Fellow citizens, will 'you take the first step towards 'reimposing the chains which have now rusted for more than fifty years? Need we inform you that every colored man in Pennsylvama 1s exposed to be arrested as a fugitive from slavery. 7 and that it depends not upon the verdict of a jury of his peers, but upon the decision of a judge on summary process, whether or not he shall be dragged into southern bondage? The Constitution of the United States provides that no person shall be deprived of life, liberty, or property, without due process of law - by which is certainly meant a trial BY jury. Yet the act of'congress of 1793, for the recovery offugitive slaves, ' authorizes the claimant to seize his victim without a warrant from any magistrate, and allows him to drag him before any magistrate of a county, city, or town corporate, where such seizure has been made, and upon proving, by oral testimony or affidavit, to the satisfaction of such magistrate that the man is his slave, gives him a right to take him into everlasting bondage. Thus may alfree-born citizen of Pennsylvania be arrested, tried without counsel, jury, or power to call witnesses, condemned by a single man, and carried across Mason and Dixon's line, within the compass of a single day. Ah act of this commonwealth, passed 1820, and enlarged and re enacted in 1825, it is true, puts s_ome restraint upon the power of the claimant under the act of Congress but it still leaves the case to the decision of a single j udge, without the privilege of a jury! What unspeakably aggravates our loss of the right of suffrage at this moment is, that, while the increased activity of the slave-catchers enhances our danger, the Reform (convention has refused to amend the Constitution so as to protect our liberty by a jury trial! We entreat you to makefour case your own imagine your own wives and children to be' trembling at the ap proach of every stranger, lest their husbands and fathers should be dragged into a slavery worse than Algerine - worse than death! Fellow citizens, if there is one of us who has abused the right of suffrage, let him be tried and punished according to law. But in the name of humanity, in the name ofjustice, 1n the name of the God you profess to worship, who has no respect. Book excerpt: Excerpt from An Address of the Representatives of the Religious Society of Friends: For Pennsylvania, New Jersey, and Delaware, to Their Fellow-Citizens, on the Use of Intoxicating Drinks We may be allowed, therefore, to call attention to a few statements of a general character, which cannot fail to impress us all with the alarming extent which intemperance has reached, and the deep hold it has gained upon the community. As compared with human slavery in our own country, - by which but one-tenth of its population was thereby brought into bondage, and less than one-half its territory directly affected, - the scourge of intemperance enters almost every town and hamlet in the land, and destroys not only the bodies but the souls of men. In the late war our nation is said to have sacrificed more than a million of lives and three billions of dollars. To support the liquor traffic, it is computed, from authentic sources, that the people of the United States expend annually six hundred millions of dollars, and waste untold wealth besides by the impoverishment of her citizens and the destruction of their health. Noah Davis, Chief Justice of the Supreme Court of New York, said, in a public speech lately delivered by him, "That habits of intemperance are the chief cause of crime is the testimony of all judges of large experience. It is established beyond argument, by official statistics, by the experience of courts, and by the observations of enlightened philanthropists, that the prevalence of intemperance in every country is the standard by which its crimes may be measured." The report of the State Board of Charities for Massachusetts for 1869 says, "The proportion of crime traceable to this great vice must be set down, as heretofore, at not less than four-fifths;" and the Inspectors of the State Prison, in 1868, gave the same proportion. Judge Allison, of Philadelphia, said in a speech delivered at a public meeting, in 1872, "Intemperance is upon our right hand and left; on the streets - north, south, east, and west - we see the lures to destruction. There are few people who see the practical evil as we see it in the criminal courts of this city. There we can trace four-fifths of the crimes that are committed, to the influence of rum; there is not one ease in twenty, where a man is tried for his life, in which rum is not the direct or indirect cause of the murder; rum and blood go hand in hand." Book excerpt: Excerpt from Armstrong County, Vol. 1 of 2: Pennsylvania, Her People, Past and Present; Embracing a History of the County and a Genealogical and Biographical Record of Representative Families In presenting "Armstrong County and Her People" to the public the publishers desire to express their appreciation of the cordial welcome given to those whose task it was to gather the matter contained in these volumes. The foundation was thoroughly laid by the late Robert W. Smith, who labored for years to gather the data for his posthumous history of the county, published in 1883. Mr. Smith failed to see his work in print, but the thoroughness of his work and the accuracy of his statements have gained him a fame that will last as long as the existence of the county. We have added to the older data a large mass of important statistical matter relating to the period succeeding 1876, and condensed into a systematic plan all of the important occurrences and developments within the bounds of the county up to 1913. Local history affords the best method of preserving national history, and this is part of the story of American development; but personal biographies are of much greater assistance in linking the past with the present. The names of Armstrong's pioneers are indissolubly linked with those of their present descendants; the work would be incomplete if reference to the citizens of the county now living were omitted. Many are the natives of this county who are more than locally famous. Few other divisions of this Commonwealth can show so varied a list of those whose works have made them prominent above their fellow citizens. He who expects to find the work entirely free from errors or defects has little knowledge of the difficulties attending the preparation of a work of this kind, and should indulgently bear in mind that "it is much easier to be critical than to be correct." It is, therefore, trusted that the history will be received by the public in that generous spirit which is satisfied with honest and conscientious effort. In the gathering of this mass of data it was with pleasure that we accepted the aid of many persons whose friendly offices facilitated the work of compilation. Much of the actual work of collecting the material was done by George Parke, by and with the advisory assistance and direction of H. H. Wray, of the Leechburg Advance. The medical chapter was prepared by J. B. F. Wyant, M. D., of Kittanning. Rev. T. J. Frederick, of Spring Church, wrote the chapter on the fruit industry. Especial acknowledgment is made to the county commissioners, W. H. Jack, Israel Shafer and William Heckman; the register, Harry B. Henderson, and prothonotary, I. T. Campbell, for the readiness they showed in looking up records; to Judge John H. Painter, for access to his extensive library; to Father A. A. Lambing, LL. D., for revision of the early history; and to the following persons for many courtesies and assistance given: R. B. McKee, of the Freeport Journal; John T. Simpson, editor of the Daily Leader, at Kittanning; Frank M. Fries, editor of the Times, at Kittanning; M. B. Oswald, of the Kittanning Free Press; Harry E. Himes, of the Kittanning Tribune; W. C. Marshall, of the Dayton News; T. J. Baldrige, of the Apollo News-Record; Orr Buffington, of Kittanning; James Denny Daugherty, of Kittanning; T. T. Meredith, of Widnoon; S. S. Blyholder, of the State Grange; and Mrs. Paul McKenrick, secretary. of the Armstrong County Sabbath School Association. N O amendment of the Constitution would be needed to adapt it to the new condition of things, were every State in the Union to abolish slavery forthwith. There is not a line of the instrument which refers to slavery as a national institution, to be upheld by national law. On the contrary, every clause which ever has been or can be construed as referring to slavery, treats it as the creature of State law, and dependent wholly upon State law for its existence and continuance. So careful were the framers of the Constitution to negative all implied sanction of slaveholding, that not only were the terms slave, slavery, and slaveholding, excluded, but even the word servitude, which was at first inserted to express the condition, under the local law, of the persons who were to be delivered up, should they escape from one State into another, was, on motion of Mr. Randolph of 'virginia, stricken out, and service unanimously inserted, the former being thought to express the condition of slaves, and the latter the obligation of free persons.
