The official English texts or a translation of the principal treaty provisions are quoted verbatim in bold type in the relevant paragraphs throughout the Manual. It should be noted, however, that the official text of The Hague Conventions of 18 October 1907 is the French text which must be accepted as controlling in the event of a dispute as to the meaning of any provision of these particular conventions. (See TM 27-251.) The 1949 Geneva Conventions for the Protection of War Victims have been ratified by the United States and came into force for this country on 2 February 1956. The effect of these four conventions upon previous treaties to which the United States is a party is discussed in detail in paragraph 5 of the text. Each of The Hague Conventions of 1899 and 1907 and each of the Geneva Conventions of 1864, 1906, and 1929 will, of course, continue in force as between the United States and such of the other parties to the respective conventions as have not yet ratified or adhered to the later, superseding convention(s) governing the same subject matter. Moreover, even though States may not be parties to, or strictly bound by, the 1907 Hague Conventions and the 1929 Geneva Convention relative to the Treatment of Prisoners of War, the general principles of these conventions have been held declaratory of the customary law of war to which all States are subject. For this reason, the United States has adopted the policy of observing and enforcing the terms of these conventions in so far as t11ey have not been superseded by the 1949 Geneva Conventions which necessarily govern the relations between the parties to the latter (see pars. 6 and 1 of the text). The essential provisions of each of the earlier conventions mentioned above have been substantially incorporated into the more recent and more comprehensive conventions on the same subject matter, so that observance of the latter, viii usually include observance of the former. For this reason, only the more recent 1949 Geneva Conventions and the relevant provisions of the 1907 Hague Conventions are quoted in this Manual. Pertinent information concerning the current status of ratifications, adherences, reservations, and denunciations (withdrawals) will be transmitted by higher authority to commanders in the field, as occasions, arise, thus rendering unnecessary the i11clusion of such data in this Manual, and avoiding the frequent changes that such inclusion would entail. Whenever possible, this Manual should be used in conjunction with TM 27-251, Treaties Governing Land Warfare.

You know from experience that combat forces must be employed as part of the combined arms team. Maneuver and fires must be synchronized and orchestrated by the combined arms commander to realize the full potential of each arm and maximize the combat power of the combined arms team. The same applies in principle to firepower. Mortars, cannon and rocket artillery, naval gunfire, and air support on the lethal side, and intelligence and electronic warfare (IEW) and information operations (IO) systems on the non-lethal side, are various means of fire support. Each has its own advantages and disadvantages. Each provides a measure of capability the others lack: responsiveness, flexibility, and accuracy from mortars and artillery; precision and destructiveness from close air support; disruption of command and control and capability to exclude collateral damage from IEW and IO systems. Using all of these means in combination creates a synergistic effect - the whole system is far more effective than its parts. The proper application of fire support requires as much skill and orchestration from the combined arms commander as it does from the fire support coordinator (FSCOORD). This is what this publication is about, to help clarify the art of applying fire support at the right time and place on the battlefield.

These personnel include:• Maneuver commanders and their staffs.• Field artillery commanders and their staffs.• Fire support element (FSE personnel).• Members of division artillery and FA brigade tactical operations centers.• Personnel assigned to target acquisition batteries, target acquisitiondetachments, and radar platoons.• Other personnel involved in the targeting or intelligence processes.This manual describes current and emerging TA organizations. Theseorganizations include target acquisition batteries and radar platoons of activeand reserve components, the corps target acquisition detachment (CTAD), radar platoons of the interim brigade combat team (IBCT) and interim division artillery (IDIVARTY), and the STRIKER platoon. Technical and tactical considerations for employing weapons locating radars are discussed in detail. This includes the AN/TPQ-47 that is currently being developed. New information contained in this manual includes duties and responsibilities for key TA personnel, rehearsals, stability operations and support operations, rotary and fixed wing radar movement procedures, and automated target data processing. The methodology used by weapons locating radars to acquire, track and locate threat weapon systems is also discussed.Users at different echelons will focus on different chapters and appendices based on their specific mission requirements and operational focus. Chapter 1 discusses targeting, MDMP, and rehearsals from a target acquisition viewpoint. Chapters 2 and 3 provide information about TA organizations and TA personnel duties and responsibilities. Chapter 4 is focused on the technical aspects of employing weapons locating radars and the associated requirements. Chapter 5 discusses tactical employment and management of radar systems. This chapter provides information required for commanders and their staff to effective employ radars in support of military operations. Finally, Chapter 6 discusses stability operations and support operations and associated radar employment considerations.

The purpose of ATTP 3-97.11/MCRP 3-35.1D is to arm leaders, Soldiers, and Marines with the necessary knowledge on how to operate in cold region environments. This manual is designed to work with and complement field manual (FM) 3-97.6, Mountain Operations, and FM 3-97.61, Military Mountaineering. This manual will enable leaders, Soldiers, and Marines to accurately describe cold region environments, their effects on military equipment, impacts these environments have on personnel, and most importantly, how to employ the elements of combat power in cold region environments. Chapter 5 discusses how to apply sustainment principles unique to cold regions. Chapter 6 discusses how to apply combat power in the cold region environment. The two appendixes detail the special uniform, equipment, and heaters necessary in the cold region environment.
