The United States is currently 100 percent reliant on foreign sources for 20 mineral commodities and imports the majority of its supply of more than 50 mineral commodities. Mineral commodities that have important uses and face potential supply disruption are critical to American economic and national security. However, a mineral commodity's importance and the nature of its supply chain can change with time; a mineral commodity that may not have been considered critical 25 years ago may be critical today, and one considered critical today may not be so in the future. The U.S. Geological Survey has produced this volume to describe a select group of mineral commodities currently critical to our economy and security. For each mineral commodity covered, the authors provide a comprehensive look at (1) the commodity's use; (2) the geology and global distribution of the mineral deposit types that account for the present and possible future supply of the commodity; (3) the current status of production, reserves, and resources in the United States and globally; and (4) environmental considerations related to the commodity's production from different types of mineral deposits. The volume describes U.S. critical mineral resources in a global context, for no country can be self-sufficient for all its mineral commodity needs, and the United States will always rely on global mineral commodity supply chains. This volume provides the scientific understanding of critical mineral resources required for informed decisionmaking by those responsible for ensuring that the United States has a secure and sustainable supply of mineral commodities.

Available in PDF, EPUB and Kindle. Book excerpt: Most current U.S. nuclear warheads were built in the 1970s and 1980s and are being retained longer than was planned. Yet they deteriorate and must be maintained. To correct problems, a Life Extension Program (LEP), part of a larger Stockpile Stewardship Program (SSP), replaces components. Modifying some components would require a nuclear test, but the United States has observed a test moratorium since 1992. Congress and the Administration prefer to avoid a return to testing, so LEP rebuilds these components as closely as possible to original specifications. With this approach, the Secretaries of Defense and Energy have certified stockpile safety and reliability for the past 12 years without nuclear testing. NNSA argues it will become harder to certify current warheads with LEP because small changes may undermine confidence in warheads, perhaps leading to nuclear testing, whereas new-design replacement warheads created by the RRW program will be easier to certify without testing. Critics believe LEP and SSP can maintain the stockpile indefinitely. They worry that untested RRWs may make testing more likely and question cost savings, given high investment cost. They note that there are no military requirements for new weapons. Others feel that neither LEP nor RRW can provide high confidence over the long term, and would resume testing. Another point of view is that either LEP or RRW will work without nuclear testing. This report provides background and tracks legislation. It will be updated to reflect final FY2010 congressional action on RRW. Book excerpt: The decay product of the medical isotope molybdenum-99 (Mo-99), technetium-99m (Tc-99m), and associated medical isotopes iodine-131 (I-131) and xenon-133 (Xe-133) are used worldwide for medical diagnostic imaging or therapy. The United States consumes about half of the world's supply of Mo-99, but there has been no domestic (i.e., U.S.-based) production of this isotope since the late 1980s. The United States imports Mo-99 for domestic use from Australia, Canada, Europe, and South Africa. Mo-99 and Tc-99m cannot be stockpiled for use because of their short half-lives. Consequently, they must be routinely produced and delivered to medical imaging centers. Almost all Mo-99 for medical use is produced by irradiating highly enriched uranium (HEU) targets in research reactors, several of which are over 50 years old and are approaching the end of their operating lives. Unanticipated and extended shutdowns of some of these old reactors have resulted in severe Mo-99 supply shortages in the United States and other countries. Some of these shortages have disrupted the delivery of medical care. Molybdenum-99 for Medical Imaging examines the production and utilization of Mo-99 and associated medical isotopes, and provides recommendations for medical use.

He also emphasized both the long-term goal of eliminating nuclear weapons and the requirement that the United States have modern, flexible, and resilient nuclear capabilities that are safe and secure until such a time as nuclear weapons can prudently be eliminated from the world.The United States remains committed to its efforts in support of the ultimate global elimination of nuclear, biological, and chemical weapons. It has reduced the nuclear stockpile by over 85 percent since the height of the Cold War and deployed no new nuclear capabilities for over two decades. Nevertheless, global threat conditions have worsened markedly since the most recent 2010 NPR, including increasingly explicit nuclear threats from potential adversaries. The United States now faces a more diverse and advanced nuclear-threat environment than ever before, with considerable dynamism in potential adversaries' development and deployment programs for nuclear weapons and delivery systems.

This report provides a qualitative characterisation of human resource needs and appraises instruments and programmes in nuclear education and training initiated by various stakeholders in different countries. In this context, it also examines the current and future uses of nuclear research facilities for education and training purposes. Regarding the nuclear training component of workforce competence, it outlines a job taxonomy which could be a basis for addressing the needs of workers across this sector. It presents the taxonomy as a way of enhancing mutual recognition and increasing consistency of education and training for both developed and developing countries.

Book excerpt: Thirty years ago, in 1988, the United States secretly moved to end once and for all Taiwan's nuclear weapons program, just as it was nearing the point of being able to rapidly break out to build nuclear weapons. Because intense secrecy has followed Taiwan's nuclear weapons program and its demise, this book is the first account of that program's history and dismantlement. Taiwan's nuclear weapons program made more progress and was working on much more sophisticated nuclear weapons than publicly recognized. It came dangerously close to fruition. Taipei excelled at the misuse of civilian nuclear programs to seek nuclear weapons and implemented capabilities to significantly reduce the time needed to build them, following a decision to do so. Despite Taiwan's efforts to hide these activities, the United States was able to gather incriminating evidence that allowed it to act, effectively denuclearizing a dangerous, destabilizing program, that if left unchecked, could have set up a potentially disastrous confrontation with the People's Republic of China (PRC). The Taiwan case is rich in findings for addressing today's nuclear proliferation challenges.

ADS or accelerator driven transmutation of waste (ATW) consists of a high power proton accelerator, a heavy metal spallation target that produces neutrons when bombarded by the high power beam, and a sub-critical core that is neutronically coupled to the spallation target. This publication provides a comprehensive state of the art of the ADS technology by representing the different ADS concepts proposed worldwide in the last 15 years, as well as the related R&D activities and demonstration initiatives carried out at national international level.
