They include Death Gratuity, Burial Expenses/Flag, Dependency Indemnity Compensation, the Survivor Benefit Plan, Servicemen's Group Life Insurance, and social security benefits. The assessment of these benefits began with a review of the original intent, the current status and, where applicable, its value in comparison with its private-sector counterpart. The key consideration through all the analyses was the proper division of responsibility for survivor estate planning between the Government and the individual service member. Other considerations included the applicability to both wartime and peacetime conditions, the requirements of a volunteer force versus those of a conscripted force, and the special problems and needs associated with Service life. The volume contains a compilation of the legislative histories of each of the benefits, a detailed description of the analytical approach employed, and a comprehensive discussion of the group's findings and recommendations for change, where the findings so dictated. The information in this volume is presented in such a manner that it is understandable to the average reader yet technically correct and highly revealing to the econometrician.

Book excerpt: In the analysis, the value of total compensation to the service member, in FY82, was used as a point of reference. First, the history and implementation of the various retirement benefits were reviewed in detail. Previous studies and resultant proposals to change the retirement system were thoroughly examined. Then, any proposed changes in compensation were assessed by evaluating their ultimate impact on force structure, related force effectiveness and resultant costs. Particular attention was focused on the system's effectiveness as a general long-term force management tool that must attract and retain the high-quality career force essential for our national security as well as support the development of a ready pool of reserve manpower for immediate recall. In a substantial portion of this analysis, alternative to the existing retirement system were developed and evaluated. An additional focus was placed on the consideration of how the retirement system assists in the transition of service members to the private sector upon retirement, and to extent to which it provides adequate compensation when they later reach old age. An extensive study of post-service earnings of all veterans (both retired and separated) was conducted especially for this effort. The volume contains a statement of the concepts and principles of Uniformed Services compensation, a detailed description of the computer modelling techniques employed, and a comprehensive discussion of the groups' findings and recommendations for change. The information in this volume is presented in such a manner that is understandable to the average reader yet technically correct and highly revealing to the econometrician.

It is a fundamental policy tool for attracting and retaining personnel, and its structure-and the incentives implied by its structure-can affect U.S. service members' willingness to join, exert effort, demonstrate their leadership potential, remain in the military, and, eventually, exit the military at an appropriate time. Military compensation is a composite of current pay and allowances, special and incentive pays, health benefits, disability benefits, retirement benefits, and other benefits. Its importance to the readiness and morale of the force is such that it is reviewed every four years to determine whether it is adequate to meet the U.S. military's objectives. To inform the 10th Quadrennial Review of Military Compensation, this monograph presents an in-depth examination of the mix and structure of the U.S. military's current retirement-benefit system and several policy alternatives. The study included the development of a model that was estimated and used to run a series of simulations based on active-duty and reserve personnel data to track the careers and potential decisionmaking of military personnel across the services. The simulation results were then assessed in terms of their cost-effectiveness and ability to meet the services' expectations for accession, retention, and career mobility.

Book excerpt: Although each pay was judged on its own merit, a basic, uniform analytical approach was used in the review to the numerous special nd incentive pays. First, it was studied to determine if the pay is necessary for the Uniformed Services to attract and retain quality personnel in sufficient numbers to meet their needs or, in some cases, to provide the proper recognition for an unusual aspect of the duties. Second, the rates of each pay were examined to ascertain if they were properly structured and set at the levels necessary to affect the desired behavior or to provide the proper recognition. The manner in which these two issues were addressed varied in accordance which the amount historical data available, the time since the last adjustment to its rates or its eligibility requirements and the existence of private-sector competition for the same manpower resource. Some pays, such as Selective Reenlistment Bonuses, lended themselves to highly sophisticated, statistical analysis techniques, while others, such as Leprosarium Duty Pay, dictated a more intuitive approach. Book excerpt: Military retirement reform has been a central element of the policy debate regarding why and how to restructure the system for compensating members of the U.S. armed forces. Concerns about the compensation system, and the retirement system specifically, include the rising cost of military compensation and the need for greater efficiency in the provision of compensation, the greater need for flexibility to reshape the force as missions change in ways that challenge the current compensation system, and issues related to the equity of military retirement benefits of active versus reserve personnel, junior versus senior personnel, and military personnel versus their civilian counterparts. Active members can claim retirement benefits before reservists can; junior members who leave prior to completing 20 years of service do not qualify for retirement benefits, unlike their more senior counterparts; and the 20-year vesting rule is outside the civilian vesting norm of 5-7 years of service, under the Employee Retirement Income Security Act of 1974 (ERISA). The 10th Quadrennial Review of Military Compensation (QRMC), building on previous studies and commission reports, including the 2006 report of the Defense Advisory Committee on Military Compensation (DoD, 2006) and the 2000 report of the Defense Science Board Task Force on Human Resources Strategy, has proposed an alternative military retirement system that addresses concerns regarding the current system while still sustaining the force. The defined benefit (DB) and defined contribution (DC) plans are the foundation of the alternative system considered in this analysis. RAND was asked to develop a modeling capability to assess compensation alternatives, such as the QRMC proposal, in terms of their effects on military retention, retirement behavior, vesting, cost, reserve participation, and the value of compensation from the perspective of the member leaving active duty. This monograph presents the results of that study.
