Book Explanatory Statements on Amendments

Download or read book Explanatory Statements on Amendments written by Great Britain: Parliament: House of Commons: Procedure Committee and published by The Stationery Office. This book was released on 2013-02-25 with total page 30 pages. Available in PDF, EPUB and Kindle. Book excerpt: In this report the Procedure Committee invites the House to expand the tabling of explanatory statements on amendments to all bills at both Committee and Report stage from the start of the 2013-14 Session. Explanatory statements enhance MPs' ability to scrutinise legislation, unpacking complex or technical amendments and so opening up the legislative process to the wider public, as well as providing greater focus for Members' arguments during debates. There have been several previous pilots of explanatory statements. During the current session, MPs have been permitted to table explanatory statements to two bills. Having evaluated the pilot on the basis of criteria agreed between the Committee and the Leader of the House, the Committee concludes that the time has come to end the experimental approach and allow the culture of explanatory statements to embed itself, in a permissive environment where space is provided to backbench Members, the Government and the Opposition to ensure that explanatory statements become an accepted norm of the legislative process. The Committee considered the possibility of imposing a mandatory requirement at some or all stages, but concluded that to do so would risk restricting Opposition and backbench MPs from tabling amendments and would therefore be damaging to the House's ability to scrutinise legislation.

Book HC 190 Operation of the National Planning Policy Framework

Download or read book HC 190 Operation of the National Planning Policy Framework written by Great Britain. Parliament. House of Commons. Communities and Local Government Committee and published by The Stationery Office. This book was released on 2014 with total page 72 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Committee invited submissions on how the National Planning Policy Framework (NPPF) has worked in practice since it came into operation in April 2012. The evidence to this inquiry has highlighted a number of emerging concerns: that the NPPF is not preventing unsustainable development in some places; that inappropriate housing is being imposed upon some communities as a result of speculative planning applications; and that town centres are being given insufficient protection against the threat of out of town development. These issues do not, however, point to the need to tear up or withdrawn the NPPF; rather they suggest a need to reinforce its provisions and ensure it does the job it was intended to do.

Book The future of the European Union

Download or read book The future of the European Union written by Great Britain: Parliament: House of Commons: Foreign Affairs Committee and published by Stationery Office. This book was released on 2013-06-11 with total page 104 pages. Available in PDF, EPUB and Kindle. Book excerpt: Proposals for reforms for the EU as a whole are likely to find a more favourable reception than possible requests for further 'special treatment' for the UK. The Committee is sceptical that other Member States would be willing to renegotiate existing EU law so as to allow the UK on its own to reduce its degree of integration, especially where this could be seen as undermining the integrity of the Single Market. Other Member States appear to want the UK to remain an EU Member. Closer Eurozone integration is a potential risk to the position of the UK and other non-Eurozone states in the EU. However, the December 2012 agreement on the Single Supervisory Mechanism for banking regulation shows what the UK can achieve to protect its position. The Eurozone is in any case far from a homogenous bloc and the expansion and closer integration of the Eurozone does not therefore necessarily render the UK's position in the EU impossible or worthless. This report does not examine whether the UK should remain in the EU or withdraw. However, it agrees with the Government that, if the UK were to leave the EU, the current arrangements for relations with the EU which are maintained by Norway or Switzerland would not be appropriate for the UK. If it is in the UK's interest to remain in the Single Market, the UK should either remain in the EU, or launch an effort for radical institutional change in Europe to give decision-making rights in the Single Market to all its participating states

This book was released on 2013-02-06 with total page 142 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Business, Innovation and Skills Committee has today published a report containing a number of conclusions and recommendations resulting from its inquiry into the Insolvency Service, including: (i) without an increase in resources the investigations unit will be unable to increase the number of cases it can prosecute which will further undermine stakeholder confidence; (ii) there is a risk that further reductions in annual running costs and staff may put undue pressure on the Insolvency Service to deliver; (iii) it is clear from the evidence that the fee-generated income model for the Official Receiver Service is unreliable in the current economic climate (iv) issues remain with pre-pack administration, which need to be addressed; (v) given the level of debt relief they can receive, it would not be unreasonable to increase the £525 upfront fee that individual debtor bankrupts have to pay. The Committee welcomes the news that the regulators and the insolvency industry have been working together to create common regulatory standards across the profession. The creation of a single gateway for complaints, common standards and a common appeals process would be an important step in this regard. The Service should be required to publish an annual report that charts progress in this area.

