Book excerpt: The author uses quantile regression to document the evolution of the earnings structure of salaried and self-employed female workers in urban areas in three Latin American countries-Argentina, Brazil, and Costa Rica-after structural reforms were introduced. The analysis covers pre- and post-reform years: in Argentina, 1988 and 1997, and in Brazil and Costa Rica, 1989 and 1995. Four primary results emerge from the analysis: 1) After other characteristics are controlled for, wage premiums to human capital, labor experience, and other characteristics vary along the conditional distribution. This indicates that a homoscedastic model is not suitable for analyzing wage differentials among working women in these countries. 2) Wage inequality among women fell in the self-employment sector in all three countries. In the salaried sector results were mixed, with wage inequality declining in Argentina but increasing slightly in Costa Rica. 3) The decline in female wage inequality can be explained in part by changes in the premium to education. Results indicate that the relative premium to education fell in Argentina and Brazil-that is, the adjusted wage differential between more educated and less educated women decreased between the sampled years in these countries. In contrast, wage differentials arising from education increased in Costa Rica. 4) Women earning less than their characteristics would predict seemed to fare well with the economic opening: domestic workers, nonwhite workers, and the least educated in the lower quantiles saw their wage premiums increase relative to those of the control groups. These results are consistent with the predictions of the Heckscher-Ohlin theory of trade liberalization: those with less human capital saw wage gains relative to those with more human capital.

This evolution occurred in the context of more general progress in women’s status. Female enrollment rates have increased at all levels of education, fertility rates have declined, and social norms have shifted toward gender equality. This report sheds light on the complex relationship between stages of economic development and female economic participation. It documents a shift in women’s perceptions whereby work has become a fundamental part of their identity, highlighting the distinction between jobs and careers. These dynamics are made more complex by the acknowledgment that individuals are part of larger economic units—families. As development progresses and the options available to women expand, the need to balance career and family takes greater importance. New tensions emerge, paradoxically made possible by decades of steady gains. Understanding the new challenges women face as they balance work and family is thus crucial for policy.

Wage Inequality in Latin America: Understanding the Past to Prepare for the Future addresses these two questions by reviewing relevant literature and providing new evidence on what we know from the conceptual, empirical, and policy perspectives. The answer to the fi rst question can be broken down into several parts, although the bottom line is that the changes in wage inequality resulted from a combination of three forces: (a) education expansion and its eff ect on falling returns to skill (the supply-side story); (b) shifts in aggregate domestic demand; and (c) exchange rate appreciation from the commodity boom and the associated shift to the nontradable sector that changed interfi rm wage diff erences. Other forces had a non-negligible but secondary role in some countries, while they were not present in others. These include the rapid increase of the minimum wage and a rapid trend toward formalization of employment, which played a supporting role but only during the boom. Understanding the forces behind recent trends also helps to shed light on the second question. The analysis in this volume suggests that the economic slowdown is putting the brakes on the reduction of inequality in Latin America and will likely continue to do so—but it might not actually reverse the region’s movement toward less wage inequality.

The paper shows that unemployment, informality, and inequality have been falling over the past two decades, though still remain high. By contrast, productivity has remained stubbornly low. The paper, then, turns to the potential impacts of various labor market institutions, including employment protection legislation (EPL), minimum wages (MW), payroll taxes, unemployment insurance (UI) and collective bargaining, as well as the impacts of demographic changes on labor market performance. The paper relies on evidence from carefully conducted studies based on micro-data for countries in the region and for other countries with similar income levels to draw conclusions on the impact of labor market institutions and demographic factors on unemployment, informality, inequality and productivity. The decreases in unemployment and informality can be partly explained by the reduced strictness of EPL and payroll taxes, but also by the increased shares of more educated and older workers. By contrast, the fall in inequality starting in 2002 can be explained by a combination of binding MW throughout most of the region and, to a lesser extent, by the introduction of UI systems in some countries and the role of unions in countries with moderate unionization rates. Falling inequality can also be explained by the fall in the returns to skill associated with increased share of more educated and older workers.

Book excerpt: This book presents evidence of the evolution of the gender inequalities in Latin America during the twentieth century, using basic indicators of human development, namely education, health and the labour market. There are very few historical studies that centre on gender as the main analytical category in Latin America, so this book breaks new ground. Using case-studies from Argentina, Chile, Colombia, Mexico and Uruguay, the authors show that there is evidence of a correlation between economic growth and the decrease in gender inequality, but this process is also not linear. Although the activity rate of women was high at the beginning of the twentieth century, female participation in the labour market diminished, until the 1970s, when it began to increase dramatically. Since the 1970s, fertility reduction and education improvements and worsening labour market conditions are associated to the steadily increase of women participation in the labour market. By gauging the extent to which gender gaps in the formation of human capital, access to resources, quality of life and opportunities may have operated as a restriction on women’s capabilities and on economic growth in the region, this book demonstrates that Latin America has lagged behind in terms of gender equality.

Although available evidence shows that changes in the labor income are among the main factors behind these inequality trends, few studies have analyzed more closely the labor market dynamics that have led to a decline in total income inequality in some countries, but also to an increase in others. Using household survey data for a sample of 15 countries in Latin America from 1995 to 2010, this paper uses an extension of the Juhn-Murphy-Pierce methodology to decompose changes in labor income inequality (hourly wages) into a quantity effect (capturing changes in the distribution of workers' skills), price effect (reflecting returns to skills), and unobservables effect (other components, within skill groups, affecting labor income). The results show that falling returns to skills for both education and experience is, on average, driving the decline in labor income inequality in Latin America. The quantity effect, in turn, has contributed little to inequality reduction, mostly attributable to a larger dispersion in years of experience, possibly linked to the region's demographic transition and to significant increases in female labor force participation. Additional findings show that wage inequality, still high in the region, is coupled with inequality in terms of hours worked. The paper complements the existing literature by presenting separate results for males and females, as well as formal and informal sector workers as an attempt to control for secular shifts in these characteristics.
