In their previous book, Inexcusable Absence, Maureen A. Lewis and Marlaine E. Lockheed reported the startling new finding that nearly threequarters of the girls who are not in school belong to ethnic, religious, linguistic, racial, or other minorities. In this companion volume, they further analyze the determinants of school enrollment, completion, and learning in seven countries: the highly heterogeneous populations of Laos, China, Pakistan, India, and Guatemala and the homogeneous populations of Bangladesh and Tunisia. The authors find that in ethnically and linguistically diverse populations, minority groups --minority girls in particular -- lag significantly behind the majority population in school attendance, while highly homogeneous populations like Bangladesh and Tunisia have successfully integrated girls into school on a par with boys. By increasing understanding about the major impediments to universal primary education, Exclusion, Gender and Education provides valuable new knowledge to those who are working to bring gender equity to the education systems of poor countries.

Encouraging women’s involvement, however, is often a major difficulty in societies where traditionally women’s status has been inferior and where women are expected to be domestic and passive. This book, based on extensive original research, considers major projects undertaken by non-governmental organisations in Bangladesh to encourage women’s participation. The book identifies the factors which motivated women to be active, discusses how women achieved the level of capacity and knowledge to enable them to serve their communities appropriately, assesses the major difficulties and recommends how empowerment projects can be improved in future. The book concludes that established institutions and traditional customs are often the greatest barrier to women’s participation.

Book excerpt: Using nationally representative survey data from rural Bangladesh, this paper examines the relationship between women’s empowerment in agriculture and indicators of individual dietary quality. Our findings suggest that women’s empowerment is associated with better dietary quality for individuals within the household, with varying effects across the life course. Women’s empowerment is associated with more diverse diets for children younger than five years, but empowerment measures are not consistently associated with increases in nutrient intake for this age group. Women’s empowerment is positively and significantly associated with adult men’s and women’s dietary diversity and nutrient intakes. Different empowerment domains may have different impacts on nutrition, but other characteristics, such as maternal schooling and household socioeconomic status, may play a more important role for younger children. The importance of maternal education in the dietary quality of young children, and the relatively greater importance of women’s empowerment for older children and adults, imply that policies designed to empower women and improve nutritional status should be informed by knowledge of which specific domains of women’s empowerment matter for particular nutritional outcomes at specific stages of the life course.

In 2010, the South Asian Institute of Legal and Human Rights Studies in Dhaka (SAILS) initiated the ‘Combating Gender Injustice’ research study to investigate how the Christian, Hindu and Muslim communities in the country are affected by the laws and customs governing their personal lives. The aim was to engage in a dialogue with the stakeholders the results of which would provide a basis to formulate recommendations for law, policy and procedural reform. These reports have been reproduced in this volume in updated and revised form. Moreover, in order to offer a more complete overview of the ethnic and religious minorities concerned, a chapter has been added on the personal laws of the Buddhist community, the third largest religious community in Bangladesh. Finally, the volume offers much needed information on the laws and customs of the indigenous peoples of the Chittagong Hill Tracts, communities following traditional rules and customs in the remote and hilly region of the country. The gender-insensitive personal laws prevalent in South Asian societies will continue to be debated for generations to come. This unique volume gives a voice to the different religious and ethnic communities affected by the current laws and practices in force in Bangladesh. However, domestic violence perpetuated against women is a common phenomenon in Bangladesh. This book is a study about domestic violence against women in Bangladeshi society. It delineates, in particular, why and how some women become the victims of domestic violence in the changing socio-economic setting of Bangladesh. The author explores the multiple contexts in which domestic violence occurs by focusing on the everyday experience of women subjected to this violence. The book shows how changing socio-economic setting, urbanization and the growing demand for female labor influences the phenomenon and experience of domestic violence. It demonstrates that domestic violence is entangled in a complex web of institutionalized social relations that necessitates a structural and contextual understanding of the production of such violence in family, kinship and gender relations. Finally, it identifies factors that cause, perpetuate, and mitigate domestic violence or give strength to women to struggle and raise their voices or take shelter in the law against the perpetrators of domestic violence. Book excerpt: In this paper, the authors describe the adaptation and validation of a project-level WEAI (or pro-WEAI) that agricultural development projects can use to identify key areas of women’s (and men’s) disempowerment, design appropriate strategies to address identified deficiencies, and monitor project outcomes related to women’s empowerment. The 12 pro-WEAI indicators are mapped to three domains: intrinsic agency (power within), instrumental agency (power to), and collective agency (power with). A gender parity index compares the empowerment scores of men and women in the same household. The authors describe the development of pro-WEAI, including: (1) pro-WEAI’s distinctiveness from other versions of the WEAI; (2) the process of piloting pro-WEAI in 13 agricultural development projects during the Gender, Agriculture, and Assets Project, phase 2 (GAAP2); (3) analysis of quantitative data from the GAAP2 projects, including intrahousehold patterns of empowerment; and (4) a summary of the findings from the qualitative work exploring concepts of women’s empowerment in the project sites. The paper concludes with a discussion of lessons learned from pro-WEAI and possibilities for further development of empowerment metrics.

Book excerpt: The existing literature shows that climate change will likely affect several of the dimensions that determine people’s food security status in Bangladesh, from crop production to the availability of food products and their accessibility. Crop diversification represents a farm-level response that reduces exposure to climate-related risks and it has also been shown to increase diet diversity and contribute to the reduction in micronutrient deficiencies. In fact, the Government of Bangladesh has several policies in place that encourage and support agricultural diversification. However, despite this support the level of crop diversification in the country remains low. Women empowerment has been linked to diversified diets and positively associated with better child nutrition outcomes. Furthermore, although traditionally their role in agriculture tends to be undervalued, women involvement has already been shown to affect agricultural production choices and enhance technical efficiency. This paper connects three different areas of inquiry - climate change, gender and nutrition – by exploring whether women’s empowerment in agricultural production leads to increased diversification in the use of farmland. Specifically, we use a series of econometric techniques to evaluate whether there is sufficient evidence to claim that a higher levels of empowerment lead to greater diversity in the allocation of farmland to agricultural crops. Our results reveal that indeed some aspects of women empowerment, but not all, lead to a more diversified use of farmland and to a transition for cereal production to other uses like vegetables and fruits. These findings provide some possible pathways for gender-sensitive interventions that promote crop diversity as a risk management tool and as a way to improve the availability of nutritious crops.