Book HC 928 Impact of the Closure of City Link on Employment

Download or read book HC 928 Impact of the Closure of City Link on Employment written by Great Britain. Parliament. House of Commons. Committees on Impact of the closure of City Link on Employment and published by The Stationery Office. This book was released on 2015-03-23 with total page 41 pages. Available in PDF, EPUB and Kindle. Book excerpt: There will always be those who lose out when a company goes into administration and cannot cover all of its debts. However, the current system does not represent the appropriate balance, since those who have given secure credit to a company are cushioned from the full impact of an insolvency, because the losses are borne by those who work for a company on a self-employed basis, or as contractors or suppliers. Under the current rules it is clearly in the financial interest of a company to break the law, and ignore the statutory redundancy consultation period, if the fine for doing so is less than the cost of continuing to trade, especially since this fine will anyway be paid by the taxpayer. However, while the financial calculation is simple, ignoring the consultation period has a high human cost that appears not to have featured in the decision making process at City Link. Employees were denied a reasonable notice period in which to seek alternative employment and instead, at a time of financial uncertainty, have to pursue a court claim for lack of consultation if they wish to be compensated. While there were differences of opinion as to whether or not City Link could be made viable, and the desired level of return could be achieved, the Committees regret that Better Capital felt its investors' interests could only be protected at the expense of the future of City Link and continued employment for its workers

Book HC 804 Transatlantic Trade And Investment Partnership

Download or read book HC 804 Transatlantic Trade And Investment Partnership written by Great Britain. Parliament. House of Commons. Business, Innovation and Skills Committee and published by The Stationery Office. This book was released on 2015-03-25 with total page 33 pages. Available in PDF, EPUB and Kindle. Book excerpt: The Transatlantic Trade and Investment Partnership is an ambitious attempt by the European Union and the United States to deliver a comprehensive trade and investment treaty. Negotiations between the two are currently underway and the Government hopes that an agreement can be reached by the end of 2015. The trade deal may be beneficial to the UK and EU economies but TTIP is not universally supported and the level of financial benefit to the UK is open to question. The lack of detail available on the negotiations means that it is difficult to assess which is the more accurate argument. However, this should not excuse the quality of debate which we have, on occasion, observed by campaigners and lobbyists on both sides of the argument. Everyone involved in the debate on TTIP - campaigners, lobbyists, the UK Government and the European Commission - must ensure that an evidence-based approach is at the heart of any TTIP debate. One of the key concerns about TTIP is the proposal to include Investor State Dispute Settlement (ISDS) provisions. These provisions - common in bilateral trade agreements - aim to protect foreign investors from illegal interference by the host government. However, campaigners have argued that such clauses could allow US healthcare investors to force the permanent privatisation of the NHS. Although this view has been rebutted repeatedly by the European Commission and the UK Government, until draft clauses are published, it will be difficult for them to convince those with concerns.

Book HC 247 Recovery and Development in Sierra Leone and Liberia

Download or read book HC 247 Recovery and Development in Sierra Leone and Liberia written by Great Britain. Parliament. House of Commons. International Development Committee and published by The Stationery Office. This book was released on 2014 with total page 102 pages. Available in PDF, EPUB and Kindle. Book excerpt: Sierra Leone and Liberia have made remarkable recoveries since their civil wars. Ban Ki Moon was in Freetown this month to bring an end to the UN Security mission and set the UN presence on a conventional development footing from 1st April 2014. In Liberia there has been a gradual drawdown of the peacekeeping mission which will approximately halve the UN military presence by 2015. However both countries remain fragile with high unemployment and concerns about corruption. The devastating Ebola outbreak in Sierra Leone and Liberia demonstrates the dangers of ignoring the least developed countries in the world. The weak state of the health system in both countries has greatly reduced the effectiveness of the response to Ebola. There is an alarming lack of capacity in the health system, including a shortage of skilled clinicians. The Committee have determined that the scale of the Ebola crisis now unfolding in Sierra Leone and Liberia, may well be connected to declining levels of international support for health system improvements in what remain two of the poorest and least developed countries in the world.
