Varga-Harris analyzes the contradictions apparent in heroic advances and seemingly inexplicable delays in construction, model apartments boasting modern conveniences and decrepit dwellings, happy housewarmings and disappointing moves, and new residents and individuals requesting to exchange old apartments.
