Book excerpt: The project "Protection of the Canary Current Large Marine Ecosystem (CCLME) " was a regional initiative to set-forth governance reforms, investments and management programmes to help CCLME countries address priority transboundary concerns regarding the reduction of fisheries and related biodiversity and water quality. Transboundary Diagnostic Analysis (TDA) and a Strategic Action Programme (SAP) were achieved despite difficult working contexts. By formally adopting the SAP, participating countries confirmed their interest in and commitment to the ecosystem-based approach to marine and coastal resource management. Continuation of this success all depends on activities during the transition phase, which aim to enhance scientific achievements of the project and seek synergies with other national and regional initiatives. A functional interactive community chat created by the project, as well as the Village Savings and Loan Associations set-up, are some of the elements that strengthen the resilience of agro-pastoralists and render project achievements more sustainable.

Book excerpt: This is the final evaluation report of a project that aimed to strengthen the agricultural and pastoral sectors’ climate change adaptation (CCA) capacities in the Niger. The project reached 21 142 direct beneficiaries (or 106 percent of the target), including 51 percent women. However, the project experienced shortcomings in terms of its management (from start-up to mid-term), its third expected result (integration of CCA into development policies and plans) and its mobilization/accounting of co-financing partners. The expected third result will be continued under the agro-pastoral field school-community listeners’ clubs (AFPS-CLC) component of the Climate-Smart Agriculture Support Project (PASEC). Despite project achievements, the evaluation concludes FAO must nevertheless improve certain project management and mobilization of co-financing mechanisms, strengthen the capacities of partners based on their needs-analysis, and recommends developing a long-term partnership with farmer organizations to strengthen their extension and advisory support capacities.

Book excerpt: Recurrent droughts in Ethiopia have been contributing to chronic food insecurity, deterioration of livelihoods and weakening capacity of communities to withstand future shocks. Following the 2011 food crisis in the Horn of Africa, ‘building resilience’ became a priority agenda for the international community to move from the division of emergency and development programming to a more holistic and complementary approach for addressing the root cause of disaster risk and vulnerability factors of recurrent drought. The project, implemented by FAO between 2015 and 2019, aimed to support and reinforce existing coordination mechanisms at the regional states and zonal administration levels and enhance linkages between short-term humanitarian interventions and long term development initiatives. The evaluation found that the project was highly relevant to the current context in Ethiopia, where preparedness and longer-term resilience have become priority areas of focus for all actors in humanitarian and development initiatives. Resilience coordination mechanisms have been strengthened at regional levels. However, the sustainability of these efforts will depend on the commitment of Government and partners to continue strengthening the existing coordination mechanisms and their ability to convene development partners.

It aimed to empower fisherfolk throughout the fisheries value chains to engage in resource management, decision-making processes and sustainable livelihoods, with strengthened institutional support at all levels. The findings and conclusions of the terminal evaluations highlight the effectiveness of the project's capacity building activities, the platform for inter-agency collaboration, and the strengthening of legal and policy frameworks. Given the short time frame of the projects, as well as the interruptions due to the COVID-19, a number of recommendations are made in order to sustain the results achieved thus far, but which still require investment.

Book excerpt: Chile has a native forest that constitutes 18 percent of its continental surface area and over 60 million hectares of protected areas. The country is considered a global hotspot of conservation priority due to its endemism and a high degree of habitat loss. The loss of ecosystems could increase if economic development does not progressively adopt sustainability standards that create less of an impact on biodiversity. From August 2015 to May 2020, FAO implemented the project in order "to develop and implement an integrated monitoring and assessment system on carbon stocks and biodiversity in forest ecosystems (SIMEF) supporting the National Greenhouse Gases Inventory (INGEI) and the design of policies, regulations and SFM practices incorporating the REDD+ Programme and biodiversity conservation in forest ecosystems". The project established sound foundations that improve the monitoring of the conditions of forest ecosystems and, consequently, more robust information is generated and with greater frequency. It is worth highlighting the creation of an interinstitutional structure that will support the continuity of the SIMEF and the creation of a digital platform with five tools. The SIMEF is, at present, a regular programme of the Chilean State with a governance system and with a permanent annual budget. Given this, the sustainability of the achievements made in the project can be maintained and strengthened. However, a low level of appropriation of the system at local level was identified, which could affect its sustainability.

