Little research has been conducted on the possible compounding effects that armed conflict and climate change might have on at-risk population groups such as women and girls. Based on in-depth interviews with 40 research participants, mostly former combatants within the Irish Republican Army (IRA), this book offers a critical exploration of republican women and conflict transition in the North of Ireland. Drawing on the feminist theory of a continuum of violence, this book finds that the dichotomous separation of war and peace within conventional approaches represents a gendered fiction. Despite undertaking wartime roles that were empowering, agentic, and subversive, this book finds that the ‘post-conflict moment’ as experienced by female combatants represents not peace and security, but a continuity of gender discrimination, violence, injustice, and insecurity. The experiences and perspectives contained in this book challenge the discursive deployment of terms such as post-conflict, peace, and security, and moreover, shed light on the many forms of post-war activism undertaken by combatant women in pursuit of peace, equality, and security. Congress authorized the organization of the Women's Army Auxiliary Corps (later renamed Women's Army Corps) in 1942, and hundreds of women were able to join in the war effort. Charity Edna Adams became the first black woman commissioned as an officer. Black members of the WAC had to fight the prejudices not only of males who did not want women in their "man's army," but also of those who could not accept blacks in positions of authority or responsibility, even in the segregated military. With unblinking candor, Charity Adams Earley tells of her struggles and successes as the WAC's first black officer and as commanding officer of the only organization of black women to serve overseas during World War II. The 6888th Central Postal Directory Battalion broke all records for redirecting military mail as she commanded the group through its moves from England to France and stood up to the racist slurs of the general under whose command the battalion operated. The Six Triple Eight stood up for its commanding officer, supporting her boycott of segregated living quarters and recreational facilities. This book is a tribute to those courageous women who paved the way for patriots, regardless of color or gender, to serve their country.

Robert Egnell, Mayesha Alam, and the contributors to this volume conclude that there is no single model for change that can be applied to every country, but the comparative findings reveal many policy-relevant lessons while advancing scholarship about women and gendered perspectives in the military.

Book excerpt: Exploring efforts to integrate women into combat forces in the military, we investigate how resistance to equity becomes entrenched, ultimately excluding women from being full participants in the workplace. Based on focus groups and surveys with members of Special Operations, we found most of the resistance is rooted in traditional gender stereotypes that are often bolstered through organizational policies and practices. The subtlety of these practices often renders them invisible. We refer to this invisibility as organizational obliviousness. Obliviousness exists at the individual level, it becomes reinforced at the cultural level, and, in turn, cultural practices are entrenched institutionally by policies. Organizational obliviousness may not be malicious or done to actively exclude or harm, but the end result is that it does both. Throughout this Element we trace the ways that organizational obliviousness shapes individuals, culture, and institutional practices throughout the organization.

Moreover, the extent to which gender influences the international legal regime designed to address the humanitarian problems arising from armed conflict has similarly been ignored. In the early 1990s, prompted by extensive media coverage of the rape of women during the conflict in Bosnia Herzegovina, the international community was forced to critically examine the capacity of international law to respond to such crimes. The prevalence of sexual violence, is, however, merely one aspect of the distinctive impact of conflict on women. Although a range of factors influence the way individual women experience armed conflict, the endemic gender discrimination that exists in all societies is a common theme: from Cambodia, where women land-mine victims are less likely to receive treatment for their injuries than are men; to South Africa, where women widowed during the Apartheid years have become outcasts in their own society. To date, the extent to which international law addresses the myriad of ways in which women are affected by armed conflict has received little attention. This work takes the experience of women of armed conflict, matches it with existing provisions of international law, and investigates reasons for the silence of the latter in relation to these events for women. It is the first broad-based critique of international humanitarian law from a gender perspective. The contribution of the United Nations, through its focus on human rights, to improving the protection of women in armed conflict is also considered. The authors underscore the need for new approaches to the issue of women and armed conflict, and canvass a range of options for moving forward.

Book excerpt: Why Women Rebel presents a global analysis of the extent to which women are engaged in armed, organized rebellions, and why they choose to join such rebellions. Henshaw has collected and analyzed data on women’s participation in over 70 post-Cold War rebel groups. The book provides a theoretical analysis drawing upon both mainstream literature in the social sciences and critical, feminist inquiry on women and political violence to offer a new gendered theory on why women rebel. The book reveals that women are active in over half of all rebel groups sampled and that, while the majority of rebel groups have women serving in support roles away from direct combat, approximately a third of these groups employ women in the conduct of armed attacks, and just over a quarter have women in a leadership capacity. Henshaw reaffirms the idea that women are more likely to be engaged in left-wing political organizations, but does suggest that more conservative or traditional movements may also successfully incorporate women by appealing to concerns about community rights. Addressing several gaps in the current literature on this topic, this book will be of interest to academics in the fields of political science, international relations, security studies, and gender and women’s studies.
