Its charter was to regulate and control all tertiary level institutions in the country and to determine standards of higher and professional education. From the time the UGC was set up, there has been an exponential growth in the number of higher academic institutions which today employ more than 400,000 teachers with a student body in excess of 9 million. Recent years have also witnessed the mushrooming of private institutions which are largely beyond the remit of the UGC. The result is a chaotic situation where institutions are free to do what they want with little concern for students. This is the first book length study of the functioning of the UGC and, indirectly, of fifty years of higher education in India. Written by an eminent educationist, it critically examines the way in which the UGC has performed since its inception and determines the reasons for its failure. Dr Amrik Singh maintains that the powers given to the UGC are severely limited and that, combined with poor internal management, this has made it a largely ineffective body. The author offers a number of practical solutions which, if implemented, could go a long way towards ameliorating the problems facing the UGC today. These include: ̈ Amending the UGC Act to grant it more statutory and disciplinary powers. ̈ Adequate financial and administrative support from the Ministry of Human Resource Development. ̈ Expanding the UGC's role of accreditation. ̈ Strengthening the educational structure at the state level. ̈ Designing new modes of testing in universities and colleges. ̈ Encouraging teachers to take a greater leadership role. ̈ Developing mechanisms for student assessment of teachers. This book is neither a scholarly work nor an historical account of the UGC. Rather, it is a critical assessment of an institution whose role is central to the field of higher education in India. Timely and topical it will be of immense interest to educationists and policy makers in the field of higher education, as also to the general reader.

The book provides a background to the study, exploring the role of caste and its enduring influence on social relations in all aspects of life. The book also contains a critical account of the current experiences of Dalit students and faculty in one elite university setting – the University of Shah Jahan (pseudonym). Drawing on a set of in-depth semi-structured interviews, the empirical study that is at the centre of this book explores the perceptions of staff and students in relation to the Quota policy and their experiences of living, working and studying in this elite setting. The data chapters are organised in such a way as to first explore the faculty views. The experiences of students are then examined with a focus on the way in which their caste is still an everyday part of how they are sometimes ‘othered’. Also, a focus on female Dalit experiences attempts to capture the interconnecting aspects of abject discrimination in their university life. Faces of Discrimination in Higher Education in India explores: critical exploration of the Quota System policy and related social justice issues; faculty voices: Quota, caste and discrimination; students’ perceptions and experiences of the Quota policy; being a ‘female Dalit’ student; positioning caste relations and the Quota policy: a critical analysis. This study will be of interest to educational sociologists examining policies in education and analysts of multicultural and South Asian studies. Book excerpt: I.B.Tauris in association with the Institute of Ismaili Studies Few fields of Islamic studies have witnessed as much progress in modern times as Ismaili studies, and in even fewer instances has the role of a single individual been as pivotal in initiating progress as that of Wladimir Ivanow (1886-1970), whose memoirs are now published here for the first time. The breakthrough in modern Ismaili studies occurred mainly as a result of the recovery and study of a large number of texts relating to the field, which had not been available to the earlier generations of orientalists. The Persian and Arabic Ismaili manuscripts, many edited and published by Ivanow, reflect a rich diversity of intellectual and literary traditions. Ivanow left his native Russia soon after the October Revolution of 1917 and settled in India where he was formally commissioned in 1931 by Sultan Muhammad Shah Aga Khan III, the 48th Imam of the Nizari Ismailis, to investigate the history and teachings of the Ismailis. Henceforth, Ivanow began the systematic recovery and study of texts from this tradition of Shi'i Islam, discovered in India, the Middle East and Central Asia, amongst other regions. He also played a key role in the establishment of the Ismaili Society - the first research institution of its kind with a major collection of Ismaili manuscripts. Ivanow made these manuscripts available to other scholars, thereby contributing to further progress in the field. Ivanow completed his memoirs, entitled Fifty Years in the East, in 1968, shortly before his death. This work, originally written in Russian, is comprised of an autobiography and vivid accounts from his travels. These convey his ethnologist's interest in 'the archaeology of the way of life' and profound curiosity for regional customs and languages. The memoirs, written in Tehran during Ivanow's final years, have now been edited with substantial annotations by Farhad Daftary. They reveal for the first time the circumstances under which modern Ismaili studies were initiated and an eyewitness account of several regions during the early decades of the twentieth century before the rapid onset of modernisation.

Asia-Pacific's share of the world's Gross Domestic Product (GDP) doubled from 15 per cent to 30 per cent between 1970 and 2017 and is projected to account for half of global GDP by 2050. With South East and South Asia also growing rapidly, with over half the world's population and three of the world's five largest economies, Asia is soon poised to home half of the world's middle class - a class that is both the driver and the product of higher education. The quality of a country's system of higher education may be seen both as a gauge of its current level of national development as well as of its future economic prospects. It is therefore natural that the putative "Asian Century" should generate interest in the region's higher education systems which, on the one hand, share common characteristics-a fixation with credentials and engineering, high technology (especially among male students), and business degrees-while at the same time are also highly differentiated, not only across countries but also within. As such, a better understanding of higher education achievements, failings, potential, and structural limitations in the Asia-Pacific Region is imperative. This handbook presents a number of significant country case-studies and documents cross-cutting trends relating to, among other things: the trilemma faced by governments juggling competing claims of access, accessible cost, and quality; the balance between teaching and research; the links between labour markets (demand) and higher education (supply); preferred fields of study and their consequences; the rise of the research university in Asia; the lure of institutions of international reputation within the region; new education technologies and their effects; and, trends in government policy within the wider region and sub-regions.
