Book excerpt: Food security, one of the basic human rights, seems to be ever eluding the people of sub-Saharan Africa. With each occurrence of crop failure, agriculturalists around the world reawaken to the challenge of ensuring sta ble, adequate food production in the tropical African environments. The International Fertilizer Development Center (IFDC), with its mandate of alleviating food shortages through judicial use of fertilizers, formulated a program to study fertilizer use strategies for sub-Saharan Africa. With gener ous financial assistance from the International Fund for Agricultural Devel opment (IFAD), IFDC, in collaboration with the International Crop Re search Institute for the Semi-Arid Tropics (ICRISAT) and the International Institute for Tropical Agriculture (IIT A), initiated a research project aimed at assessing means to remedy soil nutrient deficiencies that constrain food production in the humid, subhumid, and semiarid tropics of Africa. The results of this project were summarized during a workshop held in Togo, March 25-28, 1985; the proceedings of that meetings are found in this vol ume. The project established collaboration with numerous national programs that were responsible for much of the data collection. The data presented in Chapters 6 and 9 include much of this information. Book excerpt: The purpose of this research was to explore how weather risk affects the value of nitrogen fertilizer use and improved seed variety adoption to Sub-Saharan African (SSA) maize farmers. It contributes to the literature by providing additional broad support for the hypothesis that low rates of fertilizer use and improved seed variety adoption can be attributed to the fact that the SSA landscape is heterogeneous, so fertilizer and improved seed are not always advantageous, especially when considering the potentially high cost to farmers of obtaining fertilizer and improved seed. The analysis finds a synergy between nitrogen fertilizer and improve seed varieties. While the benefits of nitrogen tend to increase overtime without improved seed varieties and the benefits of improved seed varieties tend to decrease overtime without nitrogen, combining the two provides more sustained productivity benefits. Therefore, securing both nitrogen use and improved variety adoption is important for promoting sustained productivity increases across most of SSA. The research also contributes to the literature a methodology for calculating willingness to pay bounds that assess the importance of farmers’ risk tolerances as a barrier to fertilizer use or improved seed variety adoption.

Book excerpt: Despite the rise of targeted input subsidy programs in Africa over the last decade, several questions remain as to whether low and variable soil fertility, frequent drought, and high fertilizer prices render fertilizer unprofitable for large subpopulations of African farmers. To examine these questions, we use large-scale, panel experimental data from maize field trials throughout Malawi to estimate the expected physical returns to fertilizer use conditional on a range of agronomic factors and weather conditions. Using these estimated returns and historical price and weather data, we simulate the expected profitability of fertilizer application over space and time. We find that the fertilizer bundles distributed under Malawis subsidy program are almost always profitable in expectation, although our results may be reasonably interpreted as upper-bound estimates among more skilled farmers given that the experimental subjects were not randomly selected.