The evaluation recommended certain improvements, notably a “plan B” option to mitigate SEPAL’s dependency on Google Earth Engine, and assurance of continued relevance in Phase II of SEPAL.

Transboundary animal diseases (TADs) are a significant cause of reduced production and productivity to the pastoral communities in Ethiopia. TADs like Peste des Petits Ruminants (PPR), Sheep and Goat Pox (SGP) and Contagious Caprine Pleuropneumonia (CCPP) have contributed to a high level of sheep and goat mortality, especially in lambs and kids. The “Pursuing pastoralist resilience through improved animal health service delivery” project implemented by FAO between 2014 and 2020, was designed to support the Government of Ethiopia in strengthening the surveillance system for most TADs. The project had a primary focus to implement a progressive control programme for Peste des Petits Ruminants (PPR). The evaluation found that the project has advanced PPR control and eradication and that the country has the capability to continue this momentum for improved animal health and welfare services for the greater ambition to eradicate PPR across the country by 2027. However, ensuring the effectiveness and sustainability of future projects requires overcoming many difficulties. Challenges relating to government strategy, coordination, resources and more are assessed in this report.

The Voluntary Guidelines for Securing Sustainable Small-Scale Fisheries in the Context of Food Security and Poverty Eradication (SSF Guidelines) are the first international instrument dedicated entirely to the immensely important small-scale fisheries sector. The project “Enhancing the contribution of small-scale fisheries to food security and sustainable livelihoods through better policies, strategies and initiatives” is part of the FAO Umbrella Programme for the promotion and application of the SSF Guidelines. The evaluation of this project provides important lessons and recommendations that will inform the formulation and implementation of related on-going projects under the Umbrella Programme, for enhanced promotion and application of the SSF Guidelines. The evaluation found that the project has succeeded in firmly anchoring SSF considerations in the global fisheries policy and research agendas, and in increasing momentum in regional and national awareness of, and commitment to, the SSF Guidelines. The project has allowed a process of consolidation of the trajectory of change initiated with the adoption of the SSF Guidelines, but more time is needed for benefits to trickle to lower levels of governance and to SSF communities themselves.

But does evaluation really deliver on its promise of objective evidence and functional use? By unravelling the internal machinery of evaluation systems in international organizations, this book challenges the conventional understanding of evaluation as a value-free activity. Vytautas Jankauskas and Steffen Eckhard show how a seemingly neutral technocratic tool can serve as an instrument for power in global governance; they demonstrate and explain how deeply politics are entrenched in the interests of evaluation stakeholders, in the control and design of IO evaluation systems, and to a lesser extent also in the content of evaluation reports. The analysis draws on 120 research interviews with evaluators, member state representatives, and IO secretariat officials as well as on textual analysis of over 200 evaluation reports. The investigation covers 21 UN system organizations, including detailed case studies of the ILO, IMF, UNDP, UN WOMEN, IOM, UNHCR, FAO, WHO, and UNESCO. Shedding light on the (in-)effectiveness of evidence-based policymaking, the authors propose possible ways of better reconciling the observed evaluation politics with the need to gather reliable evidence that is used to improve the functioning of the United Nations. The answer to evaluation politics is not to abandon evaluation or isolate it from the stakeholders but to acknowledge surrounding political interests and design evaluation systems accordingly.

Rice production is dependent on water from irrigation canals, with most of Afghanistan’s irrigation infrastructure in disrepair, farmers are vulnerable. Between 2016 and 2018, FAO in Afghanistan (FAOAF) and the Ministry of Agriculture, Irrigation and Livestock (MAIL) rehabilitated irrigation infrastructure and laid the foundations of a virus-free potato seed industry in three provinces (Kunduz, Baghlan and Takhar). The project enhanced food production and contributed to the Government’s agricultural development and food security objectives. The evaluation recommends that future irrigation rehabilitation includes training to demonstrate improved cropping practices to help farmers build their resilience to external shocks. Training of potato farmers and enterprises involved in the industry will help determine the sustainability of the industry beyond the end of the project.
