Book excerpt: Two broad contrasting demographic trends present challenges for economies globally: countries with aging populations, often advanced economies and increasingly emerging markets, anticipate a significant shrinking of the labor force, with implications for growth, economic stability, and public finances. Economies with rapidly growing populations, as is the case in many low-income and developing countries, will face a burgeoning young population entering the labor market in the next decades—a large potential to reap the demographic dividend if the right skills and economic and social conditions are in place. This note highlights how gender equality, in both cases, can serve as a stabilizing factor to rebalance demographic trends. As decisions regarding fertility, human capital investment, and labor force participation are interlinked, policies should aim at relaxing households’ time and resource constraints that condition these choices. This means that, in general, in advanced economies and emerging markets, policies should facilitate women’s work–life choices and boost female participation in the labor market, whereas policies in low-income and developing countries should focus on reforms that narrow gender gaps in opportunities and support human capital accumulation.

Book excerpt: The Arab Republic of Egypt was well on the path to achieving its demographic dividend at the turn of this century but has gone off track due to a reversal in its earlier fertility decline. But what is the demographic dividend? It reflects the economic benefits when a country undergoes a rapid decline in mortality, then fertility, and the consequent demographic transition. Due to lower fertility and fewer children per household, a growing working-age population increases productivity and per capita income, leading to accumulated savings, investments, and economic growth, underscoring the strong link between demographics and economic growth. Fortunately, Egypt has the political will, resources, and capacity to achieve its demographic dividend in the next decade, as this report by a team of Egyptian and World Bank experts shows. It reviews the trends in determinants of the rising total fertility rate, the likely factors that contributed to Egypt’s fertility decline reversal, the government’s initial response, and the sectoral and social drivers that may have influenced this fertility decline reversal. It also assesses the economic impact of the demographic changes, including estimates of forgone savings due to the increased fertility and of potential future gains if the country were to regain and then accelerate its fertility decline. Drawing on global evidence, the report proposes six policy and strategic priorities, complemented by four policy imperatives. These priorities aim to increase the contraceptive prevalence rate (the most important of the six), reduce school dropouts, increase female labor force participation, delay early marriage, leverage social protection programs, and improve governance of the country's population program. The four imperatives aim to assure broad-based socioeconomic development and they include creating productive jobs; investing in and leveraging human capital; enhancing financial inclusion and entrepreneurship, especially for women; and sustaining macroeconomic stability. The president's "Decent Life Initiative" and the "National Project for the Development of the Egyptian Family" can be used as the platform to implement many of the proposed policies and strategies. In such a manner, Egypt will be back on track to achieve its demographic dividend.

The paper suggests a link between changes in mortality and transformations in the role of women in society that has not been identified before in the literature. Mortality reductions affect the incentives of individuals to invest in human capital and to have children. Particularly, gains in adult longevity reduce fertility, increase investments in market human capital, increase female labor force participation, and reduce the wage differential between men and women. Child mortality reductions, though reducing fertility, do not generate this same pattern of changes. The model reconciles the increase in female labor market participation with the timing of age-specific mortality reductions observed during the demographic transition. Book excerpt: Since 1987, the investigation of the relationship between female labour market behaviour and fertility, which forms part of the research programme of the Economic Institute / Centre for Interdisciplinary Research on Labour Market and Distribution Issues (CIAV) of Utrecht University, also became a part of the research programme of the Netherlands Interdisciplinary Demographic Institute (NIDI). Since then, I have been entrusted with research on this topic. In this context, I acted on a suggestion made by Frans Willekens to organize an international workshop, with the help of other members of the NIDI staff and with the administrative and organizational support of the NIDI. This resulted in the workshop "Female Labour Market Behaviour and Fertility: Preferences, Restrictions, Behaviour," held at the Netherlands Interdisciplinary Demographic Institute in The Hague, April 20-22, 1989, under the auspices of the European Association for Population Studies (EAPS). In this workshop, demographers, econometricians, economists, psychologists and socio logists discussed the paths to a truly interdisciplinary approach to the relationship between female labour market behaviour and fertility. Such an interdisciplinary approach requires a common theoretical framework. The rational-choice framework was considered to be best suited to this purpose. As a consequence, the workshop was not only structured by what was studied, but also by how it was studied. This volume consists of the papers presented at the above-mentioned workshop, as revised by the authors in collaboration with the editors.
