Under the Baker plan, the IMF would continue to play a central role in dealing with the economic imbalances and the debt problems that countries face, a role that would continue to include the analysis and policy advice that the IMF brings to discussions with member countries. The IMF’s role will also be to continue to help countries obtain new external financing from commercial banks as well as from official sources.

Conditionality of the Bank is different in several ways as it operates over a longer timeframe and relates to the more comfortable issues of economic growth rather than financial stabilization. The longer timeframes of the Bank’s programs require reaching agreement with borrowing countries on the desirability of maintaining the course that’s being advocated for an extended period. Many developing countries are unduly sensitive about the possibility that they may have to exercise their sovereignty more forcefully in the future.

Book excerpt: The global trade negotiations and use of fiscal measures to stimulate savings in developing countries are discussed. The four main elements of the global trading system likely to be at issue in the new round include nondiscrimination and the distinction between border and nonborder measures. Capital markets in developing countries are small, and the scope for diversification of financial institutions and financial instruments or assets is limited. The distinction between border and nonborder measures is blurred in the increased international concern with so-called unfair trade practices.

In the United States, the government pays farmers not to grow cereals and in the European Community, farmers are paid to grow more. Many have raised nominal producer prices but followed macroeconomic and exchange rate policies that left real producer prices unchanged or lower than before. Many have set up complex systems of producer taxation, and then established equally complex and frequently ineffectual systems of subsidies for inputs to offset that taxation.

Domestic financial markets have become less segmented, and the major financial centers more integrated. At the same time, the structural changes in financial markets have improved efficiency by lowering intermediation costs, increasing the ability to hedge financial risks associated with currency, interest rate, and price volatility and opening up access to new sources of savings. The widespread application of computer and telecommunications technology to financial markets has permitted markets to process a significantly larger volume of transactions.

Available in PDF, EPUB and Kindle. Book excerpt: This book provides an assessment of the role of the International Monetary Fund in poor countries. In recent years, a large portion of the work of the IMF has focused on the economies of low-income countries by aiming to create conditions conducive to poverty reduction and stable economic growth. More than two fifths of the IMF's 185 members are low-income countries and many others have substantial pockets of poverty in their populations. Since economic development and the reduction of poverty are the most important economic challenges that these countries face, how can the IMF best help them? How can the imperative of macroeconomic and financial stability be reconciled with the requirements for sustained economic growth? This volume brings together the research of leading economists, political scientists, and historians to suggest ways for the IMF to address these issues effectively

Available in PDF, EPUB and Kindle. Book excerpt: Provides evidence of a problem with the influential testing and assessment of Solow¿s (1956) growth model proposed by Mankiw et al. (1992) and a series of papers evaluating the latter. First, the assumption of a common rate of technical progress maintained by Mankiw et al. (1992) is relaxed. Solow¿s model is extended to include the different levels and rates of technical progress of each country. This increases the explanatory power of the cross-country variation in income/capital of the OECD countries to over 80%. The estimates of the parameters are statistically significant and take the expected values and signs. Second, the estimates merely reflect a statistical artifact. This has serious implications for the possibility of actually testing Solow¿s growth model. Illus.
