However, Papua New Guinea's 'big man' culture founded upon patriarchic beliefs and values often undermines women's status and participation in the country's political arena. Therefore, this literature review examines women's political status in the country and the extent of women's participation in the country's political system. Papua New Guinea's Melanesian culture was built upon Patriarchy. According to Christ, patriarchy is often defined as male dominance. In traditional Papua New Guinea societies before the European contact, tribal warfare between warring tribes were common. It was the males (men) who defended the tribe, specifically women and children against the invading tribes. In return from their protection, women and children submit to their authority and consider fathers as the head of the family. This system has evolved over thousands of years and eventually inbuilt into the societies social, political and economical structure which got itself rooted in almost all Melanesian sub-cultures. However, the ideology of patriarchy has taken a new twist. Instead of protecting the women, the males take advantage of the system and often treat women as inferior beings. Women are often being abused and supressed from participating especially in the societies' political activities. The patriarchy system has now developed into a system that the male dominance is not out of love and respect but out of treat and violence towards women. It is a system controlled by powerful men, the man who can use treat or other form of violence to supress women. The shift from first-past-the-post to preferential voting was intended to encourage the election of candidates with broader mandates from constituents; to reverse the trend of increasing election-related violence; and to lead to more cooperation between candidates and voting blocs. It was also anticipated that instituting a preferential system would increase the electoral chances of female candidates. This article looks at the impact of the LPV system on women's participation and performances as candidates in Papua New Guinean elections since 2002, focusing in particular on the three general elections in 2007, 2012 and 2017. It argues that the benefits of LPV have not outweighed its costs, at least in terms of women's participation and representation. This demonstrates the limits of institutional reform of this nature in tackling deep-seated issues relating to political culture.

Party Institutionalization and Women's Representation in Democratic Brazil theorizes the connections across those problems, explaining how weakly institutionalized and male-dominant parties interact to undermine descriptive representation in Brazil. This book draws on an original multilevel database of 27,653 legislative candidacies spanning six election cycles, over 100 interviews, and field observations from throughout Brazil. Wylie demonstrates that more inclusive participation in candidate-centered elections amidst raced-gendered structural inequities relies on institutionalized parties with the capacity to support women, and the will, heralded by party leadership, to do so. The book illustrates how women leaders in Brazil's more institutionalized parties enable white and Afro-descendant female aspirants to navigate the masculinized terrain of formal politics. It enhances our understanding of how parties mediate electoral rules, as well as institutional and party change in the context of weak but robustly gendered institutions.

Book excerpt: Gender equality is central to the protection of human rights and the functioning of democracy. It cannot be right that the experiences, skills and concerns of women are not fully represented or reflected in decision making about the laws and functioning of the societies in which they live. The regional study on women's politic representation in the Eastern Partnership countries was commissioned in response to the key objectives of the Council of Europe and the European Commission to address the lack of women's political representation at national and local level in these countries. Researchers based in each of the countries have contributed qualitative information on both the situation of women and on the experiences of women who have stood for elected office. While the legal basis for equality of women and men exists in all the countries in question, the reality is quite different. Stereotypical views and assumptions about the roles of women in society affect how women step forward as candidates, and whether they are selected and elected. The Council of Europe is convinced that this study, by providing examples of good practice and evidence-based, practical recommendations, will help to address the current imbalance of women holding elected office and, by doing so, will enhance democracy and human rights in the countries of the Eastern Partnership.

This is especially true of the male initiation rituals that until recently were held in Papua New Guinea. For the most part, these rituals have been understood as all-male institutions, intended to maintain and legitimate male domination. Women's exclusion from the forest space where men conducted most such rites has been taken as a sign of their exclusion from the entire ritual process. Women as Unseen Characters is the first book to examine the role of females in Papua New Guinea male rituals, and the first systematic treatment of this issue for any part of the world. In this volume, leading Melanesian scholars build on recent ethnographies that show how female kin had roles in male rituals that had previously gone unseen. Female seclusion and the enforcement of taboos were crucial elements of the ritual process: forms of presence in their own right. Contributors here provide detailed accounts of the different kinds of female presence in various Papua New Guinea male rituals. When these are restored to the picture, the rituals can no longer be interpreted merely as an institution for reproducing male domination but must also be understood as a moment when the whole system of relations binding a male person to his kin is reorganized. By dealing with the participation of women, a totally neglected dimension of male rituals is added to our understanding.

Book excerpt: Women are significantly underrepresented in politics in the Pacific Islands, given that only one in twenty Pacific parliamentarians are female, compared to one in five globally. A common, but controversial, method of increasing the number of women in politics is the use of gender quotas, or measures designed to ensure a minimum level of women’s representation. In those cases where quotas have been effective, they have managed to change the face of power in previously male-dominated political spheres. How do political actors in the Pacific islands region make sense of the success (or failure) of parliamentary gender quota campaigns? To answer the question, Kerryn Baker explores the workings of four campaigns in the region. In Samoa, the campaign culminated in a “safety net” quota to guarantee a minimum level of representation, set at five female members of Parliament. In Papua New Guinea, between 2007 and 2012 there were successive campaigns for nominated and reserved seats in parliament, without success, although the constitution was amended in 2011 to allow for the possibility of reserved seats for women. In post-conflict Bougainville, women campaigned for reserved seats during the constitution-making process and eventually won three reserved seats in the House of Representatives, as well as one reserved ministerial position. Finally, in the French Pacific territories of New Caledonia, French Polynesia, and Wallis and Futuna, Baker finds that there were campaigns both for and against the implementation of the so-called “parity laws.” Baker argues that the meanings of success in quota campaigns, and related notions of gender and representation, are interpreted by actors through drawing on different traditions, and renegotiating and redefining them according to their goals, pressures, and dilemmas. Broadening the definition of success thus is a key to an understanding of realities of quota campaigns. Pacific Women in Politics is a pathbreaking work that offers an original contribution to gender relations within the Pacific and to contemporary Pacific politics.
