The illiterate whites of the mountain regions in the southern states, with their sterling primitive virtues of truthfulness, honesty, courage, and love of country, would respond splendidly to an efficient system of public education, and in a single generation would amply repay all the cost, by arousing a thirst for useful knowledge and by the consequent material development of the regions in which they live. It is not surprising that early in October a bill was introduced in the United States Senate to create a Department of Education with its secretary a member of the President's Cabinet and providing an annual appropriation of to be expended in the following fields, viz (a) illiteracy; (b) immigrant education; (c) public school education, and especially rural education; (d) public health educa tion and recreation and (e) the preparation and supply of competent teachers for the public schools. It does seem inconsistent at this time when Congress acts in terms of billions that this appropriation could not be at least a quarter of a billion when we consider its pur poses. In proportion as the people rely upon this means of educating and training their children to become self-supporting men and women. And to meet honestly and intelligently the obligations of American citizenship, and school appropriations increase to attain more fully these ends; so grows the responsibility of those into whose hands the administration of our schools has been placed. School plans and teaching methods are, in a sense, tentative, because new conditions in our American civilization make new demands on school instruction. We welcome the new subjects in our school curriculum, which have vitalized teaching, and enriched the general scope of education; we hail with satisfaction the efforts to have school work attach pupils to the world and its activities, by devoting a greater amount of time to the content subjects, along with formal training, and the. Expression of this idea in the increas ing number of pupils in the manual, industrial, commercial, agri cultural and home economic classes. We gladly accept the broad declaration that education is the introduction of the individual to himself and his environment, but subordinate to overcrowded courses of study with the several electives of modest Specialization, is thoroughness in the essential subjects or in those instrumental knowledges, a mastery of which is fundamental to all intellectual education. The quality of work done by pupils must not be sacrificed, in order to make a showing of quantity. No course of study, in any school. The percentage of trained and experienced teachers working under com petent supervision continues to increase making possible more efficient instruction of the State's children; in fact, we are reliably informed that the percentage of teachers with standard training in all of our schools, rural and urban, white and colored, probably leads the country; this is made possible by our program for teacher training in Our normal schools, largely at State expense, and by our equalization program, which makes it possible for even our least wealthy communities to employ teachers with standard training as vacancies occur, without increasing local tax rates for school maintenance beyond the average for the counties of the State in 1922, when the equalization fund was first established. More and more boys and girls are entering high school and Successfully completing the high school course. Additional provision for transportation of pupils to larger graded and high schools continues to result in the abandonment of one-teacher schools which are handicapped in many ways in giving children an adequate school training. The progress shown in this report was made possible by the enthusiastic co-operation received from all county teachers, clerks, attendance Officers, supervisors, and superintendents, who have in most cases been given the whole-hearted moral and financial support of their patrons and county commissioners, The improvement would not have occurred without your splendid interest and that of the Legislature in the Maryland education program.
