Book excerpt: A 50-state analysis of postsecondary correctional education policy conducted by the Institute for Higher Education Policy (IHEP) in 2005 found that 68 percent of all postsecondary correctional education is provided by community colleges. The IHEP findings were the basis for this review of partnerships between community colleges and prisons. This review seeks to: increase the visibility of partnerships between community colleges and prisons, encourage their replication in other communities, and illustrate how these partnerships can be a win-win for all involved--community colleges, prisons, inmates, and the public. Providing correctional education to inmates gives community colleges the opportunity to increase their student enrollment and revenue and fulfill their mission to make education available to all local residents. By collaborating with community colleges, prisons can strengthen and expand their educational services to prepare inmates more effectively for their transitions to life beyond prison. Inmates prepared to reenter society are less likely to recidivate, which, in turn, improves public safety and saves taxpayer dollars (Chappell 2004). Interviews were conducted to learn more about partnerships between prisons and community colleges. Representatives for the interviews were selected in 11 states--Alabama, California, Indiana, Iowa, North Carolina, New Mexico, Ohio, Texas, Virginia, Washington, and Wisconsin--based on recommendations from researchers and practitioners in the field. Book excerpt: As policymakers consider ways to increase educational attainment, generate future economic growth, and reduce public expenditures, educational opportunity for the incarcerated population should be a meaningful component of policy strategies. Designed to increase knowledge about how states are providing postsecondary education to incarcerated individuals, this brief rests on results of a national survey of state correctional education administrators (CEAs), presenting unique policy relevant information on the availability, administration, and funding of postsecondary correctional education (PSCE) in state prison systems. A central purpose of the brief is to elevate the policy attention paid to postsecondary opportunity for incarcerated persons. The data for this brief were gathered from a 19-item Web-based national survey of correctional education administrators (CEAs). Forty-three states responded, for an 86 percent response rate. Findings and discussion of the survey highlight student enrollments and completions, instructional methods, eligibility requirements, and funding sources of postsecondary education programs in state prison systems. On the basis of the findings of this study, the author offers three recommendations to facilitate effective policy innovations in the area of PSCE. Following these recommendations would advance public policy goals of increasing skill and educational acquisition for incarcerated persons and reducing unsustainably high recidivism rates. Book excerpt: This study examines the transition of a post-secondary correctional education (PSCE) system formerly facilitated by higher education to the current system administered by the State Department of Corrections (SDC). This study used qualitative case study methodology utilizing multiple perspectives from five different stake-holding groups or five socials units: state legislators, county law enforcement personnel, state higher education administrators, SDC personnel, and technical college personnel. A thick, rich description of the transition was obtained by relying on multiple perspectives recorded in interviews of stakeholders in PSCE. The stakeholders0́9 perception of this educational transition that changed PSCE in one state was shaped by personal perspectives on issues surrounding the education of the incarcerated. The rhetoric, political machinations, and reality of this transition define stakeholders0́9 perspectives of the driving forces that initiated the facilitation of PSCE from a Higher Education run system to one run by the SDC.

This work combines a voyeuristic desire to observe “evil” and the consequences of the system of punishment, with detached consideration of what those stories can tell us about who we are as a nation and how we treat those who have betrayed the social trust. The authors simultaneously examine first-person accounts of inmate experiences with the correctional system and what actually, works, in operation, to promote the rehabilitative and restorative models of justice so many of our policymakers espouse. Each chapter opens with a vignette, a recollection of an event or series of events, about an inmate’s experience during the various phases of correctional processing. These first-hand accounts have been collected from men who served time in prison. These men’s stories are examined in their own right, then extrapolated to a broader analysis of the underlying social and policy issues to which that vignette speaks. All chapters follow the same structure: (a) opening vignette about a former inmate; (b) analysis, which includes (i) identification of the underlying issue; (ii) reflection; and (iii) extrapolation to a larger policy issue; and (c) recommendations from the field for enacting practice and crafting policy more responsive to the identified issue.
