Leaders in Washington and Moscow recognized that nuclear proliferation would serve neither country’s interests even when they did not see eye-to-eye in many other areas. They likewise understood why collaboration in mitigating this nuclear danger would serve both their own interests and those of the international community. This volume examines seven little known examples of US-Soviet cooperation for non-proliferation, including preventing South Africa from conducting a nuclear test, developing international safeguards and export control guidelines, and negotiating a draft convention banning radiological weapons. It uses declassified and recently-digitized archival material to explore in-depth the motivations for and modalities for cooperation under often adverse political circumstances. Given the current disintegration of Russian and US relations, including in the nuclear sphere, this history is especially worthy of review. Accordingly, the volume’s final chapter is devoted to discussing how non-proliferation lessons from the past can be applied today in areas most in need of US-Russian cooperation.

Book excerpt: The Universal Declaration of Human Rights is one of the world's best-known and most translated documents. When it was presented to the United Nations General Assembly in December in 1948, Eleanor Roosevelt, chair of the writing group, called it a new "Magna Carta for all mankind." The passage of time has shown Roosevelt to have been largely correct in her prediction as to the declaration's importance. No other document in the world today can claim a comparable standing in the international community. Roosevelt and French legal expert René Cassin have often been represented as the principal authors of the declaration. But in fact, it resulted from a collaborative effort involving a number of individuals in different capacities. A true cosmopolitan, he was deeply involved in the cultural exchange between East and West, and the dramatic events of his life left a profound mark on his intellectual and political work. P. C. Chang and the Universal Declaration of Human Rights is the first biography of this extraordinary actor on the world stage, who belonged to the same generation as Mao Zedong and Chiang Kai-shek. Drawing on previously unknown sources, it casts new light on Chang's multifaceted life and involvement with one of modern history's most important documents.

With its wide geographical focus from Italy to the USSR via Sweden, Germany, occupied Czechoslovakia and Yugoslavia, as well as the international stage of the United Nations, this book encourages comparative perspectives, which have the potential to question, deconstruct and re-adjust distinctions between western, eastern, northern and southern European historical experiences. This book moves beyond exploring state-regulated prostitution, which was the dominant approach to managing commercial sex across Europe in the nineteenth and early twentieth centuries. State regulation combined police surveillance, the registration of women selling sex (or suspected of doing so), and compulsory medical examinations for registered women, as well as various restrictions on personal movement and freedom. The nine chapters shift focus onto the decades after the abolition of state-regulated prostitution well into the second half of the twentieth century to examine the ruptures and continuities in state, administrative and policing practices following the end of widespread legal toleration. The varied chronology extends the parameters of existing historiography and explores how states grappled to understand, or impose control over, the commercial sex industry following the far-reaching social, economic and political upheaval of the Second World War. The chapters in this book were originally published as a special issue of European Review of History.
