverty in rural areas. Along this line, this study investigates the determinants of access to finance in rural areas in Katsina state. A cross-sectional primary data was collected via questionnaire from a sample of 384 respondents. This study used probit modelling approach to analyse the factors that influence access to finance. The study revealed that collateral, financial literacy and gender have significant positive influence on access to finance, while age has an insignificant positive influence on access to finance. In contrast, interest rate and transaction cost have significant negative influence on access to finance. Thus, the study concluded that with the prevailing banking arrangement where collaterals are required and banks charge interest and also some level of literacy is required, rural dwellers will continue to find it difficult in relating with conventional banks. Therefore, the study recommended that rural dwellers should organise themselves into Credit Cooperative Societies, which could be used as Informal Financial Unit for Linkage Banking arrangement. The government (at all level) can also use these associations to channel their agricultural credit. It is also recommended that legal framework, be provided, that will pave way for the establishment of full-pledged interest-free banks (Islamic Bank) or conversion of existing commercial banks in rural areas into interest-free banks, since most of the rural dwellers do not like taking usurious loans because of their religious inclination.

Considerable investment will be needed to sustain this level of growth and to clear up accumulated backlogs. At the same time, decentralization has resulted in increased responsibilities for local government; but in most cases, institutional reforms were carried out without the transfer of a sufficient level of resources, and local capacities in governance and project management are weak. Which mechanisms will finance these extensive needs, and how will African local governments meet these needs? Specifics on how to finance African cities have not been studied. The actual scale of this market has not been fully grasped. A systemic approach to this market is difficult because of its diversity (country size; institutional context; characteristics of urban network; availability of capital market, currency, etc.) and a lack of data. Donors’ assistance methods in the sector are disparate, marked by disputes between different schools of thought; special-purpose vehicles created by donors operate according to a variety of methods and with wide-ranging and sparsely disseminated results. What is the best way to transform these systems, often antiquated in many respects, into modern financing systems that facilitate access to domestic markets, mobilize local savings and reinforce local government autonomy? There is no single answer to this question in regard to such a variety of institutional and economic contexts. The main objective of the study is to clarify the debates and to enlighten the choices of African decision-makers at local and national level.

Book excerpt: Cette thèse analyse l'émergence, le fonctionnement et le rôle des Organisations Paysannes (OP)dans le développement rural en Afrique de l'Ouest, sur la base de données collectées au Sénégal et au Burkina Faso en 2002-2003. Ces organisations sont des groupes d'individus, se rassemblant pour améliorer le bien-être de leurs ménages et celui de leurs communautés. Elles se sont développées de manière importante depuis le milieu des années 1980, suite au désangagement des Etats du secteur rural, et sont maintenant présentes dans la grande majorité des villages. Cependant, malgré cette richesse organisationnelle et l'intérêt croissant des agences de développement pour les OP, la pauvreté rurale en Afrique de l'Ouest reste parmi les plus élevées du monde. Notre analyse suggère que les OP représentent un canal majeur pour atteindre les ménages pauvres ruraux, mais que leur impact sur la pauvreté est en général limité par leur manque de ressources financières. Nous montrons également que les communautés villageoises dans lesquelles les OP évoluent sont de première importance : dans les environnements caractérisés par d'importantes "normes égalitaires", les OP dont la fonction est de générer des profits pour leurs membres sont contraintes lors de leur émergence et dans leur fonctionnement. En retour, l'émergence de telles organisations influence leurs communautés en provoquant un changement institutionnel par lequel la différentiation économique et sociale des individus est rendue possible au sein même de leur communauté.
