Book excerpt: With the development of lasers that can generate light 11 14 pulses ranging from 10- - 10- sec duration, and capable of 13 peak powers in excess of 10 watts scientists have been able to investigate the interactions of light with matter in a time and power domain not previously possible. These ultrashort laser pulses provide a powerful tool for the study of chemical phenomena at the most fundamental level. Many of the elementary processes of importance in chemistry including energy dissipa tion, molecular motions, structural and chemical changes occur on a very short time scale and thus require special approaches. Th~ use of ultrashort laser pulses to perturb and to probe systems of interest affords a direct approach to the time reso lution of very rapid chemical phenomena. It was recognition of the impact of these relatively new approaches to chemical phenomena that motivated NATO to sponsor a meeting on the applications of picosecond spectroscopy in chemistry. The primary aim of the NATO workshop was to gain some perspective on the status of the field in terms of present research activities, technological developments and if possible the difficult task of sensing future directions. The way we decided to approach these issues was to gather together the main contributors to the field, fortunately many of whom were able to attend, to present their work and to participate in what turned out to be lively discussions of the field.

Beginning with mode-locking of glass lasers in the 1960s, the development of dye lasers brought the pulse width down from picoseconds to femtoseconds. The breakthrough in solid state laser pulse generation provided the current reliable table-top laser systems capable of average power of about 1 watt, and peak power density of easily watts per square centimeter, with pulse widths in the range of four to eight femtoseconds. Pulses with peak power density reaching watts per square centimeter have been achieved in laboratory settings and, more recently, pulses of sub-femtosecond duration have been successfully generated. As concepts and methodologies have evolved over the past two decades, the realm of ultrafast science has become vast and exciting and has impacted many areas of chemistry, biology and physics, and other fields such as materials science, electrical engineering, and optical communication. In molecular science the explosive growth of this research is for fundamental reasons. In femtochemistry and femtobiology chemical bonds form and break on the femtosecond time scale, and on this scale of time we can freeze the transition states at configurations never before seen. Even for n- reactive physical changes one is observing the most elementary of molecular processes. On a time scale shorter than the vibrational and rotational periods the ensemble behaves coherently as a single-molecule trajectory.

Note that the most important reactions in chemical and biological systems take place in solutions and liquid-like environments. Additionally, liquids are utilized for numerous industrial applications. It is for these reasons that the understanding of their properties at the molecular level is of foremost interest in many fields of science and engineering. What can be said with certainty is that both the experimental and theoretical studies of the liquid state have a long and rich history, so that one might suppose this to be essentially a solved problem. It should be emphasized, however, that although, for more than a century, the overall scientific effort has led to a considerable progress, our understanding of the properties of the liquid systems is still incomplete and there is still more to be explored. Basic reason for this is the "many body" character of the particle interactions in liquids and the lack of long-range order, which introduce in liquid state theory and existing simulation techniques a number of conceptual and technical problems that require specific approaches.
