Book excerpt: Excerpt from Filibusters and Financiers: The Story of William Walker and His Associates In making acknowledgment to those who have assisted him in the preparation of this work the author feels that he is indebted most of all to two of his former instructors, Professor George Petrie, of the Alabama Polytechnic Institute, and Pro fossor Albert Bushnell Hart, of Harvard University. Professor Petrie first aroused his interest in the filibustering movement and directed his earliest investigations, and Professor Hart trained and aided him in his further research. Professor Andrew C. Mclaughlin, while Director of the Bureau of His torical Research of the Carnegie Institution, aided him very materially in the investigation of manuscript sources in the archives of the State and Navy departments at Washington. Others who have been of much assistance in giving advice or furnishing materials are Professor St. George L. Sioussat, of Vanderbilt University; Lieutenant Campbell B. Hodges, of the United States Army; and Mr. Antonio Guell, of the Louisiana State University, a nephew of two of Walker's greatest oppo nenta, President Mora and General Canas of Costa Rica. To General John mcgrath, of Baton Rouge, La., a veteran of Walker's first Nicaraguan expedition, the author is indebted for the courtesy of a number of pleasant interviews, which have given him a clearer insight into the motives and aspira tions of the adventurers in Central America. He is also greatly obligated to Mr. Robert Lusk, of Nashville, Tenn., for the loan of a scrapbook compiled by Major John P. Heiss, one of' Walker's friends and supporters. The author also desires to return acknowledgment of the many courtesies ex tended to him by officials in charge of the archives of the State and Navy departments and by the staff in the reading room of the Library of Congress. These efforts became known as filibustering, and their goal was to seize territory to create new independent fiefdoms, which would ultimately be annexed by the still-growing United States. Most failed miserably. William Walker was the outlier. Short, slender, and soft-spoken with no military background—he trained as a doctor before becoming a lawyer and then a newspaper editor—Walker was an unlikely leader of rough-hewn men and adventurers. But in 1856 he managed to install himself as president of Nicaragua. Neighboring governments saw Walker as a risk to the region and worked together to drive him out—efforts aided, incongruously, by the United States' original tycoon, Cornelius Vanderbilt. William Walker's Wars is a story of greedy dreams and ambitions, the fate of nations and personal fortunes, and the dark side of Manifest Destiny, for among Walker's many goals was to build his own empire based on slavery. This little-remembered story from US history is a cautionary tale for all who dream of empire.

It has been no easy task to sift the grains of truth from the mountain of myth, prejudice, and fiction under which the actual deeds of the Filibusters long lay buried. Forty years ago it would have been well-nigh impossible, in the heated atmosphere of the slavery conflict, to view such a subject with philosophical impartiality. To-day we may study the Filibuster dispassionately, for he belongs to an extinct species. The speculator has supplanted him without perceptibly improving the morality of the world. In the 1850s Walker and a small group of U.S. expansionists migrated to Nicaragua determined to forge a tropical “empire of liberty.” His quest to free Central American masses from allegedly despotic elites initially enjoyed strong local support from liberal Nicaraguans who hoped U.S.-style democracy and progress would spread across the land. As Walker’s group of “filibusters” proceeded to help Nicaraguans battle the ruling conservatives, their seizure of power electrified the U.S. public and attracted some 12,000 colonists, including moral reformers. But what began with promises of liberation devolved into a reign of terror. After two years, Walker was driven out. Nicaraguans’ initial embrace of Walker complicates assumptions about U.S. imperialism. Empire by Invitation refuses to place Walker among American slaveholders who sought to extend human bondage southward. Instead, Walker and his followers, most of whom were Northerners, must be understood as liberals and democracy promoters. Their ambition was to establish a democratic state by force. Much like their successors in liberal-internationalist and neoconservative foreign policy circles a century later in Washington, D.C., Walker and his fellow imperialists inspired a global anti-U.S. backlash. Fear of a “northern colossus” precipitated a hemispheric alliance against the United States and gave birth to the idea of Latin America.
