Book excerpt: The practice of recovering energy and/or materials from the solid waste stream is rapidly becoming a common waste management approach in the United States. This approach has been applied in Europe for a long period of time, and the motivating forces are similar in both areas: i.e., a shortage of suitable areas for landfilling, high energy costs, and the desire to more effectively manage resources. Past experiences with resource recovery at Navy shore-based facilities have shown deficiencies due to the relative newness and uniqueness of the technology. To repeat past successes while avoiding past mistakes, the Navy has embarked upon a comprehensive program to gather and analyze information on currently operating resource/energy recovery systems. As past of this program, SYSTECH Corporation was retained by the Naval Civil Engineering Laboratory of Port Hueneme, California, to gather detailed information on ten operating Heat Recovery Incinerators (HRIs) located in both the U.S. and foreign countries. The overall goal of the present study is to provide comprehensive design-related information on HRIs that have a throughput capacity of 50 tons per day (TPD) or less. As part of the program, SYSTECH Corp. visited and collected extensive information on operating HRI facilities using U.S. originated technology and foreign originated technology.

Book excerpt: The goal of this project was to verify and augment the technical and cost data on modular incinerators that have been obtained in a previous study. Eight modular starved-air heat recovery incinerator (HRI) facilities ranging from 20 to 110 tons per day were visited. The equipment, facility layout, and operations were observed and photographed. Supervisors, operators, and maintenance personnel were interviewed at length about their experience with the HRI equipment and supporting facilities. To aid in the future development of design guidelines for HRI facilities, an emphasis was placed on documenting operational problems and the modifications involved in solving these problems. Where available, cost information for labor, modifications, spare parts, and consumables (utilities, chemicals, ash disposal, pest control) were obtained.

Book excerpt: Heat recovery incinerators (HRIs) can be grouped into four categories: starved-air modular, rotary kiln, excess-air grate, and fluidized bed combustion. State-of-the-art HRI technology was has been reviewed to update the military knowledge base. Findings represent data collected from approximately 30 manufacturers through literature review, direct survey work, and information exchange with other facilities investigating this area. The technologies and product available are compared and evaluated for potential application at military installations. It was found that HRI equipment in the small sizes of interest to the Army is being marketed for techniques other than starved-air. The Army traditionally has chosen starved-air units because, in system sizes below 50 TPD, they required no additional equipment for pollution control.

Book excerpt: This program involved a technical, environmental, and economic assessment of the feasibility of utilizing small modular incinerator systems for solid waste disposal in municipal and industrial applications. The assessment was implemented by (1) overviewing the state-of-the-art, (2) selecting two operational sites (one municipal and one industrial) representative of the state-of-the-art, and (3) subjecting these two sites to a rigorous field evaluation. The two facilities selected for this study were a municipal incinerator plant with a Consumat system in North Little Rock, Arkansas, and the industrial incinerator facility with a Kelley system in the plant of the Truck Axle Division of the Rockwell International Corporation in Marysville, Ohio. This selection was the result of a nationwide survey to find those two facilities which best satisfied several criteria. The principal selection requirements were a solid waste processing module with heat recovery and a capacity of 50 tons or less per day and its being representative of current technology, designs, and operational procedures.

The tests included: (1) Solid Waste: characterization, heating value, and ultimate analysis, (2) Ash: moisture, combustibles, and heating values of both bottom and cyclone ashes; Extraction Procedure toxicity tests on leachates from both bottom and cyclone ashes; trace metals in cyclone particulates, (3) Stack Emissions: particulates (quantity and size distribution), chlorides, oxygen, carbon dioxide, carbon monoxide, and trace elements, and (4) Heat and Mass Balance: all measurements required to carry out complete heat and mass balance calculations over the test period. The overall thermal efficiency of the HRI facility while operating at approximately 1.0 ton/hr was found to be 49% when the primary Btu equivalent of the electrical energy consumed during the test program was included.

Of the 40 vendors identified, 21 responses were received. Eleven of the vendors had facilities that fit the above criteria. Facilities of six vendors were selected for field visits.
