Tiongson Jr. steps into this well-mapped territory with questions aimed at interrogating how nation is conceptualized within the context of hip-hop. What happens, Tiongson asks, to notions of authenticity based on hip-hop’s apparent blackness when Filipino youth make hip-hop their own? Tiongson draws on interviews with Bay Area–based Filipino American DJs to explore the authenticating strategies they rely on to carve out a niche within DJ culture. He shows how Filipino American youth involvement in DJing reconfigures the normal boundaries of Filipinoness predicated on nostalgia and cultural links with an idealized homeland. Filipinos Represent makes the case that while the engagement of Filipino youth with DJ culture speaks to the broadening racial scope of hip-hop—and of what it means to be Filipino—such involvement is also problematic in that it upholds deracialized accounts of hip-hop and renders difference benign. Looking at the ways in which Filipino DJs legitimize their place in an expressive form historically associated with African Americans, Tiongson examines what these complex forms of identification reveal about the contours and trajectory of contemporary U.S. racial formations and discourses in the post–civil rights era.

Drawing from nearly two decades of ethnography, choreographic analysis, and community engagement with artists, choreographers, and organizers, Perillo shifts attention away from the predominant Philippine neoliberal and U.S. imperialist emphasis on Filipinos as superb mimics, heroic migrants, model minorities, subservient wives, and natural dancers and instead asks: what does it mean for Filipinos to navigate the violent forces of empire and neoliberalism with street dance and Hip-Hop? Employing critical race, feminist, and performance studies, Perillo analyzes the conditions of possibility that gave rise to Filipino dance phenomena across viral, migrant, theatrical, competitive, and diplomatic performance in the Philippines and diaspora. Advocating for serious engagements with the dancing body, Perillo rethinks a staple of Hip-Hop's regulation, the "euphemism," as a mode of social critique for understanding how folks have engaged with both racial histories of colonialism and gendered labor migration. Figures of euphemism - the zombie, hero, robot, and judge - constitute a way of seeing Filipino Hip-Hop as contiguous with a multi-racial repertoire of imperial crossing, thus uncovering the ways Black dance intersects Filipino racialization and reframing the ongoing, contested underdog relationship between Filipinos and U.S. global power. Choreographing in Color therefore reveals how the Filipino dancing body has come to be, paradoxically, both globally recognized and indiscernible.

Book excerpt: How did Rodrigo Duterte earn the support of large segments of the Philippine middle class, despite imposing arbitrary authority and offering little tolerance for dissent? Has the Filipino middle class, heroes of the 1986 People Power Revolution, given up on democracy? Chasing Freedom retells the history of Philippine democracy, employing a genealogical approach that makes visible the forms of power that have shaped and constrained understandings of democracy. The book traces the attitudes of the Filipino middle class from the beginning of American colonization in 1898, to the present. It argues that democracy in country has been, and continues to be, lived in an ambivalent way a result of the contradictions inherent in Americas imperial project of democratic tutelage. Humiliation of the colonial past fuels the imperative to search for more authentic self-determination; at the same time, Filipinos are haunted by self-doubt over the capacity of its people to correctly manage the freedom that democracy provides. This simultaneous yes and no has persisted after independence in 1946 until today; it is the masterful mobilization of this democratic ambivalence by authoritarian populists like Rodrigo Duterte that helps to explain the effectiveness of their political narratives for middle-class audiences. The Philippines is a bellwether case with lessons of global importance in an age when disenchantment with democracy is on the rise. While ambivalence may result in failure to meet a democratic ideal it may, nevertheless, be one of democracy's safeguards. This work is at the forefront of recent debates about middle class-led democratic backsliding, with scholars unable to reconcile the appeal of authoritarian populists amongst those who have historically been expected to be democracy's vanguard.

Book excerpt: Somali piracy poses a threat to the UK's national interests as well as global trading routes and international security. The costs of allowing piracy to proliferate are high. The British shipping industry is worth £10.7 billion to the UK's GDP, and the costs of security, insurance, re-routing have vastly increased the costs of doing business. Over $300 million has been paid in ransoms to Somali pirates over the past four years, and thousands of seafarers have been held hostage, some of whom have been subject to cruel treatment and even torture. Self-defence measures, multi-national naval operations and prosecutions have begun to take effect, but have not yet contained the problem. The major international conference on Somalia in February 2012 must produce results. Although private armed guards will be permitted on UK shipping, the Government's guidance on the use of force, particularly lethal force, is very limited and there is little to help a ship's master make a judgement on where force can be used. The Committee also expresses surprise that so little is known about what happens to ransom money. The solution lies in establishing order on land, ending impunity for piracy crimes and offering alternatives. However, the report warns against international claims to deliver a solution in Somalia, and urges the Government to develop its engagement with and support for Somali civil society organisations and local projects. The FCO should also review its communication and other procedures to support family members of British hostages held abroad.
