Book excerpt: This research quantified the Emergency Planning Community Right-to-Know Act (EPCRA), Section 313, Toxic Release Inventory (TRI) chemicals used on a representative Forces Command (FORSCOM) installation (Fort Lewis, WA), and identified the processes that generated those chemicals. Data from calendar year 1994 (CY94), CY95, and CY96 were collected from several existing installation data base sources. This typical FORSCOM installation uses a diverse set of TRI chemicals and chemical categories. The current law allows chemicals used in various processes to fall under exclusions from the requirement to report. The study found that Fort Lewis used 500 pounds or more of 58 different ml chemicals and 12 different ml chemical categories in 1996. If certain EPCRA exemptions are repealed, the data suggest that installations like Fort Lewis use quantities of ml chemicals that, in the future, may become reportable.
